Thursday, May 8, 1957 MEDFORD (OREGON) MAIL TRIBUNE THREE New Postal Curbs Threatened As Result off Money Wrangle Washington (U.R) Th-; Senate Appropriation commit tee today was expected to ap prove an only partly-restor'i postal budget despite a new threat of postal cuts next year - The committee was expected to approve restoring only $32 million of S53 million cut from the postal budget by the Housfe. But Postmaster General Ar thur E. Summerfield, fresi from a recent victorious budget bout with lawmakers, warneo Congress Wednesday he woul 1 need up to $90 million more than was requested in his new budget originally to maintain current services. The only alternative, he said, would be new reductions in post al service in fiscal 1958. Rep. J Vaughan Gary (D-Va . chairman of the House Appro priations subcommittee, that considered the postal budget, in dicated to reporters he felt thi-5 would not be a bad idea. Gary said Congress should look into the possibilities of curtailing some postal services before sub stantially increasing post office appropriations. Schedule in Secrecy Although strict secrecy shroud ed his schedule, Vatican sources said it was not likely he would have his first interview with Pope Pius XII today as had been expected. There was no reason given. The cardinal's arrival was a psychological victory for Cathol icism in its ideological battle with Communism for the 75 million church members who live behind the Iron and Bam boo Curtains. Vatican sources said the ma jor purpose of the visit would be a "thorough examination" of possible ways of improving the situation of Poland's 25 million Catholics under the yoke of Communism. Ralatiom Improve) Relations between the Roman Catholic church and the Warsaw government have improved slow ly since Wladyislaw Gomulka, a Communist who has steered Poland somewhat out of the Soviet orbit, rose to power in October. Earlier Wednesday, California continued its presentation ut documents and other 'evidence on the early history of the Im perial Valley water district. Attorney Harry W. Horton, representing the district, pre sented evidence he said showert presidential intervention in 1910 to help the flooded valley His contention was that Con gress, by resolution, gave im plied consent to the Imperial Valley to take water from the Colorado, thus protecting it from the effects of the 1890 statute cited by Arizona. Taft Asked for Money Horton's evidence showed that President William Howard Tail asked Congress for a one million dollar appropriation in June, 1910, to protect the people -f the lower Colorado 'from over flow of the river." Congress granted the appro priation by resolution on thi same day it was asked. Arizona, in the lengthy legal j battle, claims the right to j.huo. 000 acre feet of water annually from the Colorado river under contracts with the federal gov ernment. California claims 5.363.000 an nual acre feet by right of prior appropriation. There is not enough water to fill both claims. RED FROGS San Francisco (U.R) On a routine field trip to the San Bruno hills south of here re cently, youngsters found two red frogs. They were turned over to the Steinhart Aquarium for public display. Herpetologists believe the flashy red-orange fellows are mutations of the common California red-legged frog. Sense of Urgency Of Winning World To Christ Lost Buck Hills Falls, Pa. (U.R)' An Asian church leader said to day Christians have lost their "sense of urgency" about the "unfinished task" of winning the world to Christ. Dr. D. T. Niles of Ceylon, head of the Evangelism Depart ment of the World Council of Churches, warned U.S. protes tant leaders that this is no time for resting on their oars. "The events of the world are moving at a terrific pace," he said, "and we are already see ing the calamaties that are in store for us if the obedience of the church does not keep pace with the events of history." Evangelism Suffering Niles spoke before the annual meeting of the U.S. Conference for the World Council of Churches. Leaders of 32 major Protestant Denominations are attending the three-day meeting here. Niles said Christian evangel ism seems to be suffering from a lack of "conviction that any one needs to be evangelized." He said this can be traced to a realization that "the perform ance of the Christian community in moral and religious living shows little superiority over that of adherents of other religions." But he pointed out that Chris tions are not called upon to preach the claim that they are better than anyone else. "The authority of the evangel ist lies not in what has happened to him but in what has happened to the world," he said. "God has loved the world in Jesus Christ, and Jesus has died for the world . . . Evangelism be comes compulsive on those who know this truth." Deschutes Man's Death Investigated San Francisco (U.R) Local coroners were still investigating today the death here of a former Deschutes county, Ore., deputy district attorney. Thomas Boeke, 57, was found j dead in his San Francisco apart- j ment. May 3. It is believed he died of natural causes. Boeke's body was discovered ; by Helen Lind, a landlady, who said she had not seen the man j for about two weeks and called , police. ! Police broke into the apart-! ment after they received no re ply and found Boeke's body lying : face down on the floor. Boeke, a native of Hubbard,, Iowa, had been in San Francisco, Calif., about six months. He was unmarried and lived alone. Coast Shipbuilding Memorial Approved Salem U.R) The Oregon Senate voted yesterday in favor of House joint memorial 17, calling on Congress to award contracts to encourage Pacific Coast shipbuilding and repair. Sen. Monroe Swetland, Mil waukie Democrat, said sponsors of the memorial, all Portland Re publicans, were particularly in terested in saving Portland's shipbuilding industry. (U.R) A steam boil er exploded and blew out part of the Lovell Manufacturing Co. plant in dowtown Erie Wednes day night, killing one man. , . John W. Bojack, boiler room fireman, was talking to a plant official by telephone and report ed an earlier minor blast when the boiler exploded. The House shaved S58 million from the request ia passing it. Summerfield asked a Senate appropriations subcommittee to restore the House cuts Wedne day. He said the funds wer needed because of an increase in the mail volume. The subcommittee, however, balked at restoring more than $32 million at this time. Sum merfield was told he would have to request additional funds in a supple mental appropriation bill. The postal chief said he would be back in about 10 days with the request. If the funds aren' forthcoming, he said, he would have to curtail postal services accordingly. Pakistani Premier Greeted by Shouts Karachi, Pakistan (U.R) Crowds shouting "Annex Kash mir" greeted Pakistani Premier Husseyn Suhrawardy today on his return from a two-week tour of Japan, the Philippins and Thailand. Suhrawardy said his trip had won friends for Pakistan in its dispute with India, which al ready has claimed annexation of Kashmir.
