Stuart Ingersoll disclosed today that advance elements of a Matador guided missile unit already have arrived on this is land base to defend its against possible Communist attack. Peiping radio, in the first Chinese Communist reaction, said America's act of turning Formosa "into a base for atomic weapons constitutes a menace not only to China but also to peace in Asia and the world Monopoly Said Lost It said "the United States has already lost its monopoly of these weapons" and "anyone who should dare to use atomic weapons would bring destruc tion upon himself." The broad cast said the Matadors would not ! l l - -r, j - ' ,i silage txea inina s aeierminauoa to "liberate" Formosa. The Matador can be armed with an atomic warhead and is capable of reaching major Com munist air bases in South China, major Communist invasion ports and such Chinese cities as Shanghai, Nanking and Canton. Called 'Squadron' Jngersoll, head of the Taiwan Defense Command and U.S. mili tary commander on Formosa, told a news conference today that personnel and equipment for the ground-to-ground mis siles are in Formosa. He said it would be proper to describe the unit as a "squadron." He said the presence of the Matadors should not be inter preted as meaning the Chinese Communists have missiles on the mainland across the 100-mile-wide Strait of Formosa but he said there is a Communist build up and "the missile is the logi cal step to deter plans of Red aggression or aggression itself should it occur." Lowry Appoints Fish Subcommittee Salem (U.R) A subcommit tee to study the best means of correcting abuses of commercial fishing licenses was appointed late Tuesday by Sen. Philip Low- ry, Medford Republican and chairman of the Senate Com' mittee on Natural Resources, with instruction to report find ings back to the committee Thursday. Sen. Lowry said everyone was agreed that abuss must be cor rected but there was a difference of opinion as to the method. The abuse which is sought to be remedied by legislation is the purchase of commercial fishing license by a sports fisherman so that he can catch more salmon for his personal use or disposi tion than he would be allowed under his cheaper sportsman's license. Sen. Lowry named as mem bers of the subcommittee, Sens. Andrew J. Naterlin, Newport Democrat; Walter C. Leth, Mon mouth Republican; and Daniel A. Thiel, Astoria Democrat. (U.R) Prison officials today began an investi gation into a four-hour riot of 200 rebellious convicts which was broken up by a flying wedge of prison guards who charged the mob with guns blazing. Three guards were wounded in the charge, but four other guards were released from parts of the North Dakota State Penitentiary where they had been trapped. The convicts seized complete control of the penitentiary about mid-morning Tuesday, and only lost control in the rush of guards firing rifles and tear gas shells into the air. 10 Thought Responsible Warden O. J. Nygaard said he had a "pretty good idea" that 10 convicts were responsible for the riot, but he did not identify them. This reporter talked with five convict leaders through a barred window of the administration building at the height of the riot. They charged that guards stole money and valuables from their cells and that one guard taunted them with stories about their wives and sweethearts outside the prison walls. This guard, the convicts said, touched off the earlier sitdown strike in the prison twine factory which erupted into the full- fledged riot. Nygaard said he would ignore the convicts' charges, which he labelled cooked up accusations. School Construction Measure Gets Ax Washington tU.R The econ omy ax fell on the school con struction bill today and chopped out $500 million. . The House Education and La bor Committee, nearing final ac tion on the measure behind closed doors, voted 23 to 3 to cut the program from $2 billion to $1,500,000,000. Rep. Samuel K. McConnell Jr. (R-Pa.) said he proposed the cut because the smaller pro gram would . have a better chance of passage in the face pf the congressional economy drive. In any event, he said, the bil lion and a half "will do the job as well as $2 billion. Higher Education Budget Awaiting Holmes' Signature Wisconsin Debating McCarthy Successor Madison, Wis. (U.R) Wis consin, politicians today began opening their big guns in the heated battle to choose a suc cessor to the late Republican Sen. Joseph R. McCarthy. GOP state senators were to meet shortly before the Senate opened its regular session today to draft legislation permitting Gov. Vernon Thomson to appoint a successor to McCarthy. 'Mrs. Jean McCarthy, 31, the senator's widow, was suggested by Rep. Alvin O'Konski as a possible successor. Democrats, however, called Republican talk of a Senate ap pointment a "trial balloon" which "Democrats will shoot down." It now goes to the governor. Sen. Jean Lewis, Portland Democrat, said the Joint Ways and Means Committee had cut some $600,000 from the recom mended budget, but still includ ed more than $2 million for ac ademic salary increases. Losing Valued Members She said this was important, because the institutions of high er learning had been losing val ued academic staff members to other states. She said an increase in academic salaries of from 20 to 25 per cent would put Ore gon in better competitive posi tion to meet outside challenges for key personnel. The budget represented an in crease of 27 per cent over the budget for the current biennium. The Senate passed several other Ways and Means measures, including budgets for the State Industrial Accident Commission, Department of Insurance and state fire marshal, . State Land Board, Legislative Counsel com- Hydroelectric commission, anrl mittee, Oregon Real Estate d- State Department of Veterans' partment, state engineer. State Affairs.
