Newspaper Page TextFOURTEEN MEDFORD (OREGON) MAIL TRIBUNE Thursday, April 11. 1157 Inadequate Salaries Force Teachers to Move, Educator Says Oregon colleges and univer yities are losing their most gif ted and highly trained faculty members at an alarming rate to other state higher education systems and to industry be cause salaries are inadequate to cope with present high living costs So declared Dr. Marshall Woodell, economics professor at Southern Oregon college, at a meeting of the Jackson County Democratic Central committee Wednesday night. Woodell said a real crisis is facing Oregon's state supported colleges. Increase in enrollments requiring more and more facul ty members, school plant en largements and facilities call for an ever increasing educa tional budget. As a result the legislature has failed to provide salary increases for the faculty in line with the incomes in other fields of activity- As a result, Oregon's higher education system has fallen easy prey to "faculty talent scouts" from other state systems who can offer tempting salary in creases, and to business and manufacturing corporaticni that arc better equipped financially to pick off the cream of the crop among highly trained men on the college faculties, he said. Dr. Woodell added that this wag in spite of the fact that the college professor, were he not faced with an acute crisis in his own economic survival, would choose to remain with the col lege than to go elsewhere. Dr. Woodell pointed out that in relation to the average in come, the college teacher's in come in Oregon has declined five per cent in purchasing pow er in 1940. Comparison with wage earners in other fields, he said statistics show the income of lawyers had increased 10 per cent, that of industrial workers had increased 48 per cent and that of physicians had increased the highest, 63 per cent. Show Increase The enrollment in Oregon col leges showed its greatest in crease in enrollment from 1939 to 1956 when it climbed from 9,763 to 12,577, an increase of 90 per cent. From 1953 to 1956, the enrollment in state suppor ted colleges had jumped 5,627. or 43 per cent, and the estimated increase by 1966 wil show the enrollment up to 13,428 or 72 per cent increase in a 10-year period. Reports on the seventh annual Roosevelt Memorial dinner, to be held at McLoughlin Junior High School Saturday, April 27 were made by Mrs. George A. Watson and Mrs. Larry Shee- han, cochairmen of the foods committee; James Redden, tick et chairman, and Mrs. Edward C. Kelly, general chairman. Redden said tickets are avail able at Lamport Sporting Goods store, Walt Young's Stationery, the Medford Labor Temple and in Ashland at McNairs Drug j store, the Magnolia Lumber Co. and at Southern Oregon college. Democratic County Chairman Larry Sheehan presided at last night's meeting. Kentucky Derby May Be Included on Tour For Congress Members Washington U.R) Rep James E. "But they made a big mistake when they told members they could stay over to see the Jjeroy and come back the next day," Four Tax Plans To Receive Hearing by Tax Committee Salem (U.R) At least four tax Plans will get a hearing be fore the House Tax Committee and the final Democratic tax nroeram may be a combination of several approaches. Chair man Clarence Barton, Coquille Tiemnrrat. indicated today. Modification Suggested Barton has suggested modifi cations in a tax program pre sented last week by House Speaker Pat Dooley. They would provide cuts of $1 to $7 a year on incomes, of $7,000 or less. In general, Barton agreed with Dooltey's approach. But he said some cuts would be neces sary in lower brackets and per haps some increases in higher brackets. Dooley suggested hiking taxes in the $4,000 to the $10,000 in come range to provide for a $265 million budget and repeal the 45 per cent surtax on in comes. Offset Removal Sought The seven Democratic mem bers of the tax committee were expected to come up with "package" tax program within a few days which would increase exemptions from S500 to $600 However, Rep. Richard Eyman, Mohawk Democrat, said he fa vored tax credits instead of ex emptions. Democratic members Guy Jonas, Salem, and Vernon Cook, Gresham, are working on a bill which would remove the offset for federal tax payments on Oregon tax returns. Both men disagree with Dooley to the ex tent that they favor increasing higher income taxes along with Increases in lower ranges. Favors Offset Most Democrats say corpora tions and private utilities should pay more taxes and this would doubtlessly be incorporated into the Democratic program. Rep. William Grenfell Jr , Portland Democrat, also favors removing the federal offset to bring more tax money to Oregon and less to the federal govern ment. Rep. Wayne Giesy, Monroe Republican, has criticized the Dooley tax plan as "unrealistic." Van Zandt said. "People will get the idea the whole thing is a Derby junket." Van Zandt said he fears also that some members not really interested in the Army demon stration will take advantage of the free round trip flight plus free room and probably free meals as well. Rep. Frank T. Bow (R-Ohio) said the trip sounds all right to i him unless the Army spends ex tra money on the members who , elect to stay for the Derby. Ac cording to Army plans, this will entail an extra night's lodging and presumably extra meals. Bow said it's not true though that the military always picks up the tab for the congress men's meals on such trips. Some times members pay their own food bills, Bow said. In any event neither Van I Zandt nor Bow will be able to accept the Army's invitation. The Army said it had no idea yet how many others would be I able to accept. A spokesman de- i clined to say in fact just how many were being invited. ! Churchill Downs Nearby I Quarters will be provided at : Ft.
