SIXTEEN MEDFORD (OREGON) MAIL TRIBUNE WdnMday, April 3. 1SS7 Community College Fund Motion Loses; Medford Possibility Salem !U R) A motion to reconsider provisions of the community college bill to take money for it out of the basic school support fund rather than the general fund of the state failed before the rHouse Educa tion committee Tuesday. Rep. William Grenfell Jr., a Portland Democrat made the mo tion after noting that the com munity college program would be administered by the State Board of Education rather than higher education. Final Action Thurido Vote on the measure was 6-3 in favor of taking the money from the general fund as the committee voted to do last week. Final action on the bill probably will be taken Thursday in a special order of business before the committee. The committee decided to' put a S9U.UU0 limit on trie appropri ation for the first two years of the community college program with a provision for pro-rating if the funds should prove insuf ficient or excessive. Grenfell said three or four schools might be started during the first two years of the pro gram, but that the S90.000 prob ably would be sufficient. Several Sitei Listed Committee Chairman Joe Rog ers, Independence Democrat, no ted that it takes a majority of eight members to pass a bill out of. the Ways and Means commit tee and that eight Ways and Means members were signers of the community college bill. Before acting on the bill the committee will investigate put ting a limitation on the bonds community college districts could issue. Medford, Grants Pass, Coos Bay, Hillsboro, Beaverton, As toria, Oregon City, Pendleton, Baker and Ontario have been mentioned as possible sites for community "colleges if House bill 594 should pass. Won't Prohibit Sites The bill would enable any school district with 500 pupils in grades 9 to 12 and a $20 mil lion assessed valuation to start a community college with ap proval of the board of education and a vote of the people. The committee decided not to try to prohibit community col leges in cities where private col leges were already located on grounds there would probably be no conflict between the pri vate and public schools.
