Beck has claimed he borrowed between $300,000 and $400,000 from the union and paid it back. McClellan said there also is a possibility of a case against Beck of "using the mails to defraud." Sen. Irving M. Ives (R-N.Y.), a committee member, also said there is "plenty of room" to war rant criminal prosecution of Beck and Nathan W. Sheffer man, a labor consultant to busi ness firms, on charges of vio lating the Taft-Harley law. Illegal Payment Ives said he believes financial transactions between Beck and Shefferman, disclosed in com mittee hearings last week, vio lated the Taft-Hartley law's ban on payments between union and management representatives. He refused to say whether Dioguardi has been sub poenaed. Dioguardi is under ijadictawnt in connection with the cid blind ing of labor columnist Victor Riesel in New York. McClellan said the committee's investigation in the New York area involve a "paper uniaa," collusion between management and labor" and other matters, "there is so much of it." Legislation Needed He said the "paper union" in volves a union with nominal membership set up "primarily to extort" and to "control" labor elections. McClellan, Ives and Labor Secretary James P. Mitchell spoke out for laws requiring stricter union financial report ing. Ives said he favors criminal penalties for filing false reports not now provided. McClellan also said disclosures thus far "clearly indicate to me now there should be federal leg islation to insure the democratic processes in unions" and secur ity of their funds against misap propriation or "loans" to offic ers. (U.R) East Bay teamsters expressed over whelming approval Sunday of 'a motion to oust International President Dave Beck, western leader Frank Brewster, and Jim my Hoffa, head of the midwest teamsters . However, the move was tem porarily blocked by Cy Stulting, Beck-appointed president of Lo cal 70, who said the motion had to be read at three meetings. Motion Cheered The motion, result of current senate investigations into labor racketeering, was cheered lust ily by the some 3500 local mem bers who attended the mass meeting at the Oakland Audi torium. But before it could be brought to a vote, Stulting shelved it his ruling. Merle Bigenho, 44 - year - old truck driver for the University of California, presented the oust er motion, which would have had the effect of placing the local on record as supporting the AFL-CIO suspension of Beck. Bigenho, said after the meet ing that Stulting's ruling was contrary to the local's by-laws. He said the only motions which require three readings are by law amendments. The motion read in part: "The rank and file members demand the resignations of Dave Beck, James Hoffa and Frank Brewster from all official posi tions in the Teamsters union." No Plans To Secede Despite the acclaim that greet ed Bigenho's motion, there was no indication that Local 70 plans to secede from the Team sters union. Sunday's meeting was called to arrange for nominations and election of officers for the local. Last week, the international relinquished a "trusteeship" it had held over local affairs since 1949, when a $110,000 shortage was discovered in local funds. - Inj Two People Suffer Minor juries in Auto Accident. car operated by Donald Chad wick Green, 1410 Euclid ave., Medford, at South Holly and 12th sts., officers reported. Cars operated by Cecilia So phie Fichtner, 2547 Corona ave., Medford, and Gerald Chester Parsons, 176 Reager st., Med ford, were involved in a collision at West Main st. and Myers Court, ploice said. Minor Accident A minor " accident occurred Saturday involving cars operat ed by Harold Edward Baker, 1011 West lltb st, Medford, and Harry Joe Whipple, 1946 Delta Waters rd., Medford, at Riverside ave. and Sixth St., of ficers reported. Phyllis Audrey Preston, Hilts, Calif., was cited for following too close Sunday after the car she was operating collided with a car operated by George Mon roe Carr, route 3, box 230, Med ford, at North Riverside ave. and Edwards St., according to police. Two 15-year-old Medford girls suffered minor injuries in a col lision Saturday and five other accidents occurred over the week end in which no injuries were reported,' according to city police. Injured were Judy Jean Christensen, 29 Richmond ave.. Medford, who suffered a nose bleed, and Marsha Ann O'Sulh- van. 518 North Barneburg rd., Medford, who suffered minor jaw and arm bruises, police said.
