Traffic Near Normal As Blizzard Abates In Western Plains Waiver of Training Requirements Urged Urbana. 111. U.R) Teacher certification official should be encouraged to waive temporari ly the teacher training require ments of persons qualified in the sciences, the American Society for Engineering Education says. "This would permit the high schools to turn to valuable new sources of science teaching tal ent retired scientists and col lege teachers, for example," an ASEE report explained. The report said that. If the certification requirements were relaxed, many industries could share their staff members to help teach science in high schools. The society' secondary schools committee said industry also could help by providing summer jobs for science teach ers. And it applauded summer programs, such as those spon sored by the National Science Foundation, which bring high school science teachers back to university campuses. The committee said the pro fessional and social status of all high school teachers should be improved, their extraarticular loads reduced and assistants pro vided to relieve them of routine. Br UNITED PRESS , Near nocmal rail and highway traffic returned to the western plains today in the wake of a devastating blizzard that claimed at least 40 lives. Rescue and work crews in the 13 states hit hardest by the i torm were aided by rising tem peratures in their efforts to re store normalcy to the vast re gion. A United Press tally since late Friday showed at least 40 storm deaths, nine of them in Illinois, eight in Texas, seven in Kansas, five in Oklahoma, three each in Nebraska and Indiana, two in Missouri and one each in New Mexico, Iowa and Ohio. Damage Estimate Unavailable A full estimate of property damage in the four-day storm, that piled up drifts as high as 30 feet, probably will not be available for several days. Southwest Bell Telephone Co. estimated its loss in wrecked equipment alone at more than $1 million. Property and live stock losses will add to that fig ure, but part of the loss is ex pected to be offset by the needed moisture provided by the storm. Farm officials in drought stricken Iowa estimated the bliz zard moisture was worth about $1 million to crops. Four trains still were halted at stations in Kansas, waiting for plows to clear the way out. Rail road spokesmen said the trains are expected to be able to re- , sume their journeys by today. Slorm Still Active Weathermen said the storm, although no longer intense, still is active. It dumped snow from Michigan through Western Penn sylvania Tuesday night, leaving a two to six-inch blanket over ' sections of Pennsylvania. Flurries were expected to con tinue today over most of Penn sylvania and New York. Show ers were predicted for Kansas, Oklahoma and Missouri, but fair skies were forecast elsewhere in the West. Warmer temperatures were expected from Kansas and Texas east to Illinois and across the Gulf states. The second manganese min ing on record was in the Bates ville.
