Nixon has brought back strong evidence from Africa that Egyptian Presi dent Gamal Abdel Nasser's star is waning among Arab leaders, informed sources said today. However, they said Nasser's Influence still remains great with the Arab masses. Calls for Contributions Nixon, who returned Thurs day from a triumphant. 19,000 mile swing across Africa, called on all "interested nations" to provide greater economic and political contributions to bring about a long range peace settle ment in the troubled Middle East. " Nixon found wide approval during his 22-day tour of Presi dent Eisenhower's Middle East doctrine and its aim of strength ening Mideast nations economi cally and politically so they will not fall under the domination of either Russia or Egypt. The vice president, who view ed his trip to eight African na tions as laying the groundwork for closer U.S. relations with Africa, gained a first-hand im pression of the problems facing the area. To Make Recommendations He was said to be dissatisfied with certain U.S. policies and personnel there and will make recommendations which may lead to a diplomatic shakeup. The vice president discussed the Israeli-Arab issue with lead ers in Morocco, the Sudan, Libya, Ethiopia and Tunsia. He said responsible Arab leaders recognize that Israel is here to stay. He said the problem of Arab leaders was complicated by the Insistence of their people that "Israeli must go." But he said the leaders realize it is "unrea sonable" to think Israel can be wiped out as a political entity. Nasser long has called for the elimination of the Jewish state. Boise Man Named as Oregon Conservationist Portland U.R) Thomas P. Helseth of Boise has been named as new Oregon conserva tionist for the Agriculture De partment's Soil Conservation Service. Helseth, formerly of Pendle ton, succeeds Harold E. Tower, who was transferred to Washing ton, D.C. Helseth was area con servationist in Pendleton from 1948 to 1954. IPs me! Klamath Swears in Jury for Trial of Cramer on Murder Klamath Falls (U.R) A jury of 10 men and two women was finally sworn in here yesterday afternoon to decide the fate of Guy Earl Cramer, 76-year-old pensioner charged with first de gree murder in the death of a county welfare commission of ficial. Circuit Judge David R. Van denberg said the jury would be locked up during the remainder of the trial, the first time such action has been taken here in 17 years. Final selection of a jury came after a third special panel of 23 veniremen had been called and 92 prospective jurors had been dismissed by opposing attorneys. Two Wounded Cramer is charged with killing Klamath County Welfare Com mission Chairman Fred Peterson during a welfare hearing in the Klamath County courthouse last June 4. Two other officials were wounded. The state announced it will present 20 witnesses to support its contention that Cramer com mitted premeditated murder. Donald A. W. Piper and Ar thur Beedoe, defense attorneys, said they will attempt to prove Cramer not guilty by reason of insanity. They said he claims he was acting under divine guidance at the time of the killing. Special Prosecutor Charles Raymond of Portland, said he will ask for the death penalty. Klamath Indian Bills Discussed Washington (U.R) The House Indian affairs subcommit tee yesterday held a one-day hearing to consider which bill to support for ending federal con trol over the Klamath Indians of Oregon. Rep. James A. Haley (D-Fla.), chairman, called the subcommit tee into executive session to de cide among four proposed bills for introduction in the House. The Senate already has passed a bill, authored by Sen. Richard L. Neuberger (D-Ore.), which would delay termination until 1961. It also provides that the federal government would pay the tribe $1.1 million to cover expenses incurred. - Haley's subcommittee has studied two bills by Rep. Edith Green (D-Ore.) and separate pro posals by Rep. Al Ullman (D Ore.) and Rep. A. L. Miller (R Neb.). Mr. and Mrs. Wade Crawford testified yesterday in opposition to any bill which would delay the termination date. Briefs From the Legislature Salem (U.R) Portland edu cators led a fight against the so called "Ke; District" plan for dividing up school money. They said it would make long-range planning hard because it was tied in with property valuations which vary from year to year. Salem Ot.R) Two Portland doctors spke up for a bill which would outlaw use of facil ities of the University of Oregon medical school for personal fi nancial gain. Drs. Alice Kulasav age and Gordon B. -lei'.ch spoke before the Senate State and Fed eral Affairs committee against what they termed taxpayer sub sidization of certain doctors. Salem '.U.R) A bill to al low the governor to suspend or replace any officer in the state who is under indictment was re turned to the House State and Federal Affairs committee after fault was found with it. Rep. George Layman of Newberg said he believed it was unconstitu tional in its present form. Rep. John Mosser of Washington county criticized the bill's invas ion of local government. Salem U.R Gov. Robert D. Holmes has signed 11 bills in to law, including one to provide for the formation of a public park and recreation district. Senate bill 115, one of first or iginating on the Senate side of the legislature, relates to the park and recreation district or ganization and amends existing laws.
