By a c a t a ract w e physic ians mean an opa city or cloud ing or frosting of the lens of the eye. We do not know ex actly why they come, but dia betics are Aiyares somewnai to get them. When both eyes are affected, an ophthal mologist (eye man) will operate as soon as the lenses are hard enough to be pushed out of their capsule. What the doctor does is to make a cut along the upper edge of the cornea (window of the eye). Then he usually makes a cut in the anterior capsule of the lens and through this and the other cut he pushes the lense out. Anthony Yturri of Ontario and Rep. Al len Tom of Rufus, have served notice on the State Eoard of Higher Education that they would demand that such por tions of the higher education budget appropriated for salaries bn earmarked and so restricted as to prohibit diversion for pur poses other than salary increas es. Yturri and Tom served the no tice at a Ways and Means sub committee considering higher education problems, in the pres ence of Chancellor John Rich ards and Dr. Meredith Wilson, president of the University of Oregon. Radical Departure Observers said this would be a radical departure from past higher education budgets which contained no restrictions or lim itations and permitted the Board of Higher Education to use ap propriated funds for any purpose. The two Republican legisla tors further demanded that the $3.6 million existing in the bud get proposed by former Gov. El mo Smith for faculty salary in creases be so allocated as to re quire $2.4 million to be utilized for "across the board" salary in creases and $1.2 million held in reserve for equitable salary ad justments during the biennium. The budget as prepared, would provide only $1.2 million for "across the board" increases. man (or woman) will come out of the hospital with as good vision as anyone has. Many people ask me if there isn't some medicine that they can take to dissolve cataracts, but I know of none. There is only one thing to do for a cataract and that is to have it removed surgically. Many an old person who much needs the operation is deprived of it because his children fear that he won't be able to stand it. Actually, they should take the advice of the ophthalmologist. The operation is not at all dan gerous. It takes only a few min utes, and is done under a local anesthetic. Even frail people ov er 90 years of age can have it p -rformed. Wouldn't Have It Out If I had one perfectly good eye and a bad cataract in the other I would not bother to have it out because I would not ex pect to be able to use the two eyes together. The images would probably be of such different size that my brain would not be able to fuse them into one. I know that a few ophthalmolo gists like to operate on one sol itary cataract, but I can't see the sense in it. Here on my desk is a letter just received from a man who says he is very sorry that he had one cataract removed because formerly he got along perfectly well with his good eye. Now that both eyes can see he can't focus on things, and this interferes with his vision and his sense of balance. It is very embarrassing to him in his business. Four officials of the National Association of Postmasters ap peared before the House Post Office committee to urge appro val of the administration's rate increase bill. It would raise $462 million in the next fiscal year through a penny -increase on first class let ters, post cards and air mail and higher charges on second and third class mail.
