Highway Engineer W. C. W illiams said today. The new barrier consisting of curved steel rails mounted on each side of supporting posts will be used instead of the usual eight-inch poured concrete di viders. Williams said the new di viders will aid prevention of automobiles jumping the center divider when cars go out of control. Infmnt Dios im fire . At Home im Union Union. FOX United Press Correspondent New York (U.R) It takes something near a miracle to get an Irishman to postpone a St. Parick's parade and it is a won drous strange to see B'nai B'rith working hand in glove with the ancient order of Hibernians. But then the leprechauns must have had a hand it in anyway when the Irish city of Dublin, 95 yer cent Roman Catholic, picked Jewish Robert Briscoe as their lord mayor. Briscoe comes to the United today for a six-week visit and he is more popular than "Abie's Irish Rose." Some 2-100 invita tions were pressed on him but he had to settle for a 40-city tour coast-to coast, shuttling from temples Israel to the Gaelic League. A man with fine humor, Bris coe is delightful with his double role but he has made it plain that he is giving Ireland "ab solute priority." "I definitely consider myself the Irish mayor of an Irish city," he says. "The fact that I am Jewish is an interesting side light and a wonderful comment on the Irish people who elected me. "I will devote my first day at every point to anything of an Irish nature organized by major Irish societies. The second day will be given over to the United Jewish Appeal and other Jewish functions." The first big affair will be the march of New York's Irish up Fifth ave. next Saturday. tsnscoe will sit in the reviewing stand with Gov. Averell Harri man and Mayor Robert Wagner. St. Patrick s Day itself comes on Sunday this year and Boston's Irish had planned to have their parade on Saturday, too. But when they heard that Dublin's lord mayor could make it on Monday, they cheerfully post-i poned it to that day. Briscoe is booked for dozens of speeches and he has indicated bis subject' matter will range from brotherhood between men to tourists for Ireland, from the appeal for help for Israel to the superlative qualities of Irish whiskey. He is an orthodox Jew who follows the dietary laws against eating pork and shellfish. Other wise he does not require spec ially prepared food and that word has gone out of the ban quet arrangers. Professional Help The chaos over his schedule became such that Briscoe had to turn his tour over to a profes sional agency which handled such appearances as those of the late Vice President Alben Bark ley and Gen. Mark Clark. The agency reported that Irish and Jewish groups had cooperat ed wonderfully in sharing the lord mayor. One Detroit official wrote that it was the first time in memory that anyone had been able to get all the Irish in that city to gather amicably. Starting from the East Coast his tour will also take him to Newark, Washington. Pitts burgh. Cincinnati, Milwaukee, Miami and Toronto, Canada. Briscoe will be accompanied by his wife, who is addressed as the lady mayoress. His son, William, a KLM pilot, was switched from his regular Far East run to fly his parents across the Atlantic. House Vote Rejects Resolution To Probe Practice on Pardons Salem (U.R) The House yes terday voted ( down 33-26 a resolution for an investigation of pardon practices by Gov. Rob ert D. Holmes and recent Re publican governors. The concensus of the House was that it had enough taxation and other problems to keep members busy without a "pO' litically inspired" investigation of executive pardon procedures. Howard Called To Order The vote came after Dem ocratic Rep. Norman Howard, Portland, had been called to order by House Speaker Pat Dooley, Portland and a Repub lican move to call Rep. Thomas McClellen, Neotsu Democrat, to order, had failed. A committee of eight mem bers, four Republicans and four Democrats, would have conduct ed the investigation and reported back to the Legislature within A TELEPHONE 'BILL Pasadena. Calif. (U.R) Louis S. Kurze complained to the tel ephone company about the con stant rinsing of an unseen phone outside his window. The original investigation was called by Rep. Wayne Giesy, Monroe, and other Republicans after Gov. Holmes commuted the sentence of Otto Cahill, a Lincoln county water district of ficial who was sentenced to one year in prison for converting S750 in water district funds in to his own use. Should Hang Heads Howard was called to order after he charged that "the men who introduced this legislation should hand their heads in shame." He said the investig ation was originally "a petty po litical move." Rep. Giesy said he felt the Cahill case should be investigat ed because Harry Hoy, the gov ernors father-in-law was Cahill'i attorney and because "Cahill'i health was not impaired enough to warrant commutation of sen tence." He said that while the Investi gation appeared to be political at first, bi-partisan support de veloped when it was broadened by Democrats to include other governors. Rep. Giesy said there were certain "political implications" behind the original investigation.
