Mayo Foundation Dr Alvarez Rrtarded Children Can Be Helped Because sometimes I comment on the fact that a number of re tarded children have inherited their diffi culty from someone else in the family who has some disease of the nervous sys tem (usually not feeble -m i n dedness), quite a few persons have written angrily to say that I have done the cause of retarded children a terrible disservice. They accuse me of inferring that when feeble-mindedness is in herited it is hopeless and noth ing can be done. Of course, I never inferred that or said that. Actually, for the last four years I have been trying in every way I could to help mothers with re tarded children to learn how to help them and teach them to be useful and perhaps even self supporting. Every time I find an instructive book that the mgthers of retarded children can use, I comment on it. Now I find on my desk a de lightful book called "Retarded Children Can Be Helped," writ ten by Maya Pines, with a re markable series of photographs by that master of his profession, Cornell Capa (Channel Press, Great Neck, N.Y.). In the book one sees children, at play and at work, learning to do many useful things. - On page 70, the authors say that 67 per cent of retarded chil dren could be taught even to hold a paying job. Many can perform happily certain monot onous tasks in a factory which highly intelligent persons might find too boring. A child with a mental age of five and an I.Q. of as low as 33 can be taught to wash dishes, to sandpaper furni ture, to scrub and polish floors, to put laundry through a mangle, or to weave with a loom. Subcommittee OKs Ike's Civil Rights Washington (U.R) A House judiciary subcommittee has ap proved President Eisenhower s civil rights program and sent it to the full committee for ac tion next Tuesday. To Mr. Eisenhower's four- point proposal the Subcommit tee added four amendments. Chairman Emanuel Celler (D- NY) said the amendments were designed to make the bill "less unpalatable in the South. The bill would set up a bi partisan commission empowered to investigate civil rights viola tions and set up a civil rights division in the Justice Depart ment. It also would strengthen protections for the right to vote The government also would be authorized to seek injunctions or other relief directly from the courts to prevent civil rights violations. Strange As It Seems person who has never grown mentally beyond the age of six can mow a lawn, mix cement, assist in laying bricks, handle freight, make brushes, or do simple work in a laundry A lad with a mental age of 7 can be taught to help in repairing shoes, to assist a blacksmith, to run a plow, to do simple carpentry, to cane chairs, to do rough paint ing, to knit neckties and scarves, to pack small articles in a fac tory, and to perform domestic chores. May Do Farm Work Someone with the mental age of 8 may do much of the work about a farm, he can make toys, do stencil work, put together dresses cut out by others and do plain ironing and other domestic work. With a mental age of from 9 to 10, and an I.Q. between 60 and 66, a man or woman can work at a number of jobs in a factory; he can repair furniture. make pottery, cut out and make dresses, do plain cooking and canning, sew on buttons, or em broider, or work with a elec trician or a steam-fitter. Quite a few retarded persons might earn good money if they could be employed m a so-called sheltered workshop, where they would not be forced to keep pace with normal workers or to compete with them, or where they would receive special in struction and have good super vision. Must Explain Job As the writer says, for a lad with, the mental age of, let us say, 9 years, even the details of the job of being a messenger might be explained repeatedly and in great detail. Persons who have written books on retarded children tell how even such simple tasks as dressing and un dressing must, for a while, be taught. The highly intelligent child often refuses to be taught or helped: he says "Let me alone, I'll do it myself," and he does. The very dull child has to be taught how to get along proper ly with other people, and he must learn what to do with his leisure time. Otherwise, he may just sit. The book is full of just such information as the parents of a retarded child so greatly need. Dr. Alvarez hopes his read ers will understand that it would be impossible for him to answer requests for information or to attempt to diagnose by mail.
