ROBERT SMITH lil Tribune Correspondent Washington Uncle Sam with a small group of federal em ployees who are spearhead ing the drive of government workers gen erally to c u t the work week down to 35 hours without any loss in take-home pay Robt. smith ii me gov ernment gives any ground at all, t authoritative observers be lieve it will, it will represent the first break-through against the S)vernment's standard five-day, il-hour work week. The negotiations will be con ducted between the photengrav- ers who work at the U.S. Gov ernment Printing Office here in the nation's capital, and the head of the GPO, Public Printer Ray 1 Battenberger. This is unusual in ! itself, for virtually all govern ' ment salaries are set within I limits established by Congress ' by civil service schedules or j wage boards a n d in neither case does the employee get to ! bargain over his working agree ment. But Attorney General Herbert Brownell has ruled that the public printer has authority to negotiate with the 6000 work ers at the GPO over wages and hours. Most ob servers think if they win a short er work week, it will be only a matter of time before this con cession to employee desires is extended throughout the federal service. Desire Expressed This desire was expressed here last week by the executive coun cil of the National Federation of Federal Employees, which urged the adoption of the seven-hour working day, five days a week. Simultaneously, it asked Con gress to adopt the Johnston- Neuberger bill that would ui crease civil service salaries an average of 12 per cent. There is a bi-partisan recogni tion in Congress that a shorter work week is coming. Rep John F. Shelley (D-Calif.) is sponsor ing a bill to install 35 hours as the standard federal work week Sen. William A. Purtell (R-Conn.) has a bill to create a commission that would explore the practical results of reduc ing the work week which he be lieves will inevitably come. Many public employees work ing for states, counties and mun icipalities now have work weeks of less than 40 hours. There is something of a trend in this dir ection in private employment, according to federal employee organizations. May Seek Compromise Printer Battenberger is expectr ed to seek a compromise agree ment, probably at 37Vi hours, which would work out to a 7'2 hour day for five days. But his agreement to this concession is understood to be pegged to the photengravers dropping their ac companying requests for in- creases in wages and other bene fits. . In the end, the whole question may be thrown into Congress for a fuial decision. For one of the more minor agencies of the lawmaking branch is the Joint Committee on Printmg headed by Sen. Carl Hayden of Arizona, who also is chairman of the Sen ate Appropriations Committee, which must pass all pay bills under which federal workers re ceive their wages and salaries. The printing committee must ratify any agreement reached by the public printer and his em ployees. So, whether Battenberger passes the buck to the committee or goes ahead and cuts the work week. Congress will have the last word on whether it becomes effective as a precedent-setting agreement which is bound to in crease the leisure time of Uncle Sam's more than 2,000,000 employees. 'Sons of Dunghiir Button for Wilson Washington (U.PJ White House photographers have or ganized the "'Sons of Dunghill" in honor of Defense Secretary Charles E. Wilson. They presented Wilson Wed nesday with a lapel button bear ing the initials "S. O. D." as he arrived at the White House. The button commemorates the remark Wilson recently made outside the White House after confering with President Eisen hower. When he was asked about the meeting, he replied "this isn't my dunghill." , Wilson cheerfully accepted the "S. O. D." button and kept it in his lapel as he posed later for pictures. The United States leads the world in the number of bathtubs. "In recent years," the' bureau said, "sales of bathtubs have exceeded new housing starts, thus pointing up the trend to ward the multi-bathroom house." New 'Phantom Sniper' Reported in Michigan Port Huron. Mich. (U.R) A new "phantom sniper" has ap peared on the Michigan scene. Police said they thought they had the problem solved with the arrest of Gary Taylor, who fired his .22 caliber rifle only at girls and women, was arrest ed early this month after a two month reign of terror in De troit's suburbs and now is await ing a sanity hearing.
