Student Mayor Mike Stearns pointed out the five-man com mission would be responsible for determining method of fi nancing and arranging the pro gram. Councilwoman from ward III," Diana Russell, said present fa cilities down town are inade quate. ' The student council also joined the regular city council in approving the proposed Bear Creek - Hawthorne park route for construction of the Highway 99 freeway. Parking Area Student City Manager James Boyd said a parking area could possibly be constructed under the overpass and . that decelera tion lanes from the freeway for traffic access into Medford could be provided. Student City Engineer Ken Arnold said it was the most fea sible route from an engineering standpoint. Ken Kumasawa, student chair man of budget commission, said the city will benefit economical ly from the route through Med ford. Arguing against the free way, Councilman from ward III, Wayne Zimmers, said resi dents in the immediate freeway area would suffer a loss in prop erty values. Regulatory Ordinance A regulatory ordinance was adopted giving city police au thority to restrict solicitations by itinerant salesmen in Med ford. At the request of Council man from ward IV, Dan Chris- tianson, an amendment was passed to control all forms of solicitations by communication, including by telephone. Bob Bright, student manager of the Jackson County Cham ber of Commerce, told the coun cil that professional promoters often "hoodwink" Medford busi nessmen and make "exorbi tant" profits. He added this form of solicitation drains the Medford area of about $800,000 annually, A proposed "scramble sys tem" at Main st. and Central ave., allowing pedestrians to walk in all directions with spe cial traffic lights to relieve con gestion at the intersection, was defeated. Student Councilman from ward IV, David Espey, said such a system would "add to the congestion." Favor Proposal Bill Frake, student chairman of the city planning commission, which favored the proposal, said "scramble walks" at the Eighth and Sixth st. intersec tions at Central ave., would be feasible in connection with the proposed one-way street pro gram for Medford. Christiansen indicated the system would be premature before construction of the proposed freeway through Medford. An ordinance was' adopted prohibiting the possession of or selling switchblade knives in Medford when Mayor Steams broke a 4-4 deadlock of the council. The ordinance was pre sented by Student Police Chief Eldon Francis. It supplements a present ordinance that a knife which has a blade more than 3V4 inches long, cannot be carried. SEW and SAVE WEEK! Diana Russell added that juveniles might also resort to more dangerous weapons. Teenage Center The student council also ap proved a teenage center for Medford. Student City Attorney Jerome Garris said reasons for the proposal were due to in creased population and a pres ent lack of recreational facili ties for city youth. Another ordinance adopted provides a program to beautify and reinforce banks along Bear creek. The ordinance provides that trees, shrubs, grass and plant be planted along Bear creek. A street tree planting program for Medford also was approved. Also participating in the mock council session were Scots Phil lips, student councilman from ward I; Jane Barker, student councilwoman from ward I; Joyce Gregory, student council woman from ward II; Pete Ker shaw, student public works di rector; and Pat Leek, student city recorder. Espey, St. Mary's High school student, substituted on the coun cil for jack Birmingham, select ed as student councilman from ward IV. Birmingham, also of St. Mary's, could not attend the meeting. University Millwork Shop Draws Protest Salem U.R) The Univer sity of Oregon millwork shop came under fire last night at a public hearing before a subcom mittee of the Joint Ways and Means committee. Representatives of five Ore gon woodworking concerns pro tested the competition they faced against the shop. Chancellor John R. Richards of the State Board of Higher Education told the committee that the system was virtually forced into doing its own mill work. Most of the machinery and structures involved were obtained from surplus property from the federal government. A spokesman representing several private woodworking concerns said the state system saved an estimated $60,000 on a construction project on the Oregon State campus. The university did not have to meet specfications which pri vate contractors must and also would not have the same quality of inspection standards to meet, the spokesman said. Delay in Klamath Termination Voted Washington OJ.R) --The Sen ate Interior committee yester day approved unanimously a bill which would postpone until the end of the 85th Congress termination of government su pervision over the Klamath In dians in Oregon. The bill by Sen. Richard L. Neuberger (D.-Ore.) also would authorize appropriation of $1.1 million to reimburse the tribe for the cost of termination pro ceedings. - Neuberger said the legislation is "imperative" to prevent one of the nation's "greatest stands of Ponderosa pine, from being sold under bargain - basement conditions which would uproot the watershed, cheat the Indians and weaken the economy of our state." Neuberger said the bill will be formally reported to the Sen ate later this week and he hoped for its "early consideration." EVERYBODY PLAYS Adrian, Mich. At least four persons were missing and presumed dead. Twenty-two others were injured, including a worker who had been standing on top of the building inspecting a threaten ing crack when it collapsed. Police said there was no way of knowing exactly how many persons' were buried under the debris until the search is com pleted. The building, which was con-, demned for occupation last week, began cracking about 2 . p.m. Tuesday. Three hours later it buckled and collapsed with a tremendous roar into an adjacent lot where workmen were con structing a new building. One office worker who left the building just before it folded said it was "the worst thing I've ever seen in my life. Nothing in the movies could compare with it."
