House joint resolution No. 3 ; would clarify article 9, section 3 ; of the constitution to require any I tax money derived from using . vehicles on public highways in ; addition to the gas tax be used I exclusively for the acquisition, construction or repair of public roads within the state. j House Joint resolution No. 4 would amend article 4, section 10 of the constitution to provide for annual sessions of the Legis lature as suggested by Gov. Ro bert Holmes in his inaugural ad- dress. Both amendments would be re ferred to the people. Eight Measures Read Aside from 31 bills introduced at the request of the Interim Tax Study committee, eight other pieces of legislation were given a first reading. Among them were bills provid ing for a state conciliation serv ice within the Bureau of Labor to encourage collective bargain ing; repealing sections of Oregon statutes dealing with collective bargaining and picketing rights; and increasing veterans' loan amount from $9,000 to $12,000 on homes and from $15,000 to (20,000 on farms. Three bills requiring opera tors of power saws to have speci fic firefighting equipment on hand, defining conservation areas in eastern and" western Oregon and providing different fire protection procedures for eastern and western Oregon were introduced at the request of the State Department of Forestry. Two other bills would author ize domestic water supply corp orations to condemn privately owned water supply systems furnishing water to inhabitants of the condemning corporation and would remove from the de finition of the crime of embez zlement by bailee, a bailee who removes a motor vehicle from the county without consent of the bailor. Two memorials urging Con gress to provide federal aid to education and asking a delay in 'closing out the Klamath Indian ! reservation were referred to the committee on state and federal affairs because of technical faults in drafting. Three bills vetoed by former 'Gov. Paul Patterson in 1956 were j laid on the table for considera i tioji by this session of the Legis lature. Most important was the admin ! istrative procedures act which passed both houses of the 1955 Legislature by wide margins, but was vetoed by the governor. PGE Gets License For Clackamas Job Washington (U.R) A 50-year ' license was issued yesterday by the Federal Power Commission to Portland General Electric Company for its proposed North Fork hydroelectric project. The $13,300,000 project would be located on the Clackamas river in Clackamas county. Plans for the project call for the construction of a 180-foot high concrete arch dam. A reser voir holding 7,700 acre-feet of usable water and four miles in length would be created. Attektiow.pest control DPr. Benson, arrested while working as a baby-sitter, said it was the only work he could get and that it paid just enough to support himself. I British Weapons Chief To Visit U.S. London (U.R) British atomic weapons chief Sir William Pen ney will accompany Defense Minister Duncan Sandys to Washington this week end for vital talks on Britain s revised military program, it was re ported today. The Atomic Energy Authority confirmed Penney hsa been added to the high-powered dele gation. Reports said he will strengthen Britain's hand in bar gaining atomic know-how for American missiles. Britain, faced with a financial problem created by its ill-fated attack on Egypt, plans a drastic cut in military expenses by bas ing its defense on guided mis siles rather than conventional fighter planes and bombers. Sources said this will permit heavy cuts in the standing army, the navy and the air force. The reappraisal ordered by Prime Minister Harold Macmil lan may delay Britain's defense budget this year by as much as three months. mmm u?'1' 1 By I. V. Numerology Although numerology is sub jected to much ridicule quite a few celebrated people attribute their success to a belief in it. As for example, Gabrielle Chanel, who was told by a numerologist that her lucky number was five. So Gabrielle gave one of her products that number and gain ed fame and fortune. Horses and Women Stockings for women were or iginated in the reign of Elizabeth I of England. They were silk stockings. I can't recall exactly when women stopped wearing silk stockings and began featur ing nylons. How about you? I don't even remember whether or not silk stockings used to have runs. Much talk about the need for a GOP buildup In the South was heard at week end meetings of the Republican National Com mittee. These" ended Tuesday with the election of H. Meade Alcorn Jr. of Connecticut to suc ceed Leonard W. Hall as na tional chairman. At his first news conference, Alcorn termed the South "a tre mendous reservoir of Republi can strength which we need to tap." One of his first tasks after he becomes chairman Feb. 1 will be to deal wtih the South. The National Committee voted Tues day to authorize the new chair man to appoint a five-member subcommittee to explore ways of expanding the party organi zation in the still largely Demo cratic Southern states.
