Monday, January 14, 1S3T MEDrORD (OREGON) MAIL TRIBUNE ELEVEM Money for Education One of Big Problems for State Legislature By DICK HUMPHREY United Press Correspondent Salem U.PJ Education is one of those problems that makes you wish Oregon had huge oil reserves like California. More than 50 per cent of the state's tax revenue goes to pay for education. It accounts for about half of the $38 million in crease in the state's new S260 million budget for 1957-59. It doesn't take U.S. census fig ures to show where the problem comes from. All you have to do is go out in the street. Kids everywhere. They add up to new plans and teachers, local taxes and state aid in ever increasing amounts. Leaders Organized School leaders are organized to bring these problems to the State Legislature which meets here today. And they undoubted ly will have the ear of Gov. Rob ert D. Holmes, regarded as a champion of education through out his eight years in the State Senate. Incoming Gov. Holmes is com mitted to increasing basic school aid from $80 to $120 per census child. Outgoing Gov. Elmo Smith also favors increasing the basic school support fund to equalize sharing between the state and local districts. Many legislators, Democrat and Republican, agree with the two leaders. But it's a matter of finding $40 million to pay for it in the next biennium Smith Poses Problem Gov. Smith put the problem thus in his budeet message: "If the people of the state wish this additional expenditure, a source of revenue to produce it must be found The proposed budget provides $77,361,760 for basic school sup port, an increase of $a,840,640 over the current biennium. This increase is automatic and fixed by statute. With the backing of the Legis lative Interim Committee on Ed ucation and other school groups, basic school support will be pushed hard this year. The fly in the legislative oint ment, aside from finding $40 million, probably will be decid ing how it will be distributed. Considerable pressure has de veloped outside Portland, to dis tribute more of the money to poorer districts. But schoolmen themselves find it hard to agree Sen. McCarthy Raps Ike's Adviser Team Washington U.PJ Sen. Jo seph R. McCarthy said Sunday night that President Eisenhower is lurrounded by a "dangerous . .'. motley crowd" of advisers and that the President's brother "tops the list." The controversial Wisconsin Republican told newsmen that Mr. Eisenhower's brother, Mil ton, president of Johns Hopkins , university, is "no more a Repub lican than you are a Hottentot." McCarthy said that Dr. Mil ton Eisenhower has been iden tified In the past with "extreme, radical left wing" groups. McCarthy also named as mem bers of what he called the White House "palace guard" Presiden tial Assistant Sherman Adams, C. " D. Jackson, former White House aide, and Paul Hoffman, a member of the U.S. delegation to the U.N. General Assembly. McCarthy described Hoffman, a persond friend of the Presi dent's, as a "throwback on the human race" and referred to Adams as "what's his name from New Hampshire." Harsh on Stassen McCarthy also had some harsh things to say about Harold E. Stassen, the President's disarm ament adviser. He said Stassen has been urging that the United States stop experimenting with H-bombs and intercontinental missiles. He noted that Democratic presidential candidate Adlai E. Stevenson bad urged a ban on H-bomb tests and said Stassen had "adopted the Stevenson pro gram except he goes further.'' Three People Slightly Hurt In Accidents, Police Report Two Medford people and a Central Point girl were slightly injured in two accidents Satur day and Sunday, according to city police. Clifford LeRoy Eckel, 17, of 2409 Happy Valley rd., Medford, and Martha Joanna Davis, 18, route 2, box 179, Central Point, suffered injuries Saturday when the car Eckel was operating col lided with a parked car regis tered to Kompack Factory Branch, 31 North Columbus ave., officers reported. The accident occurred at 922 North Central ve. To Hospital ' They were both taken to Sac red Heart hospital by patrol car. Eckel suffered a two-inch cut over his right eye and Martha Davis bruised her right leg, po lice said. No citations were issued. Mrs. Norma Olive Kennedy, 27, of 307 North Ivy St., Medford, suffered an injured knee cap Sunday when the car in which she was riding was involved in a collision with two parked cars on Third ave., between Central ave. and Bartlett St., officers re ported. Driver of the car was Buren Clayton Kennedy, Yank Photographer Arrested in Hungary Budapest (U.R) The Com munist Hungarian government today admitted American free lance photographer Georgette (Dickey) Meyer-Chapelle is un der arrest in Hungary. Mrs. Meyer-Chapelle, about 35, was shooting pictures for the International Rescue Com mittee. The legation spokesman said American officials had made frequent representations to the Janos Kadar regime since M r s. Meyer-Chapelle vanished. Friends said she crossed into Hungary without a visa in an attempt to reach Budapest. It is believed she never reached the ' Hungarian capital but was pick ed up by Hungarian or Soviet security forces. REFUSED ENTRY Salsburg, Austria (U.R! A group of Hungarian refugees re turned here from the United States after being refused entry because they made false state ments on their personal data forms, . FORECASTS WASHED OUT Los Angeles (U.R) Heavy rainfall washed out the local weather bureau forecasts Sun day. Rain leaked into a teletype cable, halting transmission of forecasts to radio and television stations and newspapers. The banana is considered one of the largest herbs in the world. Vehicles operated by Ralph DeWayne Stinsoh, 1219 West 10th St., Medford, and Delilah Selma Calloway, 1140 Morrow rd., Medford, were involved in an accident Saturday ' at Third and Bartlett sts., according to police. The new budget allows 547,914,000, a reduction of $2,430,000 from the board of higher education's request, but an increase of $13, 227,(100 or 44 per cent over the present biennium. Asks Funds for Salaries Chancellor John R. Richards is asking for S3 million to bring lagging Oregon salaries within striking distance of states with whom we must compete for teachers. That's a 15 per cent in crease, but Gov. Smith's budget provides for only a 10 per cent hike. Cut to $10 million was a build ing program of more than S14 million. But this compares with only $3,975,000 appropriated by the 1955 legislature. Gov. Holmes may desire to re store these cuts to give full value to what Chancellor Richards calls his "shock" budget. - Besides enrollment that is ex pected to rise 3,519 students or 19 per cent in the next two years and the lag in faculty salaries, Richards says two other factors make his shock budget neces sary. ' They are continuing rising prices that must be paid for sup plies and equipment and the need for recouping from small appropriations made in 1955. Service and utility structures on various campuses lead higher education building priorities, followed by a classroom build ing for Portland State, a physics chemistry building at Oregon State, and other structures. Tax help is also being asked for the first time for dormitory con struction. Richards and other educators agree that the mood of the peo ple and the legislature sterns fa vorable to education in general this year. The will seems to be there If a way can be found.
