(International) Cities Will Raise Improvement Funds Chicago (U.R) A finance expert says states and cities will always be able to raise enough money for essential major im provements, providing there isn't a sharp money panic, a big de pression or a full-scale war. Cushman McGee, New York investment broker, emphasized that his prediction does not ap ply to non-essential projects. "Too grandiose plans." are underway in some communities he said. '"In too many instances school plans are over-elaborate and over-expensive." , McGee made the warning in a pamphlet. ' Present Conditions and Prospects of the Market for Municipal Bonds." published by the Municipal Finance Officers Association. "It may be a fair question as to whether school officials and school teachers realize that ex pensive school construction with nonsequential tax burdens may result in taxpayer reluctance to provide adequate pay to teach ers and other school employees," McGee wrote. , . McGee. offering advice to lo cal officials about what they, can expect when they want to sell municipal bonds, said burdens on taxpayers should be mini mized in a period of great ex pansion. "Too often there is an inclina tion to think that because in terest on the bonds of public bodies in the United States is exempt from federal taxes, the market for bonds is so highly specialized that is is undisturbed by outside influences." he wrote. (U.R) New York state may be the nation's biggest producer of cabbage, but experts at the . Geneva 'Experi mental Station predict even big ger things in the future. A new cabbage variety is being developed at the station and, if it turns out successfully. . that success can be attributed to a dis ease called cabbage-yellows. If, a cabbage plant is infect ed, the plant's growth is retarded and it does. But even those that win out are of doubtful market value. The disease first was noted near Albany in 1895 and spread throughout the state to the Mid dle West. Then crop experts stepped in and, to counteract effects of the disease, yellow-resistant varieties were developed. However, these types proved to be inferior in yielding ability. ' Now the experts are working on a combination of disease-resistant and high-yield types to see if they produce a bigger crop. By 1959 or 1960, the desired ltrge type should be ready for release. Hummingbirds Among Those That Hibernate Los Angeles (U.R! Humming birds, swifts and even whippoor wills have to hibernate because they use so much energy in flight. . A group of University of Cali fornia zoologists here discovered that swifts and whippoorwills apparently hibernate during "lean" hunting months to con serve energy. The birds feed entirely on fly ing insects and must be able to survive long periods of unfavor able weathei when few insects are in the air. By going into a torpor, a whippoorwill may live for more than three months on the energy from 10 grams of fat, the researchers learned. Hummingbirds expend tre mendous amounts of energy when active and might "burn out" if they didn't hibernate at night, the researchers reported. (U.R) Changes in 'consumer demand have chal lenged the New York State Agri cultural Experiment station here to come up with a new variety of pea that meets requirements of both growers and processors of canned and frozen peas. Mrs. Housewife, it seems, now looks askance at a session of pea shelling, thus decreasing the de mand for fresh peas. In 1939 some 100.000 acres of peas were planted in the United States for the fresh pea market, but in 1954 enough fresh peas to supply this demand were grown j on 7,000 acres. During the same time acreage planted for freezing increased by about 75,000 acres. Among the desirable charac teristics of varieties for proces sing, according to the experi ment station are: uniform matur ity, compact 'pod, short plants that will reduce the weight of vines, and dark green color for freezing types and lighter green or canning.
