S. by the Military Air Transport Service, receive a warm welcome from an unidentified sailor at McGuire Air Force Bas, N. J. The massive "Operation Safe Haven" was ordered by the White House and each refugee received a printed message from President Eisenhower which said in part "you are among friends. Doctor Under Arrest as Prowler; Felt Himself 'Becoming Unglued' Belmont, Lauf. U.R; A S15,000-a-year doctor arrested as the "cat burglar" of this subur ban community said today he "became unglued" because of overwork. Dr. John Francis Riordan. 35, anesthetist at San Mateo's Com munity hospital, was arrested Tuesday as he stepped out of surgery. Police gave no details of the burglary with which he was charged. However, Riordan admitted he had entered one home in his neighborhood, jimmying a rear door with a metal rod. After he got inside, he said, he heard the radio playing, realized someone was at home and fled. Belmont police refused to say if they believe Riordan is the prowler who has entered a dozen or more Belmont homes in re cent months. Some articles dis-j appeared after the prowler's visits. Announced Own Arrest Riordan himself announced his arrest at an extraordinary press conference Wednesday. Present were San Mateo Country au thorities and Dr. Harold Chope, San Mateo County health direc tor and Riordan's superior. Riordan is married and the father of a seven-year-old daugh ter. After discussing at some length an "obsessive compulsion neuro si." Riordan astonished news men by disclosing he had been arrested as a burglary suspect. "I feel very bad," he said. "I'm now seeking psychiatric treatment." "I. am not under any continu ous compulsion to do irrational things. I can't remember taking anything. Under the stress of the moment. Raymond Perkins, gen eral manager, said today. Perkins made the offer at a State Public Utilities Commis sion hearing last month. He said today the company would add more buses to the Sellwood line and that patrons would have full transfer privi leges anywhere in the city on Rose City Transit Lines. Coming Unglued "It wai several months ago that I really felt myself coming unglued." he said. Chope said Riordan was "sick as hell." "This man is not a criminal," Chope said. "He has a mental illness. I've been trying for four months to get some help at the hospital for him. This incident resulted from an emotional strain." Chope said Riordan has been working 50 to 60 hours a week and could never be more .than 20 minutes away from the hos pital. "When he becomes too fa tigued, he lacks the strength to fight back the compulsion, to do something irrational," Chope said. . Plot To Assassinate Costa Rica President San Jose, Costa Rica (U.P.) The Secret Service reported to day it had uncovered a plot to assassinate President Jose Fig ueres. The report said three Nica raguan citizens arrested in a local boarding house had confessed they were sent here secretly from Nicaragua to kill Figueres. The three were members of the Nicaraguan national guard who told officials, "We are soldiers and were acting under orders." St. Helens School I District Denied Support Money Salem (U.P.) The state, for the second successive time, has withheld payment of basic school fund money to the St. Helens school district because of fail ure to meet minimum standards. The situation apparently has resulted from the inability of the school board and the voters to reach agreement on the type of improvements the district needs to qualify for state school support funds. D. A. Ermerson. deputy su perintendent of public instruc tion, said sometimes the pay ment to a few schools is delayed until they bring standards up to minimum requirements but he believed this to be the first case where funds have been withheld on two successive distributions. Lack of Spues Listed Principal basis for holding up the funds was listed as a lack of classroom space in the district. The district did not receive a scheduled payment of S72.310 last August and the December payment of S50.098 is also being held up. Officials said the school board has twice presented bond issues to the voters for new school con struction and they have both been turned down. School Superintendent Elwood Egleston said the problem lies in a difference of opinion on what construction should be under taken. He said the school board has urged construction of a new high school while some citizens want additions to the present building constructed. By UNITED PRESS A sudden storm that snarled traffic in the Midwest with a two-to-five-inch snowfall raced eastward today and weathermen warned of similar accumula tions in parts of New York, Pennsylvania and New England. Showers and thunderstorms continued to drench the North west, swelling streams to flood stage and forcing residents to avacuate their homes in some Oregon lowland sections. Freeze Glazes Highways The snow storm, which began Wednesday in an area from South Dakota to Colorado, swept across Iowa, Kansas, Northern Missouri, Southern Minnesota, Southern Wisconsin and North ern Illinois and lower Michigan. Freezing rain to the south of the storm glazed highways in Northwestern Ohio. Scores of traffic accidents, in cluding a number of fatal crashes, were reported in the snow swept Midwest. At Milwaukee, traffic was jammed by a five-inch fall that prompted city officials to de clare a snow emergency.
