I Charles J. Coughlin, the tin t ion's general chairman for the SP&S, said the dispute has been going on since July, 1955. He said the union voted strike ac tion more than 12 months ago, but the walkout was delayed un der the railroad labor act while the National Mediation Board tried o work out a settlement. Coughlin said the dispute was over working rules. He said the union wants guaranteed earnings for extra engineers, extra pay for engineers who are required to change engines or set out or pick up diesel units while on a tour of duty, and a pay differ ential for engineers who are re quired to use radio telephones. Supervisors Work Some 160 firemen and many other employees were idled by the strike.- Supervisory person nel worked yesterday on switch ing operations in an effort to save perishable freight that was stalled at points along the line. The main line of SP&S runs between Portland and Spokane but the railroad also serves an area in Oregon from Astoria and Seaside on the coast to Prinevijle in Central Oregon and southward to Eugene. The Oregon Electric, railway, subsidiary of the SP&S, which serves the Willamette valley, also was picketed. Carnegie Announces Grants in Education New York OJ.R) The Car negie Corporation of New York announced nearly $2 million in study grants today and said al most one fourth of the money will go to the deep South for re search on how to meet "needs in higher education." The foundation said the South ern Regional Education Board in Atlanta, Ga., will get $460,000 over a five-year period.
