ROBERT SMITH Mail Tribune Correspondent Washington The interior department is getting all set tor another concentrated attempt to 01 a coiumDia basin reclama tion account a method - by which new and existing federal power projects in the Pacific North-west- would A Bokt imit coniriouie IT pwer subsidy to develop new irrigation projects throughout the region. This is essentally a long range plan designed to provide an extra source of revenue to finance many of the less eco nomically feasible reclamation projects thai are beyond the ability of water users to pay for entirely. It would mean, if adopted, that some power revenue from McNary 4am, for example, might be placed in a special basin account and used to help finance new irrigation projects anywhere in the Columbia ba sin, not just in the vicinity of . that Columbia River dam. Mora Details Commissioner of Reclamation W. A. Dexheimr may give more -details f what the interior de partment plans' to do next week when hr makes a speech at Yakima Both Detfheimer and Interior Secre.ary Fred A. Seaton meu-tioar.-d the possibility of a basin ac.ount fof the Northwest when O t!iey addressed the National Reclamation Association at Salt Lake City last week. They didn't commit the Eisenhower admims O trataon to advocate such a plan-, but they both spoke favorably of it and indicated clearly they are hopeful of pushing it through, One reason the department is starting a drive for the basin account now is that it feels Con- Kress this past session approved the principle wfiich is inherent in the plan when it authorized the Crooked river project in central Oregonand the vast-four-state Upper Colorado reclama tion project in the inter-Moun-ctain states. In both instances, ir rigation development will be aided financially by power rev enues from dam that are phy- j sically unrelated to th,e irrigated acreage. Sam Principal The same principle has been applied t power dams and rec lamation in the Missouri basin and in California's vast central valley. So the Columbia basin now remains the' last reat area with big irrigation possibilities "Your Savings are Insured" We hear that phrase a lot these days - but what does it actually mean to you? .Well, at Jackson County Federal, it means that the money you invest Is safe that there is not one chance in a million that anything can happen to the dollars you've worked so hard to earn and have entrusted to us for safe-keeping. The Corporation is an independent agency of the United States govern ment. I now protects more than 28 billion dollars in savings and loan associa tions across the country. . And, of course, this extra service at Jackson County Federal costs you nothing. SAVINGS 126 East Main Medford that has not been brought under a basin account. One reason for this delay is that it has been controversial in the past. The bureau of recla mation tried to get it through Congress in 1950 as part of a big package which included the high Hells Canyon project and many projects of the corps of Commission Calls For Highway Bids Salem (U.PJ The Oregon State Highway commission will receive bids on $1,800,000 in highway projects at a meeting in Portland Dec. 17, it was an nounced Saturday. After a lengthy bat tle on the Senate floor, the rec lamation part of the package was shunted aside and the corps of engineers projects approved. Some groups and individuals -have opposed the basin account bacause they claim it may lead to development of uneconomic irrigation projects with revenues from sound power dams. Anoth er consideration is that it re quires the federal government to continue to build power dams in order to have that pow er revenue available, and some interests want the private utili ties to take over this job. Touch off Debate If the administration asks Congress to authorize such a plan this coming session, it will undoubtedly touch off another debate between those who sup port the Republican administra tion and the Democrats who have opposed its power and re source policies for the Demo crats will argue that the North west can't have an effective basin account without the as surance that more federal dams are going to be built instead of the "partnership" projects ad vocated by the administration. Secretary Seaton indicated last week that his answer to this argument Is to guarantee that power revenues from "partner ship" projects would be reserved for reclamation use after the utilities have paid off their in vestment in the dam. Seaton spoke of charging a falling water levy which the utilities would pay as a govern ment fee, so to speak, for the right to continue making use of the dam after their original licenses are issued for develop ment of hydroelectric sites and the time usually used by the utilities to amortize their capital investment. In other words, Seaton's ar gument is that a basin account can be set up and provided with revenue for reclamation by a reservation enforced by law on new power projects in the Co lumbia basin. And whether they are built entirely by the govern ment as federal dams, or by local utilities and the government as "partnership" projects, in either instance after their cost has been amortized they would . begin to contribute to the basin account. But, Fisher added, "we infer" there was probably more earlier since the sample was taken some time after the family was stricken 12 days ago. Authorities said one possi bility is that arsenic spray used on nearby fruit trees got into the well. Two of the Kidwell children. Thomas, 1, and Charles, 2, died last week. Kidwell died in the hospital here Thursday. A third child, 13-year-old Mollie, was in serious condition. The other six children are expected to recover.
