Democrats Hold Majority Counting holdovers and Gov. Edmund S. Muskie of Maine, who was reelected in September, the Democrats are assured of control in a majority of state capitals. They went into Tues day's election with a 27-21 edge. The. new lineup will be 28 Demo crats and 19 Republicans with one election Rhode Island still up in the air. In Rhode Island, Democratic ineumbent Dennis J. Roberts held a lead of less than 200 votes over Christopher Del Sesto with all precincts in. The out come will hinge on 11,000 ab sentee ballots that will be count ed Dec. 5. Democrats captured the gover norships in the long time Re publican strongholds of Oregon, Kansas and Iowa. They also ousted Republicans in Washing ton and Massachusetts. Upset in West Virginia Republicans won a major up set in normally Democratic West Virginia with the election of 34-year-bld Cecil Underwood. They also won control from Demo crats in Ohio and Ne Mexico. In Oregon, Robert D. Holmes became the first Democrat to win the governorship since 1934 by .defeating incumbent Gov. Elmo E. Smith. The Democratic gubernatorial victories in Kansas and Iowa were the first in two decades. Republican Gov. William G. Stratton of Illinois won an up hill battle for reelection with an outpouring of downstate votes that offset the lead piled up by Democrat Richard B. Mennen Williams rode to an unprecedented fifth term in Michigan and Gov. Or ville L. Freeman won a second term in Minnesota. Democrats also won in Ari zona,, Arkansas, Colorado, Flor ida, Texas, Missouri and North Carolina. Republicans also won in Delaware. Indiana. Montana, Nebraska, New ' Hampshire, North Dakota, South Dakota, Utah, Vermont and Wisconsin. Inexpensive Method Found To Resurface Certain Roads Tegucigalpa, Honduras (U.PJ An experiment successfully conducted here by U.S. technic ians appears to point the way to an inexpensive methods of sur facing roads in areas where lime and clay are readily available. The method is already being used in Texas. Illinois and other states of the Union. The experiment was conduct ed by the consulting firm Arthur D. Little & Co., of Cambridge, Mass., at the request of the Hon duran government. In a quarter of a mile stretch of the highway which leads from Tegucigalpa to the pictu resque Valle de Angeles, the technicians experimented with a road surfacing mixture of lime and clay, under controlled con ditions. The experiment appears to have demonstrated that lime, either quick or slaked (hydrat- ed), when mixed with clay pro duces a hard material resemb ling cement. It is believed that since clay is a large component of the average cement, lime dissolved in water surrounds the clay particles which are in colloidal suspension, thus binding the whole mass in a cementation know, sir," Robert Holmes, Governor-Elect, Favorably Known By UNITED PRESS Who is Robert Holmes? Many people around Oregon are ask ing that question today although several hundred thousand voted for him Tuesday to make him the state's governor-elect. Bob Holmes is well and favor ably known to his colleagues in the Oregon Legislature but, be fore 1956, he was virtually un known to the mass of voters in the state. Radio Executive By profession, the new gov ernor is a radio station execu tive. A resident of Gearhart, he manages Radio Station KAST in Astoria. He is 47 years old, a na tive of New York,, married to the former Marie Hoy of Port land and is the father of two sons. Holmes joined the staff at KAST some 15 years ago. Before that he worked for Portland newspapers and for Bioproducts, Inc., at Astoria. He finished high school at Rochester, N. Y., and also attended University of Ore gon. He is a member of Delta Tau Delta and Alpha Delta Sigma. Worked for Education At Salem during his four ses sions in the Legislature as a state senator. Holmes became best known for his work on the edu cation committee where he served as chairman in 1953. In 1955, Elmo Smith, then presi dent of the Senate, declined to re-appoint Holmes to the chair manship of the education com mittee and a friction developed between the two that culminated in Holmes' defeat of Smith in Tuesday's election. In the 1955 Legislature Holmes' hardest work and long est hours were put in on the taxation committee where he fought tenaciously against pro ponents of a state retail sales tax. action. Building Blocks The highway stretch where the experiment was conducted lias been under close observa tion for some time now and de spite the prevailing rainy sea son it has remained in excellent condition, necessitating no as phalt surfacing. The government of Panama recently sent engineers here to study the Honduran experiment and inquiries have come also from firms and individuals throughout Central and South America regarding the outcome of this low-cost process which, if widely exploited, could revo lutionize road-building in many places. Lime - stabilized building blocks and hard-packed floors will soon be used in Honduras in low-cost housing units. In the experience of the test ing laboratory of the Honduran highway department, the higher the clay content of the soil, the better the lime-stabilization pro cess works. Research Work Required It is emphasized, however, that in each case, laboratory and research work is required to de termine the varying conditions as to sand, silt and clay content of the soil before the lime sta bilization process can be ap plied. In terrain with a high clay content, such as that around Tegucigalpa, the usual process is to loosen and homogenize the ground over the whole surface of the road, so that the lime can be mixed in under controlled con ditions, as to amount, moisture content, thoroughness of disper sion, etc. in order to assure com plete , distribution of colloidal particles of clay. Ohio Population Set at 9,006,000 Columbus, O. (U.R) Ohio's population now stands at 9,006, 000. A special census conducted for the State Liquor Depart ment showed a population gain of 1.059,373 in the past six years. The count, first since the fed eral census in 1950, was taken after the Ohio Supreme Court ruled liquor permits must be is sued on the basis of current pop ulation figures. The department had issued a freeze in 1949 and held the number of permits at that population level. The special census, costing $30,000, said 285.934 persons had moved into Ohio from other states during the six-year per iod. They accounted for 27 per cent of the total increase.
