Stevenson finished a two-day tour of New York today angrily charging the Republicans with waging a campaign of deceit un matched in American politics. Stevenson accused the GOP Wednesday night of spreading "misrepresentations . . . slush . . . slogans . . . epithets . . . and silly nonsense" in an effort to Nixon Sees ,G0P Victory as 'Must' For Civil Rights Chicago U.R) Vice Presi dent Richard M. Nixon said to day the election of a Republican House and Senate on Nov. 6 is a must for the passage of civil rights legislation. Nixon, In a speech prepared for delivery in the heart of Chi cago's sprawling Negro commun ity, said civil rights legislation "will never see the light of day" so long as Southern Democrats remain chairmen of key congres sional committees. ' Nixon said the Eisenhower ad ministration, if continued in of fice, will keep the civil rights pledges made in the GOP plat form. These included Mr. Eisen hower's four - point program passed by the House but buried in the Senate last session calling for stronger federal anti-discrimination legislation. Should Adlai E. In another statement, Steven son expended his pledge of sup port "for responsible action" to help Poland move toward free dom to include Hungary. Stevenson endorsed economic assistance to a free government in Poland and said the United States should stand ready to bring the Polish situation before the United Nations in a speech in Madison Square Garden Tues day night. He has not yet replied to President Eisenhower's "white papers" on the hydrogen bomb controversy. Not Backing Down Stevenson made it plain, how ever, in the seven talks he made in New York and surrounding suburbs Wednesday that he isn't backing down from his stand that this nation should take the lead in seeking an end to world hydrogen bomb tests. Failure to reach agreement on how to end such tests, he said, doesn't mean agreement is "for ever impossible."
