"t Legislative Interim Committee Lists 7 Recommendations Salem (U.Rj The Legislative Interim Committee on local gov ernment has issued a summary of seven chief recomendations it will take to the 1957 Legislature. In general, the major changes advocated by the committee stem from problems created by the rapid rise of suburban fringe areas around Oregon cities. A basic proposal calls for a constitutional amendment au thorizing counties to establish service areas outside of incor porated cities and towns follow ing an election. Bond Issues Favored Another proposed constitution al amendment would permit counties to issue bonds for pur poses other than roads and bridges. A bill to authorize a tax dif ferential for newly annexed dis tricts also was suggested. This would allow lower taxes in dis tricts which did not need a full range of services. Amend Planning Laws The committee recommended two-way strengthening of county planning and zoning. Planning laws would be amended to pro vide closer city-county coopera tion on sub-divisions and zoning and all counties having a non city population of 15,000 or more would be required to appoint a county planning commission. The current law permitting public transit companies to oper ate within three miles of cities without coming under the juris diction of the Public Utility Sen. John Kennedy to Speak in Portland Portland (U.R) Sen. John P. Kennedy, the Massachusetts Democrat who nearly edged out Estes Kelauver for the party's vice presidential nomination, will speak in Portland Sunday on the University of Portland campus. Prior to his address Kennedy will be a guest of the Holy Rosary Society at Multnomah Athletic Club. Sen. Wayne Morse and Rep. Edith Green will also attend the meeting at the University. Commission would be extended to 15 miles under another pro posal. A final change would require special districts to make a fi nancial report to the state treas urer before extending the dis trict's tax levy. The Illinois hybrid No. 1570 corn was planted at the rate of 15 pounds per acre and drilled in rows 36 inches apart. Density of stand was 28,000 per acre. Fertilizer applied was 150 pounds per acre of 6-20-20. It was side dressed with 200 pounds per acre of sulphate of amonia. Total yield at harvest was 39 tons to an acre. (Brainerd Photo). Opportunities in Secretarial Science Field Said Many Mrs. Marina Gates, in a re cent address to a group of Med ford High school students, stat ed that the opportunities for clerk-typists, stenographers and secretaries are unlimited. She brought out the fact that although a college degree is preferable in this as in any field, it is possible to gain employ ment and to progress with the training obtained in high school. Factors Listed " The' most important factors in obtaining success are accur acy, speed and loyalty, she said, adding, "It is possible in such a position to combine one's in terest or hobby with a job in a field in which one has a primary interest." This is the first of a series of vocational conferences held to give the students an opportunity to explore the occupational world. Each year an occupation al survey is made in order to establish student interest so that a qualified person from each field may be invited to address each group. The students are ad vised of the advantages and dis advantages, training require ments, aptitudes, abilities, teim bursement, and opportunity for advancement in the respective fields. Movies Presented In addition to this program, the school administration pre sents career movies on various professions, trades and indus tries. The senior student have a unit on occupations in the American Problems classes in which the Kuder Interest test is given and further study of the occupations is made. Newbry, secretary of state, has forwarded letters of instruction for write-in votes for supreme court justice to county clerks throughout the state. Supreme court position No. 1 will be by write-in votes only. The term is six years. Two candidates are seeking write-in votes for the position. They are Circuit Judge David R. Vandenberg of Klamath Falls, and William McAllister, former Medford attorney who was ap pointed to the position by Gov. Elmo Smith recently after the death of Justice Earl C. Latou rette, who was a candidate for reelection. Newbry said there are three important rules in connection with write-in votes. They are: "I. A write-in" vote is valid, and should be counted, without regard to whether or not an 'X has been marked preceding the name; "2. All votes which can be credited with reasonable certain ty to a known candidate for the office, should be counted for that candidate. Slight errors in spelling the family name or the given name, or mistakes in ini tials, or the omission of the giv en name or initials are held not to invalidate a 'write-in' vote, if the election judges can deter mine with reasonable certainly for whom the vote was intended; "3. The use of ballot stickers or pasters to cast a 'write-in' vote, is not permitted." Newbry said the "directions appear in statutes regulating election procedure," in attorney general's opinions and court decisions. students who do not have a spe cific vocation or curriculum planned may take the general aptitude battery test from the local Oregon State Employment office.
