Parlies' Conflicting Views on Education Eyed by Neuberger ugene Conflicting views of the value of education, and of the community 5 responsibili ties in providing it, is a key iMue between the parties in the 1956 Oregon election campaign. Sen. Richard L. Neuberger told student convocation at the University of Oregon Tuesday. "The issue is clearly drawn, both at the level of state leader ship and at the level of national legislation in aid of education," Neuberger said. "At both levels, the Democratic party has in sisted on recognition of our re sponsibility for providing every child with the opportunity to develop to its full capacity. The Republican party leaders, on the other hand, have equally consistently shown that they measure the minds and spirits of our young people against materialistic yardsticks of costs nd financing even when short -run penny - pinching on school expenditures is shown to endanger both the nation's econ omy and its security in the gen eration ahead. Claar-Cut Choica "In electing a governor this year, our state has a clear-cut choice between the best friend of education in the state senate, and its worst enemy", Neub erger stated. "In this election the voters have a rare opportune ty to judge two candidates on public -records made on identr cal issues under identical cir cumstances over the same period of years. ' Bob Holmes and Elmo Smith both came to the Oregon state senate in 1949. Since that time, Bob Holmes has built an out standing record in support of education in our state a rec ord which earned him the Ore gon Education association's title of Education Man of the Year in 1953. At the same time, Elmo Smith was building a dismal record of opposition and obstruc tion on school issues. These are some of the progressive pro posals which Bob Holmes sup ported and Elmo Smith opposed (1) A minimum salary for teach ers; (2) a sick leave program- for teachers: .")) reservation of two channels for educational tele vision; (4) first a junior college and then a four-year teacher training program for Portland State college. A fifth vote would have crippled future school fi nancing by imposing a high minimum vote in local school bond elections true to form. Dog Well Acquainted With Niagara River IWagara Falls, Ont. (U.R) A even -year -old cocker spaniel named Rover knows the Niagara River just about as well as the famed Hill brothers. Rover, a dog that rescues birds, is owned by Wesley Hill, 26-year-old son of the late Wil liam (Red) Hill, whose life-saving feats in the Niagara are legend. The elder Hill saved at least 28 persons frpm death in the river. Wesley, one of several sons, trained tha cocker to get the feel of the river at an early age. Then, using a dead sea gull, he taught Rover to retrieve birds. "Now I just have to point to a gull and the dog will jump In and bring him back he's now conditioned to retrieve anything I point to In the river," said his owner. Hill estimates his pet cocker has rescued some fiOO sea gulls nd more than 2.000 ducks from the river. Hundreds of the birds are swept over the falls annual ly, mostly during fogs. Some die, but many are merely stunned. Hill sends out Rover to res rue them, then takes the birds back home to feed them and nurse them back to health. As a last step, he turns over the birds to game wardens who release them in area parks. The riverman believes the hobby he shares with Rover "is a very beneficial one."
