Radio Moscow reported Sun day that Deputy Prosecutor Gen. Vladimir Afanasyevich Boldyrev urged more than 2,000 persons at a meeting in Moscow's Hall of Columns to help his office and the police to maintain public order against "hooliganism." The broadcast described hooli ganism as a crime against pub lic order "A swinish attitude toward women and disrespect to ward neighbors." Nikolai Alexandrovich Iosi- pov, deputy head of the Moscow administration of internal af fairs, said the "blind love" of parents was partly responsible for children becoming holligans. Coffon Crop Figured At 13,268,000 Bales Washington (U.R) The Agri culture Department today esti mated a 13.268,000 bale cotton crop will be produced this year. Today's estimate, based on Oct. 1 crop conditions, compares with output last year of 14,721,- 000 bales of cotton and 10-year average production of 13,098, 000 bales. This year's prospective crop, added to a carryover of 14.1 mil lion bales, will meet consump tion demands, both domestic and foreign, for more than two years. The crop reporting board esti mated cotton ylds this year will average 407 pounds of lint an acre, compared with last year's record of 417 pounds and a 10-year average of 283 pounds. thiown away. Traffic Violators Drs. H. W. Case, Ismar Reiter, E. A. Feblowicz, and R. G. Stew art, of Los Angeles, have just reported a study of 300 habitual traffic violators which satisfied them that these persons for the most part are "normal" except for the fact that one in 3 resent ed the police, 22 per cent were perhaps too aggressive and 2 per cent were hostile. This still leaves us without much knowl edge of why these particular persons were frequently violat ing traffic regulations. I fear that more research will have to be dope. Perhaps some of these persons have poor re flexes or poor control of their muscles. I remember once watch ing a woman in a car runover and kill a dog. She could easily have stopped or driven to one side but as she became horrified I could see her "freeze" to the wheel. She could not do a thing to avoid the accident. Several times in my car I have nearly lost my life because a driver bearing down on me seemed to become paralyzed and unable to move to avoid hitting me.
