Broker's Wife Found Bound, Gagged Along California Highway San Diego (II. P) A Woman who said she was Mrs. Evelyn Latham, 51, missing wife of a wealthy investment broker, was found today bound and gagged In a gully alongside a highway in the desert 90 miles east of here. Imperial County Sheriff Her bert Hughes said the woman was found by Harvey -Webb, an El Centro plumber. He started to take hr to El Centro and then stopped a highway patrol car which called an ambulance. "We have every reason to be lieve she is Mrs. Latham," Hughes said. Lt. Mort Geer, acting chief of detectives of the San Diego Police Department, said the woman told officers in El Cen tro, where she was taken to a hospital, that she had been kid naped from her home by Mrs. Beatrice Winn and a Mexican woman. R ported Kidnapped Mrs. Winn was one of two women who reported they had been kidnapped and released. She was a former business asso ciate of Mrs. Latham. Mrs. Winn and the other worn n, Mrs. Lucille M. Whisenand 36, were arrested and booked on suspicion of kidnaping. Two officers left for EI Centro to question the woman. Mrs. Latham vanished Wednesday night and was re ported missing by her husband oeore, irom tneir lavish sea side home. The missing woman is president and her husband vice president of the American Investment Co., the Balboa Realty Co., and the Latham Realty Co., here. Latham told officers his wife vanished while taking care of then four- month - old grand daughter. The child was found unharmed. The two other women report ed that they were kidnaped the same night. The women said they were taken from Mrs. Winn's home by two gunmen who blindfolded them and drove them to Calex ico, Calif. Mrs. Winn said she heard one of the gunmen ask the other in Spanish: "Did you get all the money from Latham?" Latham In his report to police said several corporation check books signed by Mrs. Latham were missing. Latham had filed a suit again Mrs. Winn charging that she was holding more than 512,000 in jewels belonging to a Chula Vista, Calif., company The two women said they were driven to a point near the Mexican border in Mrs. Winn's car. They said two other per sons followed the gunmen in a second car. Mrs. Winn and Mrs. ! Whisenand said thoy were fin ally released and told to keep driving south into Mexico or be killed. Guardsmen Refuse to Move From Clay School; Other Spots Calm UP Man Fined for Libeling Service Bogota. Colombia (U.R) Car los J. Villarborda, United Press manager in Bogota, was sen tenced Thursday to a $3,000 fine and the loss of his foreign correspondent's license on char ge he libeled the Colombian Intelligence Service (CIS). Col. Luis E. Ordonez, Chief of the Intelligence Service, filed the accusation last April on the basis of reports cabled abroad by Villarborda on an incident during a bullfight at the Santa Maria bullring here. The disturbance at the bull Ting started when supporters of President Gustavo R o j a s Pi nilla began cheering him. Spec tators who did not join in the cheering were attacked and burled down the circus galler ies into the arena or exit passages. Employment Rise Noted in States San Francisco U.R Wage and salary employment, exclud ing domestic and agricultural workers, in Washington, Ore gon, and California advanced 13 700 from mid-June to a mid-Julv total of 5,5:16,000. the U. S. De partment of Labors Bureau of Labor Statistics said today. While the coastwide trend continued upward from last year's levels, Max D. Kossoris, regional director, said the per centage change from June to July was about half the normal seasonal expansion. Kossoris said the slowdown was caused by a decrease in building construction, the na tionwide steel strike, the fire hazard and vacation shutdowns in lumber and plywood activ ities, and a lull in canning and preserving industries in Oregon. California employment in creased 8.500 during the period to a mid-July total of 4.251.400. Gains in manufacturing, trans portation, public utilities, trade, finance and insurance and real estate were offset by a decline of 18,700 in government and 4.800 in contract construction. Oregon employment dropped 800 to 498,00, mainly because of layoffs in canning and preserv ing. Washington employment rose 6.000 to 786.900 with manufact uring, contract construction, ser vice and trade contributing to most of the increase. By UNITED PRESS The National Guard refused to budge from an embattled ele mentary school at Clay, KyM today- despite a Kentucky attor ney general's ruling that the ad mission of two Negro children was Illegal. The 500 troops stood their ground as ordered by Gov. A. B. Chandler to hold back pickets so the children could walk unmol ested into the near-empty school. Whites were boycotting it. The two children of Mrs. James Gordon returned to school this morning and were joined by a third Negro child who has been attending the fifth grade at near by providence. Ky. Escorted To School Adj. Gen. J. J. B. Williams. I commander of the National Guard troops bivouaced at Clay, again escorted Mrs. Gordon and the children to school. Again 500 National Guard troops formed a cordon at the foot of "schoolhouse hill" to pre vent violence. But the act hard ly was necessary today. Only about 35 townspeople gathered. White pupils continued to boy cott classes. Only eight white students arrived on school buses About one-half of the Army's 688,000 civilian employees are "blue collar'' workers paid on a locality wage basis. The other half is "white collar" paid at national rates set by Congress. Hospital Challenges Testimony of Doctor Leeds, England (U.R) Offic ials of a British hospital today challenged testimony which saved a U. S. airman from ex ecution for murder. Airman James Jordan, 21, of Newark, N. J., was freed by the Court of Criminal Appeals Aug. 21 when a doctor testified that a hospital mistake and not a stab wound killed 27-year-old Walter Beaumont, a British civilian, in a cafe fight. Jordan's attorney and a medi cal witness claimed that Beau mont was treated with an anti biotic and died because he was allergic to it. He said true seg regationists "want trouble every where we can get it." Kasper told the applauding members of an Alabama White Citizens Council that "a collapse of law and order is near at hand" and predicted some segregation ists wil die for their cause. He is free under a SI, 000 appeal bond. The ruling in Kentucky was based on a U. S. Supreme Court decree of May 31. 1955. leaving the primary responsibility of compliance with its desegrega tion ruling up to local school boards and not individuals or groups. The ruling did not apply to nearby Sturgis, Ky., one former trouble spot where the school board had officially voted to in tegrate the high school. In North Carolina a group of Negroes filed suit in Federal Court seeking to overthrow its sweeping legislative attempts to maintain public school segrega tion. The Negroes moved to over throw a pupil-assignment law en acted in North Carolina last year and a standby plan written into the Constitution last Saturday providing for abolishing the pub lic schools and using public funds for private, segregated schools. In Virginia, the General As sembly considered a law that would withhold funds from any schools that are forced into in tegration. A House appropriation committee was expected to ap prove the law.
