TRIBUNE Wednesday, August 1, 1958 Democratic Convention Delegates Scramble for Adlai's Bandwagon Washington U.R) Demo cratic National Convention dele gates scrambled today to get board Adlal E. Stevenson s bandwagon. The bandwagon was given a big push by Sen. Estes Kefauver of Tennessee, who announced his own withdrawal from the race for the Democratic presi dential nomination and threw his support to Stevenson. Kefauver was standing In front of an "exit" sign when he made his announcement at a news conference Tuesday. He said he acted in the interest of party unity and because he would not be a party to throw ing the national convention into a deadlock, which he said was the only means of stopping a Stevenson nomination. However, Gov. Averell Harri man of New York, who already had displaced Kefauver as Stev enson's major challenger, said he would keep on fighting. He predicted he will get a majority of the former Kefauver dele gates. Meaning of the Mot Kefauver s decision meant that: Stevenson, on the verge of victory 12 days before the na tional convention opens at Chi cago, could win on the first ballot. As of now, the Democratic contest is a two-man race be tween Stevenson and Harriman. A deadlock is most unlikely un less an alliance is formed by fa vorite son candidates firmly op posed to both of the chief con tenders or unless the South de serts Stevenson. Former President Truman, who is publicly neutral but is regarded as pro-Harriman, is on the spot if he wants to try to stop the nomination of Steven son, whom he helped to nomin ate four years ago. Stevenson's only major problem now appears to be avoiding entanglement in a party platform fight which would drive his Southern sup port into a neutral corner. He now can count on most of the Southern delegates. At Kansas City, Mo., Mr. Tru man had a noncomital comment on Kefauver s decision. He said only that the Tennesseean must have felt that he had no chance of winning. VP 'Deal' Denied Both Kefauver and Steven son denied that Tuesday's an nouncement was the. result of a deal to give the Tennessee sen ator second place on the ticket with Stevenson. Kefauver's morale appeared much higher Mian it did when he tasted defeat in the 1952 contest for the nomination. In an appar ent slap at Harriman, he refer red to Stevenson as the only other candidate willing to make a fight in the presidential pri maries. He said he thinks Stevenson has a "good chance" to win in November and that the 1952 nominee is a "much more for midable campaigner" than four years ago or even last winter. Stevenson moved within arm's reach of the nomination after a terrific comeback fight. He was counted almost out after taking an unexpected pasting from Ke fauver in the Minnesota primary March 20. Mike Mansfield said today the United States should prepare to keep Western Europe supplied with oil in the event Egypt clos es the Suez Canal. The Montana Democrat, member of the Senate Foreign Relations committee, urged calm approach to the canal prob lem. But he said oil is vital for maintaining the economy of Western Europe "And if West ern Europe slumps, the whole Western Alliance becomes cardboard compartment." Most From Middle East He said 90 per cent of West ern Europe's oil comes from the Middle East, most of it through the Suez Canal. Another means of getting that oil the pipe line which runs across Jordan to the Mediterranean might also be shut down if Egypt closed the canal, he said. Mansfield said the United Stales should be prepared to ship oil to Western Europe from this country and from Venezuela if Egypt shuts down the canal. He said it, should also send tankers for Middle Eastern oil by the long Toute around the southern tip ol Africa. Mansfield said the West should take these steps to bypass the canal rather than trying to keep it open by force. "The Western powers should bring the dispute before the In ternational Court of Justice be cause of the international status of the canal zone and the lease granted to the Suez Canal com pany until 1668, Mansfield added. Chicago Parental Apathy Attacked Chicago U.R) Health au thorities today carried on a "nip and tuck battle" to protect the city's children with Salk polio vaccine before Chicago's record outbreak reaches its expected peak in two weeks. Dr. Herman N. Bundesen, president of the city Board of Health, meanwhile lashed out at parents he said were showing a "lack of cooperation and lacka daisical attitude" toward Chi cago's all-out vaccination drive. "Every day too many children are still continuing to get polio needlessly because too many parents have failed to do all that can be done when it should be done," he charged. Bundeson loosened his blast as 27 new cases during the 24 hours ending midnight Monday were reported. This boosted" the city's 1956 total to 449 cases and j 11 deaths. It was the worst out break in the nation this year and the greatest in Chicago history. The city has been dispensing free vaccine to children 19 years old and younger, and pregnant women unable to afford buying the shots from private physic ians. The inoculations are avail able at 58 hospitals and clinics in the Chicago area. One of the centers was stormed Tuesday by mothers fearful that the vaccine would give out before their children were inoculated. 'Grudge' Murderer Captured in Chicago Chicago U.P.) Police captur ed "grudge" killer Lawrence Neumann, slayer of three per sons, crouching in a rear yard on the West Side early today. Neumann, 28, gave up with out a struggle when police switched spotlights on him. Neumann's caplure ended a search which began shortly after 1 a.m. EDT when he was spot ted in the West Side neighbor hood by two policemen on spe cial detail in the case. They had been scouting the area after learning Neumann had been seen frequently in the neighborhood since the June 8 slaying. Neumann was wanted for the Miracle Bar murders of Max Ep stein, 54, whose brother owned the jazz spot: dice girl Lois M. Gates, 28. and news vender John Keller. 49. Mickey Epstein, owner of the lounge, had identified Neumann as the killer. Boise, Ida. OJ.R) A lire in the Wildhorse Creek area of Hells Canyon has spread to 100 acres and was out of control at noon today, the bureau of land management fire dispatcher here said. DAMAGE SURVEYED Shorn bow of the Swedish liner is a mass of twisted steel, wood and furnishings as she rests in drydock at the shipbuilding division of Bethle hem Steel Co. in Brooklyn for a surviy of damage and repairs. The bow, reinforced for icebreaking, was crushed in collision which sent the Italian liner Andrea Doria to the bottom. Union Army Survivor In 'Slight Response' Duluth, Minn. (U.R) Albert Woolson, 109, sole survivor of the Civil War Union Army, was reported early today to have "opened his eyes" and showed "slight response" to attention. But attendants at St. Luke's hospital here, where Woolson has been in a coma since Satur day, said he was still listed as in critical condition. The drummer boy has been close to death a number of times. but he has astounded his doc tors with his will to live. Wool son's doctor, Charles Bagley, said the old soldier's pulse strength is "absolutely astounding." Los Angeles (U.R) Officials of the Holy Family Adoption Service found a basketful of orphans on their doorstep Tues day. The basket contained four mewing kittens. . Suburban Detroit Official Admits Graft Payoffs Detroit (U.R) A confessed grafter's charges that gamblers paid certain suburban Detroit city officials more than $100,000 in protection money today threatened to lead to a state in vestigation of local politics throughout Wayne county. The county's 18-member Cir cuit Court was expected to meet today to act on the state's re quest for a grand jury probe of alleged crime, corruption and bribery in Ecorse, Mich., a down river Detroit suburb. The long bubbling Ecorse poli tical situation came to a head Tuesday night when William H. Montry, the city's former police and fire commissioner, told a se cret press conference he worked two years as a grafter and payoff man for a gambling combine in Ecorse. Montry was taken into protec tive custody at his own request on the orders of state attorney general Thomas M. Kavanagh. Kavanagh has joined Wayne County Prosecutor Gerald K. O'Brien iir a move to impanel a grand jury to investigate both Ecorse politics and politics throughout the county. Kavanagh ordered Montry him: "I'd be a dead man if any of those people get to me." Taken To Secret Hideout Kavanaugh ordered Montry placed under state police protec tion and taken to a secret hide out. At the press conference, Mon try told newsmen he knew gam bling had been going on in Ecorse for more than two years. He said he was paid $200 a month for his part in the con spiracy "and passed an addi tional $6,000 along to others in the deal." He refused to tell where the money came from but said there were about 25 persons involved in the conspiracy, all of whom knew each other. Montry said gambling was the only thing protected in Ecorse and consisted mainly of num bers, dice and the barbut game, although open gambling was. not permitted. ility Companies Show Value Increase Salem (U.R) The true cash value of utility companies in Oregon showed an 11 per cent increase over 1955, the State Tax commission reported today. Chairman Samuel B. Stewart said major increases were noted in air transportation companies, up 24 per cent, and gas com panies, up 22 per cent over the previous year. He said slight de clines were recorded for toll bridge companies, express com panies and some smaller util ities. Stewart noted that while true cash values of state-assessed ut ility companies continued to mount, assessed values showed an overall decline of 8H per cent. He explained the drop was brought about through applica tion of lowered county assigned ratios in compliance with a state law requiring that utility com panies be assessed at the same level as locally-assessed property.
