Clinics already have adminis tered 325,780 Salk shots in an attempt to stem the early out break so far the worst in the nation, according to Dr. Herman N. Bundesen, city health chief. Bundesen hopes the one-half million additional inoculations will be possible through great ly expanded clinical facilities. Fifty-nine hospitals in the city and its suburbs have offered to help in the program. The health chief reported 13 new cases in the citv during a 24-hour period which ended at midnight Wednesday.
