(International) Civil Rights and Atomic Energy Bills May Postpone Adjournment Washington UD' Civil rights and atomic energy lems lation threatened today to side track Congress' drive for ad journment before the end of this week. Congresional leaders still were shooting for adjournment before Saturday night, however. Both houses met early today the Senate to resume action on its S4.000.nflD.Ono forrign aid ap propriation bill and the House to consider a controversial Senate approved bill to put S 100.000.000 into government construction of atomic power reactors. The Senate faced a determined but probably doomed at tempt by a few northern Demo crats to force a showdown on the administration civil rights bill which passed the House Monday. No Action Seen The bill was sml to the Sen ate Judiciary Committee, which was not likely to take any action on it. But supporters were de termined to make a few maneu vering efforts to get the bill out of committee and on the floor for debate. If the issue did reach the floor, ! all hopes for adjournment this j u-eek would be blasted. Southern i senators would be sure to fili ; buster. The fate of the atomic power reactor bill which the adminis tration opposes was in doubt. : House Republicans were lined i up behind a pair of amendments which some Democrats said would "gut'' the bill. The Senate ha? completed ac tion on housing legislation, but , the House has yet to act. The re verse is true on the military i construction program. Both House and Senate, meet ing into the night, acted on a mass of minor legislation Mon day. The more important of the bills: Cost of Living Index Education Board Reaches Record High Studies Proposal Atomic Ship: Both houses ap proved a compromise bill au thorizing construction of the first atomic-powered merchant ship. The bill was a substitute for President Eisenhower's original proposal to equip an existing hull with an atomic reactor and use it a a floating showcase for the Atoms for Peace program. Kidnap: The House passed and sent to tiie Senate a bill author izing the FBI to enter kidnaping cases after 24 hours instead of seven days as previously pro vided, even where there is no indication of an interstate viola tion. Bugging: The House passed j and sent to the White House leg islation to make jury "bugging" illegal. The hill would make it a crime to record, listen to or observe the proceedings of fed eral grand or trial juries. GI Housing: The House passed and sent to the White House a compromise bill extending for one year the World War II vet erans housing program. The new expiration date would be July 25, 19.-i3. UM PORTED For Fund Requests j Portland -UP' The state! board of higher education, hold-j ing a preliminary meeting here j yesterday, studied a proposal to ask the 1057 state legislature for $14,852,000 for building con struction at state colleges and the university during the next biennium. Two major policy changes are included in the proposed fund request. One would ask the state to underwrite part of the con struction costs for dormitories at the University of Oregon, Oregon State college and Southern Ore gon college. The other would ask for SJ50.000 to provide par king facilities at Portland State college. Asked by Portland Council The long-standing policy of the board has been to approve only self-liquidating housing facilit ies at the state schools. Chancellor John R. Richards said the proposed funds to pro vide parking faculties at the downtown Portland college were asked by the Portland city coun cil. The finance committee of the board yesterday approved a 12 year salary increase plan for tea chers in the state system. Proposed Buildings Included in the list of proposed buildings are: Portland State College, classroom unit, SI. 170. 000; Eastern Oregon college, physical education building. S2. 700,000; University of Oregon, Johnson Hall addition, S1.430. 000; Oregon College of Educa tion, general arts building. S330. 000; Southern Oregon college, science building. S460.000: Port land State, library. SI. 100.000; Oregon State college, second un it phvsics and chemistry build ing, S1.900-000; University of Oregon, men's physical educa tion building addition. SI. 000.- 000- j , A Under the proposed salary ad justments instructors would start between S4000 and S4720 on the bottom of the scale with annual salaries ranging up to $10,000 to $13,000 for deans. Washington U.K. - The gov ernment reported today that its cost of living index hit a record high in June. A sharp rise in food prices paced the upswing in living costs. The increase in the official index means wage increases for some 50.000 workers whose wage contracts are tied to the cost of living. The Bureau of Labor Statistics reported that the consumer price index, based on the 1947-1949 period, as 100 per cent, rose seven tenths of a point to 116.2 in June. The previous high of 115.4 per cent was set originally in October. 1953, and was equalled last May. The June increase was the largest monthly spurt since January-February. 1951, when the index went up 1.2 per cent.
