Soil Bank Payments Set for '56 Crops Washington (U.E The agri culture department nas changed iU mind and will make soil bank payments to farmers on 1956 crops that are 'damaged or des troyed by drought or other na tural causes. Payments also will be made on Immature crops that are plowed up. Secretary of Agriculture Ezra T. Benson announced the about face in policy Friday in a state ment outlining soil bank rules for producers of 1956 crops. Earlier this week Benson had aid in a speech at Beaver Dam, Wis., that reports the soil bank is "drought relief and plow-up program" are "largely untrue." A department official added at that time that "We won't pay for any (production) reduction that has been accomplished by acci dent . drought, floods, hail storms, or insects. Honolulu U.R) Defense jSeretary Charles E. Wilson ar rived Saturday from the Eniwe tok atomic test area but indi cated that President Eisenhow er's condition did not necessi tate his immediate return to Washington. Wilson arrived here a day earlier than scheduled. But he indicated that a message deliv ered to him while en route pre cluded the necessity of rushing back to Washington. This has been a search of Morse's rec- a. Kobu 8mith ord in public life. Informed sources say the GOP National Committee has had investigators combing all of Morse's utterances over the past 15 years or so. They discovered, of course, that he had plenty to say about five cases full of quotable quotes, according to an informed estimate. Deliver lo McKay The committee has directed one of its gumshoes to deliver this ammunition to Douglas Mc Kay, who is expected to load up both barrels of his campaign shotgun for the coming fall elec tion. McKay's record at the Interior Department isn't exactly going unnoticed in Democratic strategy circlet where Morse l campaign is being plotted. Relax while you can it's going to be a noisy autumn. Doug McKay must have had a hunch he might be leaving his cabinet post in a hurry, for last summer he took the precaution of having his portrait painted for posterity long before it could be used. " Portraits Hung By custom, the portraits of cabinet officers are hung in the reception areas of their offices but not until after the cabinet member has left his post. So every day when McKay came to work he was greeted by the oil paintings of his Democratic predecessors, Oscar Chapman, Julius Krug and Harold Ickes. Last year McKay sat for his portrait, which was done by a New York artist, Charles Fox. When he suddenly quit his job to run for the Senate in Oregon this spring, his secretarial staff only needed to get it out and hang it in the gallery. Now as Fred Seaton goes to work as the new secretary, he is greeted by McKay first, then the Democratic lineup of Chapman, Krug and Ickes. Fluoridation Some Oregon members of Con gress had an indication that many opponents of fluoridation didn't know what they were shouting about in the recent pri mary election, when the issue was on the ballot in nearly a dozen of the state's communities. The congressmen were receiv ing protests by the basketload, as though the question were for them to decide. For some weeks, Rep. Walter Norblad said, he received more mail against fluoridation than on any other single issue. Double Interest Rep. Edith Green had a dou ble interest in the outcome of the California election this past week, for she was not only root ing for Adlai Stevenson but was backing a lady Democrat much like herself for county commis sioner in San Mateo county. If Mrs. Green tended to iden tify this contest with her own race for Congress in Portland, it might have been aided by the Rejection Expected To New Proposal Washington U.R) Ameri can officials Saturday branded Soviet Premier Nikolai A. Bul ganin's newest disarmament proposals "pure propaganda." They predicted a polite but firm American rejection. They said Bulganin's latest message to President Eisenhow er was sadly lacking in new ideas for solving the East-West disarmament deadlock. Instead, the Soviet premier sought to persuade the United States and its Allies to disarm on their own without awaiting an international agreement with foolproof controls. The United States has refused such proposals in the past and officials said it is not going to now. In London, the Bulganin let ter was received coolly by Brit ish officials. No reason was given. Alexander Volkov, chairman of the Soviet of the Union, one of the two chambers of the Su preme Soviet, succeeded him as Soviet labor chief. The announcement, published in the official Communist Par ty newspaper Pravda, said Kag anovich was relieved of the committee post at his own re quest. He is the second of the "old Bolsheviks" to give up a major post in the Soviet gov ernment in little more than a week. Vyacheslav M. Molotov re signed as foreign minister on June 1. Both Kaganovich and Molo tov were closely identified with the late Josef Stalin. There have been reports that Kagano vich was Stalin's brother-in-law. Ames, la. (U.R) Secretary of State John Foster Dulles de clared Saturday that the princi ple of neutrality in foreign af fairs is "obsolete."
