(International) Success of Curfew Laws Against Juvenile Delinquency Is Debated Chicago iU.B A big problem now confronting many Ameri can cities and towns is the enact ment of curfnw laws, or the en forcement of existing curfew regulations to combat Juvenile delinquency. Authorities seem to disagree as to whether they are necessary, or even effective in preventing teenage crime. Lt. (Oiv- l Htubttin), Hartford, Conn., U.S.A. reau, is convinced that curfew enforcement, especially in large cities, is an important factor in eliminating delinquency. "Although there is more in volved than merely setting up a deadline when children under specific ages must be off the street." Delaney said, "it is, nevertheless, a start in the right direction." Chicago now has enforced cur-, few laws requiring children under 16 to be off the streets by 10:30 p.m. Sunday through Thursday, and 11:30 p.m. on Fri day and Saturday. Delaney is trying to raise the age limit to include the 16-year- old, as "this age group causes the most trouble." It is the age when many leave school. i On the average, 200 juveniles are picked up by Chicago police every month, although the fig ure is considerably more during the spring and summer months. Under present procedure, the child is immediately turned over to a juvenile officer, and his par ents are tilled in to .explain why their you igster is out in viola tion of the curfew ordinance. In the case of a first offense, the parent or guardian is given a warning, but in cases of repe tition where a lack of coopera tion is apparent, they can be summoned to court and fined. Only one such case reached the court during 1955, Delaney said. However, the one repre sents only three chlidren who violated the curfew law and does not include the number picked up on the more serious charges of auto theft, drinking, purse- snatching, etc. In a study of curfew ordin ances in Florida, the American Municipal Association singled out several worthy findings. Of the 260 Florida munici palities sent questionnaires, 57 of those responding have curfew ordinances. The largest number enacted in any single year came in 1943, apparently due to war time conditions. - The most common time set for young people to be off the streets was 10 p.m., while the most frequent age limits were 16 to 17. Although youthful vandalism takes place mostly at night, one community found that most such acts occurred during day light hours and on week ends. Another town found that only 14 per cent of delinquent activ ity took place after 9 p.m. Most authorities agree that curfew alone will not adequately combat juvenile delinquency. Just as important. If not more so, is the provision for recreation programs. Conditions causing anti-social conditions among the younger people must be examined and corrections made accordingly. Muncipal leaders believe that curfews are useful chiefly as de vices to focus the attention of adults and children on the de sirability of children being off the streets late at night. This opinion, of course, re quires that the law enforcement powers be sufficient to enable police to apprehend any young ster or group of young people who are out late. Regular academic classwork with emphasis upon the tool sub jects of the elementary, and re quired subjects in the secondary program is offered in summer school, according to Glenn L. Linn, McLoughlin Junior High school principal who serves as summer school principal. Two categories of students are accepted in the elementary pro gram in grades one through six,. Linn said. One group are those who have not made the passing minimum for the grade level because of illness, absences . or other reasons. The other group are those who barely met pro motion minimus and . are rec ommended for summer, school for strengthening. Academic Credits Linn said students in grades seven through 12 are recom mended to summer school for making up lost academic cred its. Some students, he noted, take a new subject for credit in order to increase the program of elec tive subjects the next school Chaplain Indefinite; Hopes Grace Pregnant Monaco tU.R) Nobody knew for sure today whether Grace Kelly was pregnant. But Father Francis Tucker, chaplain to her husband Prince Rainier, said, "I sure hope she is." "I have had no definite word that she is," Father Tucker added hastily in Paris, where he was on his way back to the Uni ted States. "But neither of- them has made any secret that they want to have children," he said. "Nobody is taking a very b'B chance when he says the princess is expecting." He noted a Berlin newspaper's report that Grace is expecting an heir in January, said he knew nothing definite, but added "I sure hope she is." Father Tucker made his com ments as Grace and the Prince came back to Monaco from their honeymoon aboard the Yacht Deo Juvante II. Big Three Steel Wage Talks Delayed New York (UP) The big three steel wage talks scheduled to resume here today were de layed for no apparent reason. The student's grade status determines atten dance from secondary schools. Registration for summer school will be held at 8:30 a.m. Monday, June 18, at McLough lin Junior High school. Classes will be held between 8:30 a.m. and noon daily between June 18 and July 20, Linn said. Music program classes are for instrumental music students, and the primary purpose is to extend opportunities for. inter ested boys and girls to carry on activity and to provide some individual instruction, Linn said. Classes Listed Classes include both orches tra and band work. Orchestra classes will be held June 12 through June 22 and between July 16 and July 27. The first week's session will be held at Hedrick Junior High school's band room, with the remaining session in the orchestra room at Medford High school. The band classes will be held June 25 through July 27 at the Medford High School band room. Both classes will be held ac cording to individual schedules between 8:30 a.m. and noon Monday through Friday, I. A. Mirick, supervisor of the instrumental program in Med ford schools, is in charge of the summer project and will teach band, and John Drysdale will teach orchestra. Band and orchestra students will register at 9 a.m. Monday, June 11, and registration fees will be used to finance 'sup plies and materials used during the sessions, Linn said. Baseball Program The summer baseball pro gram attempts to provide good recreation program for boys in. terested with attention given to teaching correct fundamentals of the game. Lee Ragsdale is supervisor of the program, assisted by Alex McDonald, Frank Roelandt, Cliff McLean and John Kovenz Boys living in the Medford school district who have reach ed his ninth birthday and did not graduate from high school prior to June 7, 1956, is eligible to enroll, Ragsdale said. Classes start Monday, June 25, and con tinue through August 9. Classes start at 8:30 a.m. at the Medford High School base- Trie Dalles Cherry Harvest Starts Monday The Dalles U.PJ Officials here reported today that the cherry harvest in The Dalles area will get underway Monday. Full scale picking at area or chards will be on by the end of next week, growers said. Each boy is expected to fur nish his own glove, but bats, balls, and other special equip ment is furnished by the district. Baseball shoes are optional, Ragsdale said. Ragsdale pointed out that no boy should miss the classes be cause he does not have a mitt He said a few extra mitts usually are available for boys not own ing one. 1 Tennis Program Details of the tennis program have not been completed as yet, Linn said, but announcements concerning dates, places and oth er information will be made. The arts and crafts workshop is operated concurrently with the academic summer school during the same period of time. Mrs. Hazeldean Hohensee of the Lincoln school staff serves as instructor. Students projects include woodworking, braiding, weav ing, copper tooling, and textile painting. Those enrolling the classes must be students of the school district in grades four through 12. The workshop starts Mon day, June 18, and continues through July 20 between 8:30 Alcoa,; Steelworkers To Open Negotiations Pittsburgh (U.R) The Alum inum Company of America and the United Steelworkers Union agreed today to open contract negotiations here June 27. The USW represents 17,000 a.m. and noon Monday through Friday. The workshop will be held in the woodshop building direct ly north of the main building at McLoughlin Junior High school. The union and company, ap parently with an eye on the cur rent USW-steel industry contract talks, said the June 27 session will be a one day affair at which the USW will outline it demands for a contract replac ing the present pact expiring July 31. The talks then will re cess until after the July 4 holi day. The USW demands on ALCOA are expected to approximate those on the steel industry.
