The Canadian general flew in to attend a Security Council session on the Middle East House Expected To Approve Jail Terms In Narcotics Cases Washington 'U.Ri Rep. Hale Boggs (D-La.) predicted today the House will unanimously ap prove his bill next week to "throw the book" at narcotics smugglers and peddlers with out a death penalty. Boggs bill would impose jail sentences up to 40 years and forbid paroles or suspended sen tences' for anyone convicted of narcotics violations. The meas ure would also nearly double the number of agents in the Federal Narcotics Bureau. Permits Death Sentence The Senate Thursday passed a similar bill aimed primarily at tamping out the use of heroin. It would permit a jury to impose the death sentence for conviction of selling heroin to a juvenile and for a third conviction of selling or smuggling heroin to adults. Boggs said his bill would "throw the book all the way across the board" at peddlers of any kind of narcotics. He told a reporter that boosting penalties juat on heroin will force ped dlers and addicts to switch to something else. - Boggs said he was concerned about the Senate death penalty provision. While Audubon Park Zoo offi cials debated today over what to name a fluffy reddish brown chick hatched Tuesday, the sec ond egg cracked and another small crane chipped its way into the world. The chicks are the first of ; their species to be born in cap tivity and have raised the total Whooping Crane population in j the world to 32. O. U.P.) Dr. Sam uel H. Sheppard today faced at i least another nine years in Ohio ; Penitentiary unless a successful appeal is taken to the U.S. Su-, preme Court. The Ohio Supreme Court, in ' a 5-2 decision late Thursday, up held Sheppard's conviction for the bludgeon-slaying of his wife, , Marilyn. j Caia Sensation The case was a nationwide j sensation in late 1954 when the 31-year-old Bay Village, Ohio, j osteopath was brought to trial. The prosecution claimed that : Sheppard viciously killed his wife with more than 30 blows from a blunt instrument. The state also presented testimony alleging that the handsome sub urban Cleveland doctor had af fairs with other women. Sheppard was convicted in De cember, 1954. He entered Ohio Penitentiary last summer after preliminary appeals to win a new trial or freedom failed. He now is working as an aide in the prison hospital. Great Disappointment Under Ohio law, Sheppard is not eligible for a parole until i he serves at least 10 years of the j life sentence given to him for second degree murder. Chief defense counsel Paul M. Herbert, probably Ohio's best known criminal lawyer, said the decision was a '"great dis appointment." ; He said he would have to re study the whole case before de ciding whether to appeal to the U.S. Supreme Court. However, he said on other occasions that this would be his course of action if efforts failed in the state courts. , j Friday. The Cessna's normal flying range of 600-700 miles has been upped to 2500 miles by jamming extra fuel tanks into every available inch of space. The 250-pound, German-born Gluckman said he will fly to Idlewyld Airport in New York during the weekend and early next week, depending on the weather, will take off on a non stop flight to Greenland. From Greenland, he will fly i to Iceland and then to England for a visit with his parents. To Visit Egypt His next stop, Gluckman said. will be Switzerland where he has some business to transact. Then his iny, single-engine plane will take him to Egypt, Israel, across Africa to Dakar on the West Coast and over the Atlantic to tfatal on the easternmost tip of Brazil. The bantam Broadway show man turned real estate tycoon admitted that he and Miss Mathews will wed, but without the benefit of "press coverage, photographers or statements." .The friendship between Rose, 56, and the 36-year-old former actress became headine knowl edge in July 1951 when Miss Mathews slashed a wrist and threatened to leap from Rose's hideaway atop the Ziegfeld theatre. She was later named as the other women in the divorce suit brought against the show man by Eleanor Holm Jarrett Rose. Restaurateurs in Belem, Bra zil, recently found it necessary to raise the price of a cup of cof fee to 75 centavos. The increase involved the use of 5, 10 and 20 centavo pieces which are of little value' and rarely carried. But the cafe owners found a solution.
