Little Opposition Expected for Bill on Oregon Library Services Pit Ms A. KobL bmilb By A. ROBERT SMITH Mail Tribune Corrotpondent Washington A bill that is ex pected to improve library serv ices in rural sections of Oregon is well on its way toward enactment with no op position of any weight in sight to block its approval. A 1 ready passed by the House and a Senate com mittee, the measure would estab lish a new federal-state matching funds program to stimulate ex panded library services in rural areas that don't now have ade quate, if any, public library facilities. Oregon would be eligible to receive $108,350 for each of five years to be lumped together with a state contribution of $116,309 yearly. When the Bill came be fore the House recently, Gov. Elmo Smith wrote members of the Oregon congressional dela gation as follows: "The Oregon State Library Board and Oregon Library Asso ciation, in whom I have confi dence, assisted by many librar ians in the state, have studied the needs of Oregon libraries over a period of years, and they advise me that the funds pro vided by this bill will stimulate the improvement of local serv ices. Within the five-year period specified in this bill adequate demonstrations could be pro vided. May I urge your support for this bill?" Backed by Edith Green The bill was already being championed by one Oregon law maker. Rep. Edith Green, Port land Democrat, wno was its sponscr. But it drew the out spoken opposition of another Oregonian, Rep. Sam Coon, Baker Republican. Both Mrs. Green and Coon are members of the House education subcommit tee which held hearings on the bill. It is expected that the funds will be used for such added facil , ities as bookmobiles, book pur chases and library demonstra tions, Mrs. Green said. The eommittee majority con cluded that "this bill will stim ulate the States to greater action in the development of library services in rural areas, just as federal funds have done in the case of k vocational education, highways, agriculture, and health programs, and that at the end of the five-year period there will be no need for further fed eral assistance in this field. Number Reduced Taking the House floor against the bill, Congressman Coon pointed out that within the last five years the states have re duced the number of persons without library service from 35, 000,000 to 27,000,000 "a real do-it-yourself attitude on the part of the states and local com munities." Mrs. Green came up with data supplied by the Oregon State Library at Salem to show 323, 532 Oregonians live in areas lacking local library services. She said another indication of the need in Oregon is that these counties have no professional li brarian in public libraries; Co lumbia, Coos, Crook, Curry, Gil liam, Grant, Harney, Jefferson, Lincoln, Morrow, Polk, Sher man, Wallowa, Washington, Wheeler. Yamhill. But Coon said "the federal constitution does not assign the federal government responsibil ity -for public libraries. It leaves this to the states and local com munities. For many years the federal government has been assuming-more and more of state and local responsibilities in gov vernment. It is time for a rever sal instead of an extension of this trend." Local Quartet Listed In Song Magazine An article about the "Wild wood Flowers," a local quartet composed of Barbara Kilpatrik, De Ann Abbott, Lavina Rae and Delores Darlene, is now appear ing in the August edition of the Country Song Roundup maga zine. The "Wildwood Flowers" ap pear on the "Buck and Sunny Show over local radio station and with Bob Robert's "Melody Wranglers" at Rogue Valley ball room. They also have made re cordings and publicity movies. Vets Suggested to Change Bond Holdings . Portland George W. Mim- naugh, state tales director of the treasury's savings bond division, has suggested that veterans re deem Armed Forces Leave bonds and reinvest in Series E Savings bonds. Armed Forces leaye bonds have drawn no interest for five years or longer, Mimnaugh said, and series E savings bonds will pay 3 per cent interest com pounded semi - annually when held to maturity. Rural Area Defined Under this program, a rural area .is any place cf less than 10.000 population. To get its federal grant, the state must sub mit a plan for extending library services and have it approved bv the U.S. Commissioner of Education. The ' federal funds may not be used for buildings or land purchases, but there are no restrictions on selection of books or other library materials by the state. The bill also con tains specific provisions to main tain state authority over ap pointment of librarians and man- agement of the public library system. The Eisenhower administra tion has not endorsed the pro gram nor fought it. It has in formed Congress that it would have "no objection" if it were enacted. Packing Firm Here increasing Storage Nye and Naumes Packing com pany was issued a building per mit Tuesday to erect a $6o,000 cold storage plant at South Fir St. Purpose of the new building Is to augment present facilities, which lack adequate capacity to accomodate the coming pear harvest, according to a company official. The new building will be one story and measure 70 by 260 feet. It will be used for pear storage. Construction, which had al ready started on the building, is expected to be completed by the pear harvest. STATE ERROR South Bend, Ind. More than 1,100 persons heard Nicholas Kovalak Jr., district supervisor of Jehovah's Wit nesses speak on the scriptures and their relation to world af fairs. Three from the Medford con gregation were among 24 new witnesses baptized during the convention. Top Massachusetts Communists Indicted Washington (U.RJ A Fed eral grand jury in Boston has indicted seven top Massachu setts Commmunist party leaders on charges of conspiring to over throw the government, the Just ice Department announced here.
