TEN MEDFORD (OREGON) MAIL TRIBUNE Monday, May 21, 1958 ICC To Be Directed To Draft Plan To Cure Box Car Shortage By A. ROBERT SMITH Mail Tribune Correspondent Washington The tangible re sult of the Senate's inquiry into the freight car shortage which perennially af flicts the Pacif ic Northwest is that the Inter state Com merce Commis sion will be di rected to draft a comprehen sive plan by which both in- a. Robt. smith austry and gov ernment can cure this condition. This idea was advanced last week by a representative of the Western Forest Industries Asso ciation, an organization of the relatively smaller, timber oper ators in the Northwest who are among the hardest hit each sum mer by the scarcity of boxcars. It was quickly endorsed by Sen. Warren G. Magnuson (D- Wash.), chairman of the Senate Interstate Commerce Committee which has been holding the in quiry. And last week a resolu tion was introduced in the Sen ate calling on the ICC to map out a long range program de signed to eliminate future car shortages. The resolution is spon sored by Magnuson and Sens. Wayne Morse, Richard L. Neu- berger (D-Ore.), Henry M. Jack son (D-Wash.) and Milton Young and William Langer (R-N.D.). In suggesting this approach to the senators, Leonard Netzorg, WFIA counsel, said it would give the ICC the job of coming up with a comprehensive package plan which both shippers and the railroads would help draft. He said it might include ICC requests for additional' authority or other laws that might stimu late freight car construction and see to it that the cars are evenly distributed throughout the coun try. Amortization Certificates After commending Netzorg for making "a very justifiable" sug gestion, Magnuson pointed out that only two weeks ago the Of fice of Defense Mobilization at his request had issued rapid tax amortization certificates to rail roads for 49,000 more freight cars under construction. Netzorg, who previously was assistant solicitor for the Bureau of Indian Affairs, likened the ICC package plan to the program requested by Congress some years ago for integrating Amer ican Indians into the main stream of society. . The Indian Bureau, as a result, came up with a comprehensive program, and Congress since then has been enacting various bills to imple ment the Indian plan. When the boxcar resolution was introduced this week, it was explained to the Senate by Sen. Morse that it would allow for a "searching and intensive study of the entire car shortage prob lem by the ICC to be followed by recommendations to the Con gress for legislation which will once and for all alleviate these annual shortages in rail trans portation. Wealth of Experience "The ICC," said Morse, "has been in business since prior to the turn of the century. It has accumulated a wealth of facts and experience and is ideally equipped to make a penetrating analysis of this problem." During the boxcar hearings of the past several months, sena tors have been critical of the ICC. for its recent order 910, which will halt slow transit shipments of lumber and fruit and veg etables from the Pacific Coast eastward. Many small lumber men have protested that this or der will put them out of busin ess. While the order has been tem porarily held up because of a court injunction issued by the federal district court for Ore gon, the ICC intends putting it into effect as soon as this legal barrier is moved aside. The main complaint against this order from senators has been that it came without prior warn ing to shippers and it was ad mittedly a stopgap measure in voked by the ICC due to a rising shortage of cars. The Fighting Heart ... "I am against the man who skins the land!" T.R. roared at the nation's mightiest lumber man, assembled at his bidding on the White House lawn. He, single-handed, by Presi-. dential order, brought the eight hour day into being -on Federal public works. For, this Theodore Roosevelt remains unforgiven by many and forgotten by millions who should do him rev erence as a practical benefactor of the man who is fated to live out his days on an hourly labor wage. T. R. fought the damagogue, Bryan, on the Income Tax Am endment to the Constitution of the United States. He lost in 1916, mainly because he had thrown all his energies for two years into the Allied cause in World War I. This amendment degraded the Constitution by re ducing it to service an an instru ment of taxation. It opened the way to the 18th Amendment, instrinsically a common policing ordinance. He fathered the Newlands Re clamation Act of 1902 and led it into action on the land, first of all in the Yakima Valley. An other Roosevelt infant was the Department of Commerce and Labor, a union of interests that symbolized his hopes and plans for mediation, arbitration, con ciliation and ultimate peace be tween employers and employees-. The Interstate Commerce Commission, as it stands today, was created by Theodore Roose velt. In 1906 he drove through the Food and Drugs Act and the Meat Inspection Act, after hor rifying exposures of public evils in these areas. The Big Ditch ... T. R. was the principal peace maker of the Russo-Japanese war, and he made our cheap vic tory over Spain amount to something by policies that put Cuba and the Philippines in mo tion on the ways of world pro gress. While Roosevelt's policies on Latin American relations stood the hair of many South Ameri can dictators on end, they were to, prove beneficial to all the countries concerned in the long run. ' The only chance for the free and full completion of the Pana ma canal was by precisely his kind of forthright, vigorous and fair" action in promotion of Pan ama separation from Columbia and the setting up of a Republic of Panama in which the peo ple of the region had for the first time a real voice in their govern ment. And thereby the West Coast of the United States was given an artery of ocean trade with values that are yet incalcuable in terms of timber trade. The works of Theodore Roosevelt brought Washington State and the greatest agricultural county of the nation Yakima. And now the system of national for ests that Theodore Roosevelt founded is beginning to realize the purposes that he proclaimed 50 years ago. All that is needed is full - scale action in accord with his national forest policies. UN Narcotic Drugs Group Ends Conference Geneva, Switzerland (U.R) The United Nations commission on narcotics drugs Saturday re ported that smuggling remains a serious problem . and that there are "many millions" of addicts despite nearly a half-century of increasingly strict international control. The commission wound up its 11th annual conference here. The 15-nation body selected New York as the site for its annual session in 1957.- ' : Use Tribune Want Ads Daily's U-Drive Medford Airport What tBe Senate inquiry has come down to is that the ICC should draft an overall plan of attack to wipe out the car short age problem to the advantage of everyone concerned shippers, carriers and the public at large instead of relying on stopgap measures such as order 910. And whether this means government stepping in with new regulations or subsidies for the railroad in dustry, Congress is now calling on the ICC to lay the facts and its recommendations before the lawmakers for action. Anti-French Rebels Raid Algeria Village Algiers, Algeria (U.R) Anti-French rebels raided an east Algerian village and slit the throats of 17 loyal Moslems, the French authorities announced today. Six women and seven children were among those murdered. Officials did not name the vil lage but said it was five miles east of Philippeville, a major Mediterranean port in the Con stantine Department east of Al giers. The bold raid was the latest of a series that has struck ter ror into the entire Constantine area and cost scores of pro French lives and hundreds of rebel lives. Officials said rebels launched a punitive expedition Sunday af ter an increasing number of Mos lem villagers asked the French for protection in the Constan tine regiou.
