WILSON United Press Correspondent ' Washington (U.R) Ten will get you $10 or maybe $20 that former President Truman shows up in the tra ditional smoke- filled room at Chicago as master mind of the Harrl man-for-presi- dent machine. Frank E. Mc- Kinney, of In diana, will be Lyie c wuion sntmg on one side of Mr. T. and Carmine De- Sapio, of New York, on the other. Three of that kind will be hard to beat. McKinney is the Indianapolis banker who served as Mr. Tru man's Democratic National Com mittee chairman, 1951-53. He plays the former President's kind of politics, which is rough. DeSapio is boss of New York county's Tammany Hall, the manager of Averell Harriman's successful campaign for gover nor and a member of his cabinet in the sinecure post of secretary of state. Cite October Remark Evidence of Mr. Truman's leaning toward Harriman has been accumulating for some time, beginning with his remark back there in October that if he were a New Yorker he would support Harriman for the Democratic nomination. Mr. Truman also has said that both Harriman and Adlai E. Stevenson were friends of his and that he did not intend to try to nominate anyone, be ing content to support the con vention's choice. "I have no desire to be boes," he said, and the Washington poli tico hmmmmed a long hmm on that one. They and others look for Mr. Truman to b in there watching the chips fall, and if they fall in such a way as to give, him the opportunity, he is expected to. give Harriman the signal to make his move. Harri man is alone in the field as an all-out Truman Fair Dealer. Harriman's chances depend largely on Stevenson and Sen. Estes KeKfauver knocking each other out, which they well may do. If Stevenson goes down, the drive for Harriman will be on. If Mr. Truman doesn't intend to lead it, what about this week's New York speech in which he gave to Harriman the 1856 Four Freedoms award. He avoided mention of the nomination, but described Harriman in language which added up to a 100 per cent endorsement of a man 100 per cent qualified. The speech read like one of Mr. Truman's frequent tributes to General George C. Marshall, which were never in less than superlative terms. Reverses Himself From Jerena E. Giffen, a sharp United Press reporter in Jeffer son City, Mo., comes some il lumination of Mr. Truman's re cent political manevuers. He was unwilling last December to be a member of the Missouri dele gation to the Democratic nation al convention. He reversed him self in late winter with word to state party leaders that he would be glad to accept member ship as a party honor. The state committee agreed last March 26 that Mr. Truman, Gov. Phil M. Donelly and Sen. Stuart Symington should be dele gates, each with a full vote; that other delegates would have one half vote each. The ' committee also went all-out in endorsing Symington for the Democratic presidential nomination. It seem ed more than a mere favorite son plug. Mr. Truman shortly decided he would not be a delegate, after all. He was going to Chicago a free and private agent un bound, that would be, by the Symington endorsement. The po litical judgment around the state house at Jeff City and in Wash ington congressional galleries is that Mr. Truman is saving him self for someone and that it wouldn't be Stevenson, Kefau ver or Symington. Cork oak trees can grow in 23 of the southern states, it has been estimated, and thousands of seedlings have been planted since 1939. They will yield cork in about 40 years. Dag Hammarskjold, secretary general of the United Nations, in his report on his recent Middle East peace mission: "It is my feeling that there is a general will to peace, and that this will should be fostered and encouraged." Tuscaloosa, Ala. Gov. James E. Folsom, soundly beaten in a recent race for Democratic national committeeman, on how it was "the most perfect" race he ever ran: "I asked no one to vole for me and almost no one did." Hitchcock Centers Election Campaign Fire on Portland Portland (U.R) Phil Hitch cock yesterday concentrated his election campaign fire on Port land voters with a television show and a "victory march" of 150 volunteers who made a door- to-door canvas of 300 city blocks last night. . Appearing with the candidate for the Republican nomination for United States senator was one of his leading sponsors, Rob ert Elliott of Medford, ' former Republican chairman for Oregon. Hitchcock praised what he called Gov. Elmo Smith's states manlike approach to the legal safeguarding of- Oregon's right The governor asked Attorney General Robert Y. Thornton what action should be taken as a result of Thornton's opinion that Portland General Electric is in violation of state law by building Pelton dam without a state per mit. Hitchcock said "if we are go ing to stop the invasion of Ore gon's rights represented by the Portland General Electric . com pany plan to build Pelton dam without a license from the state, then we must do it legally." He said Oregon "has an excel lent set-up for handling alloca tion of its own water." Susan Hayward Wins Cannes Festival Award Cannes, France (U.R) Holly- wood screen star Susan Hay- ward yesterday won the, Cannes Film Festival's award for- the best performance by. an actress for her interpretation of an alco holic in the film, "I'll Cry .Tomorrow." Miss Hayward was the lone U.S. winner in the festival judgings. Japanese Observers Foiled by Bomb Delay Tokyo U.R) The fourth postponement of the hydrogen bomb explosion at Eniwetok caught Japanese scientists with their Geiger counters showing. Japanese weather observers were geared for a massive search of the atmosphere when - news reached Tokyo that the schedul ed Friday morning air drop had been postponed again. Weather stations throughout the island empire had set up an all-night vigil in an attempt to j record shock . waves from the giant mid-Pacific blast. Scientists in this atomic-jit-! tery nation were waiting with j Geiger counter, micro baromet-i ers and other sensitive instru-I ments to record the hydrogen explosion. , , One scientist said, "We will ! do it again." I Clare Boothe Luce Home for Checkup Rome (U.R) U.S. Ambassa dor Clare Boothe Luce flew home unexpectedly by plane yes terday on doctor's orders for a checkup on her rundown phys ical condition. The U. S. Embassy announced that Mrs. Luce was suffering from a "rundown condition" in a statement issued at the exact hour she boarded a Trans World Airlines plane for New York in an atmosphere of secrecy1. Mrs. Luce has suffered spor adically from' indigestion, sinus trouble and colds. During the re cent visit of Italian President Giovanni Gronchi to the United States she suffered from an in fected tooth while in Washing ton. It was understood the ambas sador hoped to return to Rome within two or . three weeks, as as she put it, "As soon as I can pry myself loose." Names Oregon Women's Advisor Portland Mrs. Eugene Bur dick, Portland, has been appoint ed Oregon State Advisor on Womens' activities of the Nation al Foundation for Infantile Par alysis, it was announced today by Basil O'Connor, president of the March of Dimes organization. She succeeds Mrs. Frederic W. Young of Portland in this volun teer post. Mrs. Burdick's first responsi bility will be to coordinate vol unteer activity in the national vaccine education program aim ed at providing inoculations for maximum numbers of. eligible children with minimum delay. A board member of the Mult nomah County chapter of the Na tional Foundation, Mrs. Burdick served two years as chairman of women's activities and for three years was chairman of the March of Dimes School division.
