Jean Simmons, Mafe To Be U. 5. Citizens Hollywood (U.PJ Actress Jean Simmons and her husband, actor Stewart Granger, have passed final examinations to be come U.S. citizens. "After living here seven years we have come to regard Amer ica and the American way of life so highly as' to want to make our permanent residence here," Granger said. "We also are look ing forward to welcoming anoth er American citizen in a few months, our first child." The movie stars said they hoped to pay as many visits as possible to their native England. The couple recently purchased a cattle ranch near Albuquerque, N.M., and will live there be tween pictures. District of Columbia Residents Get Taste Of What Self-Government Would Be Like By A. ROBERT SMITH Mail Tribune Correspondent Washington Residents of the nation's capital had a taste this past week of what it would be like to enjoy self - govern ment as they trooped to the polls for the first time in 82 years. But it was no more than a taste, for the ballots had a. Bobt. Smith only party or fices marked on them dele gates to the Republican and Democratic national conventions and national committeeman and committeewoman. District of Columbia citizens are worse off than any other Americans when it comes to the right of self-determination. They are even worse off than people in Alaska and Hawaii, where at least local officials are elected. The capital city has no elected public officials, rot even a mayor or city council or school board, much less representation in Congress. Nor can residents of Washington vote for president, the one right every voter seems to prize most highly. Spirit Exemplified When the polls were thrown open last Tuesday, virtually everyone who had registered showed up to cast a vote. The spirit of people who craves the right to vote was exemplified by Wedding Too Much For Actress Rita Gam New York (U.R) Actress Rita Gam is under a doctor's care for "complete nervous and physical exhaustion" resulting from the "trying" festivities of the Grace Kelly-Prince Rainier wedding. Miss Gam's father, Benjamin Gam, said yesterday his daugh ter has been under medical care in a clinic since April 30. Dr. Payne Whitney listed her condi tion as satisfactory. Miss Gam, who was one of Miss Kelly's bridesmaids at the April 19 wedding in Monte Carlo, is married to Thomas H. Guinzburg, a published. Indiana Soldier Stabbed in Brawl Seoul flJB Pfc. John F. Keppen, 23, Michigan City, Ind., was fatally stabbed by a fellow soldier in a service club brawl at Uijongbu Wednesday, the Army announced today. Pfc. William Kentucky, 19, Jackson, Ala., is being held in the Eighth Army stockade here pending -trial for murder. Keppen, who had been in the Army less than a year, was as signed to the 39th Engineer Company at Uijongbu. An Army spokesman said Kentucky stab bed him during a scuffle at a service club. the man who hired an , ambu lance to take him from his hos pital bed .to the polling place in his home precinct; by the 95-year-old gent who trudged many blocks through the mid-way sun to mark his ballot; by a blind woman who was escorted by a trusted friend who marked her ballot, which she then signed. At one time Washington was on a par with Alaska and Hawaii. It had a governor appointed by the president and a non-voting delegate in Congress elected by the local residents the same setup that the territories now have. In addition, however, the president then appointed a city council and the people elected a 22-man House of Representa tives Arrangement "Shori-Lired This curious political arrange ment lasted only from 1871 to 1874, then Congress junked self government for Washington and put in the present system by which the city is run by three commissioners appointed by the president. May 8, 1956 MEDFORD (OREGON) MAIL TRIBUNE FIVE Washingtonians f r e quently liken themselves to the Ameri can colonists who suffered taxa tion at the hands of the British crovn without commensurate representation. For while Con gress has reduced the measure of self-determination in the capital, it has increased the tax load. Not only do citizens here pay the same federal income taxes levied on all Americans, but they pay a District income tax and a two per cent sales tax. In short, the tax load on residents here is a good bit heavier than it is in many states, where citizens have full voting rights. Bills Meet Roadblocks Only Congress can change this condition, but home rule bills over the years have run into some of the same roadblocks that have stopped statehood from be ing granted to Alaska and Hawaii. Biggest obstacle is the attitude of the typical Dixiecrat member of Congress. With a fairly high Negro pop ulation, Washington would like ly elect some Negro officials under home rule, probably to the school board or city council. Dixiecrats have made political hay back in their home states by saying they would never vote to let this happen in the nation's capital. With a fresh taste of self-government gained in last Tuesday's election, Washingtonians are ex pected to go knocking on the door of Congress all the louder for the right to a voice in the way they are governed.
