Sunday, May 8, 1958 MEDTOHD (OREGON) MAIL THIBUITB THUEE Colonel Bob Em mens CommandsHew South Carolina Air Base Col. Robert G. Emmens, USAF, son of Mrs. J. J. Emmens, 1443 East Main st., is the com manding officer of a base not yet complete, and with only three or four personnel assigned to it. Colonel Emmens, a Medford High school graduate, previously erved as Gen. O. P. Weyland's deputy chief of staff for intelli gence, at Langley Air Force base, Va. His new command is the incomplete Air Force base at Myrtle Beach, S. C. Major Problem The Myrtle Beach base is being constructed in a prosperous re sort community. Therein is Colonel Emmen's major problem at the moment, the acquiring of practical living quarters for ar riving personnel. The base is to be a modern jet fighter-bomber base, with 10,000 foot runways. It will be ready for occupancy in about a year. But as yet there are no provi sions for quarters. Subsequent plans may include money for on base quarters, but when the first units begin to arrive, personnel must live in the community. With Local Interests .Colonel Emmen's has worked with local interests to get eco nomical housing projects under way. To strengthen community relations, he has given talks be fore civic groups, stressing the mutual advantages of military- civilian cooperation. As a result, he has become well and favor ably known by local residents including the mayor, according to a military magazine's account of his assignment. Realizing that in a summer resort, rents are at their peak in the spring and summer, Col onel Emmens' plans for the ar rivals will be next fall. In that way they will not only get the benefit of the lower rentals for fall and winter, but they will also be in a position to negotiate for more reasonable rental rates. Fir Assistance There is plan under way for cooperation in fire protection. The air base will help the com munity in its fire problems and in turn the community will stand ready to use its facilities to help the base should it need it. Fire Drotection is only one phase of an over-all mutual as sistance program which Colonel Emmens is in the process of working out. Others will include cooperative policing, housing committees, local planning and oilier areas of concern to the res idents of both the civilian and military communities. Nois is Problem The noise problem of a jet base is another one which has called for attention. To a re sort community, the continual roar of jet aircraft taking off and landing could become a major irritation.. Colonel Emmens is preparing for this in two ways. First, he is planning for take offs and landings in patterns which will bring the aircraft over 'the ocean for take offs, and from deep inland positions for landings, thus avoiding low level approaches over the beaches or the residential col- Also, he is discussing with community leaders the problems of jet flight, explaining what he is doing to avoid undue annoy ance,, and what the community, by its cooperation and forebear ance, can . contribute to the pro tection of the nation as a whole. Early Air Interest A graduate of the University of Oregon, Colonel Emmens took an early interest in avia tion. Nineteen years ago he joined the Air Corps for flight training. When war came, he was a seasoned pilot, and was selected as one of the fliers to accompany Gen. James Doolittle on the surprise attack on Tokyo. His plane went on from Tokyo into Russian territory, and the officers and crew men were in custody of the Soviets for 18 months. It wss from this exper ience that he wrote his book, "Guests of the Kremlin." Operational units at Myrtle AFB will be a part of the 9th Air Force, a unit of the Tactical Air command. Colonel Emmens has visited in Medford frequently since his high school days, and is well known here. His brother, Dr. Thomas Emmens, is also a Med ford resident.
