Budget Committee Discusses Road Funds, Reorganization The Medford citizens budget! committee last night urged the city council to seek League of Oregon Cities assistance in work ing for larger shares of county road monies for city purposes. The committee, in starting a detailed study of the proposed $610,158 budget for fiscal year 1956-57, urged promotion of leg islation which would allow cities to share county road funds, not only those derived from a levy, but also from other ources. Cities presently share monies derived from county general road fund levies, but City Man ager Robert Duff pointed oui that the county court has indi cated that no road fund tax will be levied during fiscal year 1956-57. Cities Share in Levy About 45 per cent of general road funds raised by a levy is returned to Jackson county cities. During the present fiscal , year, Medford received about $18,000 as its share. This year, was the first time Medford has participated in sharing funds from a general road levy, Duff said. He said that apparently the, county cannot be forced to share O and C funds which go into the general road fund. Duff said he attempted to get : the county to participate in sharing cost of repairs of bound-1 ary roads, such as Stewart ave. j and McAndrews rd., but the; court told him that no funds, have been budgeted for that purpose. Duff said he was under the impression that the county next fiscal year may not have a levy at all because of present avail-; able funds and anticipated O and j C revenue. i Maintain Tax Base He noted, however, that the county has ' to . levy a tax at least every three years to main tain its tax base. The Medford budget commit tee discussed funds proposed for j reorganization of legal and . treasurer-recorder offices. Duff stated that he feels a full-time city attorney is neces sary for modernization and codi- : i ication of ordinances and revis ion of charter. j Secretarial Work Frank Farrell. the present ; city attorney, has expressed a desire to leave city service be cause of increased private busi ness, Duff said. The change would require additional secre tarial work, and employment of a receptionist has been proposed to handle city hall telephone calls and to handle typing to relieve a secretary. Also discussed was reorgani zation of the present treasurer recorder office into that of a fi nance department, which will effect a saving of more than $3,000 during the fiscal year 1956-57. Under the proposal Darell Huson would become finance director, and Miss Neva Sam uels, present recorder, would become assistant director. Hu on is now treasurer. The office of license collector would be eliminated when reorganization becomes effective. The committee also discussed possibilities of a 40-hour work week for city employees who now work 44 hours a week. Duff noted that at least two addition al policemen would be necessary. One patrolman eliminated from this year's budget has been add ed to the 1956-57 budget. Most other cities in Oregon of comparable size are on a 40 Tiour week basis. Duff said. The city has increased in area by about 34 per cent during the past year. Duff noted, and con sideration is being given the possibility of annexation of Berrydale and Grandview dis tricts. Another police beat four patrolmen and one car would be needed should the districts be annexed, he stated. Duff said that franchise rev enues, increased state funds, and a higher tax base would off set some the expense of provid ing service to the areas if an nexed. Items Requested . Several budget items, which were eliminated for fiscal year 1955-56 when voters rejected a levy more than the 6 per cent limitation, have been requested for next fiscal year. Duff noted. Among them are increased street lighting and funds for the plan ning commission. The committee said it will consider a capital improvement program for arterial streets and necessary storm sewers, to be financed over several years time, when the planning commission and city council take action to initiate the program. Fred Robinson was the only council member present at last night's meeting. The com mittee is made up of the city council and eight citizen mem bers, of which Stanley Stark is chairman. All but Stark, who is out of town, attended. School officials said the in creasing number of students whose families fled East Ger many, where Russian is a com pulsory school subject, caused the change. English is the first foreign language taught. Fori Clatsop Bill Reported Favorably Washington 0J.R) T h e Senate interior subcommittee on public lands yesterday reported favorably on a bill by Sen. I Richard L. Neuberger (D-Ore.) for preserving Fort Clatsop near Astoria, Ore., as a national mon-; ument. The bill calls for Interior. De partment study of the proposal to enshrine the present structure and location which marks the winter headquarters on the Ore gon coast of the Lewis and Clark expedition. Neuberger said the bill prob ably wouloVbe considered by the full Senate Interior committee within two weeks. The regular monthly meeting was held March 21 at the home of our leader, Mrs. Tronek. We looked at the projects some of the girls had finished.
