Government Hopes To Cut Transportation Costs With Car Pools Washington (U.R) The gov ernment is hoping to cut the rising cost of transportation by increasing automobile pools and by using newer, fewer and small er cars. A car pool program, probably to take effect this June or July,' was instituted bv executive and congressional order. Outlined by the General ser vices Administration, the plan calls for certain agencies to pool their cars. These cars would then be dispatched wherever needed. However, GSA said ths plan would be very flexible. It said many agencies will still have cars assigned to them for economical reasons. Some cars will also be dispersed over the city and not necessarily kept in a centrally located yard. Three Points Some cities with many agen cics also may rate a fleet of radio-dispatched vehicles. The GSA said costs could be reduced by this method. 1. The pools will use fewer cars. Each car costs the taxpapers $500 a year to keep up. 2. Cars will be newer. They will be sold before major repairs are needed. 3. Civil service employees will use smaller cars instead of the larger makes. This will save on initial cost and operation. Under the direction of the GSA, various departments have already reduced costs by putting a tentative pool plan in opera- tiori. An experimental interagency car pool here cut expenses by Oil-Rich Bahrein Claimed by Iran Tehran, Iran (U.R)Iran laid formal claim Saturday to the tiny oil-rich British protectorate of Bahrein as an "inseparable part of Iran." The action threat ened new headaches for Britain who is already involved in a bitter dispute with Greece over Cyprus. The Iranian action was dis closed by Foreign Minister Aligholi Ardelan at a news con ference. A few hours later Premier Hussein Ala announced that Shah Mohammed Reza Pahlevi and Queen Soraya will leave for a visit to Moscow on June 1. Officials said the Shah's ac ceptance of a long-standing in vitation followed the recent dis continuance of inflammatory broadcasts by radio Moscow. "Iran cannot remain inactive and silent any longer in view of recent events," Ardelan said. The foreign minister said the Iranian position toward Bahrein in the Persian gulf was made clear to British Foreign Secre tary Selwy Lloyd on his visit to Tehran last Month. Bahrein has been under British protection for more than 100 years. Officers Ordered Ou! of British Army Nicosia, Cyprus (U.R) A British Army court martial Sat urday cashiered two officers from the service for beating a Greek Cypriot prisoner with a length of chain. Elsewhere across this terror stricken island, Cypdiot turned on Cypriot. Extremist gunmen shot and killed one Cypriot Greek in a coffee shop at Plat anistassa, a village 32 miles southwest of Nicosia, the capital. Another was shot and seriously $500. 00& last year. Employees were urged to use a shuttle bus service, public transportation and taxicabs. Other Plans Other methods of tightening the purse strings are oftn plan ned by the GSA. Last year, a "drive less" campaign helped to save the government $11,000,000. Couriers drove 75,000,000 miles less than in the previous year. The saving was made despite an increase in gasoline prices. GSA also is continuously seek ing ways of reducing the govern ment's motor pool. The govern ment now owns 211,198 auto mobiles, trucks and jeeps. This total does not include any com bat vehicles. Of the total, 116,276 are oper ated by the Defense Department, 21,731 by the Post Office De partment, 21,467 by the Agri culture Department, 19,181 by the Interior Department, and 9,034 by the Atomic Energy Commission. Eden's friends say he has done a workmanlike job and his ene mies claim he has dithered. No body claims he has achieved Sir Winston Churchill's reputation for inspirational leadership but few seriously call him a failure. If the first year is the hardest, Eden must be glad. For after waiting 15 years to inherit the job, he has found it a bundle of trouble. His friends say it was simply the dice roll of history. His critics blame his crapshooting. Mixed Assessments These mixed assessments of the handsome Eden's first year as Britain's leader stem from the following blows -that have shaken this kingdom since Churchill stepped down and virtually out of sight last April April 5: 1. An optimistic, tax-cutting budget that helped Eden win the general election last May turned sour. An emergency budget had to be introduced in the autumn, raising taxes again. 2. Inflation that forced the budget revision staggered the economy. A remedial series of credit squeezs and spending cuts hit the purse of the workingman. The Labor party raged that it was too little, too late. The economic crisis continues. Polls show Eden's political strength has dropped. 3. Back bench Conservative members of Parliament who nev er would have dared defy wounded by extremists as he cycled through a street in the city of Famagusta. At the court martial in Nico sia, uaptams rvODin Jiinzee ana Gerald O Driscoll were ordered dismissed from the service for brutlaity toward a prisoner. Sen tence is subject to review by higher authorities. Both had denied the charges. Churchil started muttering against Eden's leadership in Jan uary, due largely to the econ omic crisis. There was a flurry of speculation that he would be ditched but Eden rode out the tempest. 4. Then things came unstuck in foreign affairs. Eden's special ty. Britain's backing of the Bagh dad pact backfired. Jordan wouldn't join and instead dis owned its foster mother, Britain, by expelling Gen. John Glubb Pasha. Egypt seemed to be shak ing the Bristish hold in the Mid east. Shooting started in the Cyprus colony and Eden deport ed Archbishop Makarios. It split Britain into angry factions with varying views on how to handle Active Hear Gaza Jerusalem, Israeli Sector ;U,R) Egyptian "suicide squads" invaded Israeli territory Satur day near the Gaza strip waste land in the fourth straight day of border warfare, Israel charged. The fighting also spread to the Syrian and Jordan iani borders. An Israeli military spokesman reported several Israelis killed or wounded by t h e Egyptian raiders who, Israel said, were spreading terror north of the bloody strip. A general alarm was sounded throughout the Is raeli western Negev desert. The report was the first one to mention infantry attacks in the sporadic fighting which each side accused the other of starting across the, C-aza demarcation line. The danger area spread beyond that of the past three days when artillery shelling killed at least 67 persons and wounded 108. Israeli army spokesman Col. Critics claim Eden's touch has been wooden in these crises. They accuse him of changing from thi timid to the belligerent without thinking things through. Yet Eden has hit peaks of popularity. The British people by and large' approved his trip to Washington to see President Eisenhower and the pleasant im pact of his speeches on Amer icans pleased most Britons. Nobody here believes that any thing short of a general calamity can unhorse him anytime soon. Vocal Approval for Tax Clause Measure Salem (U.R) A November ballot measure to allow the Leg-, islature to put the emergeny clause on tax measures in Ore gon received vocal approval by a group attending an all-day tax clinic Friday. William Bade, manager of Ore gon Tax Research, said the state could not expect to have a well planned tax program so long as "a small minority" could block the Legislature's laws until they came to a vote.
