Through a new interstate wage-combining agreement, base year wages earned in a state where a claimant fails to quali fy for benefits can be used in figuring the claimants' weekly and annual benefit amount. Formerly it was agreed between states that such earnings could be combined only when the claimant lacked enough wage credits to qualify for compensa tion in any state. Add benefit costs under the new plan will be pro-rated be tween the states involved in the combining. No additional charg es will be made against the Oregon employer as a result of the added benefits. Detroit Rated One of Best Cities for Negro Integration Texas Fireworks Expert Rejects Monaco Offer Dallas, Tex. IU.R) Art Briese,' fireworks expert for the State Fair of Texas, had to turn down an offer to put on a fire works display during the Grace Kelly-Prince Rainier wedding in Monaco. He said the budget, 2,000,000 francs ($5,780), was too low to stage the display on Monaco's royal pier. At that price, Briese said, he would wind up in the red. BRUNE United Press Correspondent Detroit CU.R) This city prob ably deserves to be rated the nation's best in the field of Negro integration. The Negro in Detroit has an air of prosperity. Wages are high here and the Negro gets a good share of well-paying jobs. Homes in many Negro areas are - expensive, neat and well kept. Negro children, most of them well-dressed, walk along the sidewalks with white chil dren en route to the same schools in mixed neighborhoods. There are Negroes in im portant public offices. Circuit Judge Wade McCree.is a Negro. So is Dr. Remus Robinson, a member of the Board of Educa tion. There are nine Negro state legislators and a Negro congress man, Rep. Charles C. Diggs Jr. Negroes work in the stores and banks. They drive many of the city's buses, sell stamps in the post office and deliver mail. They read meters in homes through the city, eat in the best restaurants and stay in the best hotels. There are public housing projects where Negroes and whites live together. UAW Big Factor The United Automobile Workers Union has been a big factor. It has fought against discrimination in the big car factories and other industries. It cannot dictate hiring and some companies resist hiring Negroes. The union's main success is in preventing discrimination once the Negro is on the jobs, in promotion and other matters. But Detroit is no perfect model of absorbing the Negro. The Negro here has problems, too. Housing appears to be the most serious. Negro leaders complain that public projects don't operate on a "first come, first serve basis." The battle to open the projects to Negroes had to be fought,, one by one. The latest was won just this month. In private homes Negroes still are segregated, in fact, into sec tions of the city. Racial cov enants are illegal but there are area "understandings" that white home oweners will not sell to Negroes. Such segregation has brought Train-Car Mishaps Reduced in Slate Salem (U.R) Deaths in train car accidents in Oregon last year decreased 69 per cent, even though the over-all reduction in total grade crossing accidents was very slight. State traffic division figures released today showed 297 train car accidents, killing five people and injuring 120 during the year. Only two of the state's major cities, Klamath Falls and Astoria, turned in clean records for grade crossing mishaps. Salem continued to hold its undisputed title as the Oregon city with the most grade-crossing accidents, surpassing even Port land, with 58 train-car accidents. Portland reported 41. Other cities reporting train car crashes, included: Albany, 5; Bend, 2; Corvallis, 5; Eugene, 11; Medford, 8; Pendleton, 8; and Springfield, 5. HealySees Buildup To Excessive Spending Portland (U.R) William Healy, candidate for the Repub lican nomination for secretary of state, said today the 45 per cent surtax on personal incomes in Oregon would build up another surplus which will start another cycle of excess government spending. Healy told a luncheon meet ing of the Multnomah chapter, Oregon Republican Club, that "we have been taxing business and industry out of the state." "And to top it all," he said, "we added a 45 per cent surtax to our high income tax. We are now on the way toward building a surplus. A surplus is an auto matic starting device for raids on the taxpayer by special interest groups." In fringe areas, Negro lead ers say there is evidence of sub terfuge to juggle the white Negro balance to keep some schools mostly Negro or white. Churches Desegregating They face segregation problem in most private hospitals, being forced into non-white wards. The churches in the area have slowly increased desegregation. There are some mixed congregations in Detroit; a few have Negro clergymen. There are Negroes on the po lice force, although none is as high as lieutenant. But there is substantial agree ment that the Negro has made big and rapid gains in Detroit particularly in the last 13 years. Because of his relative prosper ity, racial tensions are not high. The last big flareup came in June, 1943. Thirty were killed and 700 injured in race riots which lasted a week. Since then, there has been no major trouble. Things have changed and are still changing. Portland Woman Hurt By Burglar in Home Portland U.R) Miss Pau line M. Rossner, 72, was treated for face cuts after a burglar broke into her home, stole sev eral purses, struck her, and escaped with about $1 in change yesterday. Police said the prowler en tered the home through a window. Real Estate Broker . Exams Due Here May 16 Salem (U.R) Twenty-six real estate brokers and 174 salesmen passed recent examinations in Medford, Eugene, Salem and Portland, the State Real Estate Commission has announced. The next series of exams will be held in Medford, May 16; Eugene, May 19; Salem, May 21, and Portland, May 22.
