Helens Portland UR Arbitration of the 11-month old labor dis pute at Fir-Tex Corp, at St. Helens has been called by the State Board of Conciliation. The recommendation was contained in a report issued by the board based on hearings it held at St. Helens in February. The report was signed by two of the three members of the board, the member representing the public and one representing labor. The employer representa tive refused to sign. J. L. Jennings and H. H. Har rison approved the recommen dation for arbitration. Guy Haines abstained. The board has no authority to enforce its de cisions. The disputing parties must decide whether to accept or reject the recommendation. The two members of the board said in their report that the stalemate in talks at Fir-Tex was based on conditions for a return to work, not on the ori ginal strike issues. They doubted that further direct talks would be fruitful of a settlement. The report said "It is believed that the strike may continue for an indefinite period with at tendant losses to the parties as well as to the public." Fir-Tex has resumed partial operation with non-union employees. British Arrest Three Of Own Security Guards Nicosia, Cyprus '(U.R) Brit ain has arrested three of its own security guards on charges they mistreated Cypriots sus pected of underground anti-British violence. Officials refused to detail the charges or disclose the names of the men. But the arrests indi cated some of the soldiers had taken the new "get tough" policy too literally. Will Resume Full Operations by April 1 Los Angeles (U.R) Western Air Lines today was to resume partial operations after 74 days of being grounded because of a strike by 850 members of Broth erhood of Railway Clerks. The air line scheduled flights to Las Vegas and San Francisco and said it would resume full operations by Easter Sunday. Dewey said Wednesday that Vice President Richard M. Nixon is "qualified" for reelection be cause of his "extensive experi ence in government." Speaking at a Harvard Law School forum, Dewey said Nix on's success in cooperating with the presidential program as vice president "is so great that he never gets writeups in the news papers." This "lack of publicity," Dewey said, "is a sign of the har mony that exists between Presi dent Eisenhower and Nixon." Rail Passenger Loss Due Probe Washington 1U.P.) The Inter state Commerce Commission has launched a full scale investi gation to determine why Ameri can railroads continue to lose money on passenger travel. The investigation will cover passenger train deficits of all railroads under ICC jurisdiction. This deficit was estimated in 1954 at almost S700,000,000 a year. The annual loss is expect ed to be higher for 1955 when the figures are compiled. The ICC said the sweeping in quiry will cover comparative operating expenses of passenger and freight operations. Freight revenues on many railroads tra ditionally underwrite passenger service losses. State railroad regulatory com missions, the general public and "shippers and receivers of rail way freight, whose freight rates are now bearing a portion of a passenger deficit" will be in- First Russian Jet Liner Viewed in West London (U.R) Soviet Se cret Police Chief Ivan Serov arrived here yesterday on a non stop flight from Moscow in the first Soviet jet airliner ever shown west of the Iron Curtain. Serov, the successor to the executed Lavrenti P. Beria, came here to check the security arrangements for the 10-day visit starting April 18 of Soviet Premier Nikolai Bulganin and Communist party boss Nikita Khrushchev. Healy, candidate for the Repub lican nomination for secretary of state, has launched a write in campaign for Vice-President Richard M. Nixon in Oregon. In a letter to his own cam paign committee, Healy said, "I ask that you immediately ex pand our own organization in a serious effort to procure pledges for a write - in campaign for Richard M. Nixon for vice-president of the United States in the Oregon primary election on May 18. Healy claimed that "no vice president in the history of our nation has been given assign ments or responsibilities equal to those accepted uncomplain ingly by Nixon.
