Supreme Court Expected To Ease Order on School Desegregation Wednesday, March 21, 195S MEDFORD (OREGON) MAIL TRIBUNE SEVEN Washington OJ.R) Rep. Willfirn M. Colmer said today he believes the Supreme Court Will heed a "manifesto" signed by 101 congressmen and temper its order to carry out school seg regation. The Mississippi Democrat, in a United Press interview, said the court is a "political court" which is "influenced by public opinion." Colmer was a key sponsor of the recent manifesto which termed the court's school deseg regation order "a clear abuse of Portland Gas Users Face Rale Reduction Portland OJ.R) The Port land Gas and Coke company filed proposed rate . schedules with the State Public Utilities commission . yesterday which would amount to an average of about 17 per cent over-all reduction for the company's 83,000 customers. The propos ed rate decreases would go in effect with meter readings after November 1. Company spokesmen said that the cheapest block rate will be 10 cents per therm under the proposed schedules, one - third cheaper than that presently in effect. Business and industrial customers along with home owners who heat with gas would be able to reach the 10 cent per therm price for a part of their winter bills at least. The company estimated that the proposed rates would amount to a saving of $1,700, 000 a year for the 83,000 cus tomers presently on the lines. Present minimum monthly charges would remain in effect. judicial power." Ike Muffs Opportunity Colmer, who has served in Congress since 1932, also said that "If President Eisenhower had stayed off his agitation for integration, he would carry every state in the south" in this year's election. "Ike has muffed .his oppor tunity," Colmer said. Colmer said the Southern sol idarity illustrated by the mani festo shows what the south can do if its representatives stick together. He said if southern leaders unify at the coming Democratic convention "the south's voice would again be heard," and a civil rights plank could be blocked. "This is a golden opportunity for restoration of the two-thirds rule," he said. "That would mean a veto power on the plat form and certainly on the type of candidate nominated for president." Democrats Need South "Those in charge of the Dem ocratic party today realize they cannot win without the south, Mr. Truman to the contrary notwithstanding," Colmer said. The two-thirds rule, by which a two-thirds vote is required for nomination, was abandoned at the 1936 convention. Asked whether a strong stand for the southerners on civil rights, while northern Demo crats are hard-pressed to woo Negro votes from the Republi cans, would mean a party split, Colmer replied: "I am more interested in the south than I am in any party." Contract Authorized For Haystack Dam Washington OJ.R) The Bureau of Reclamation has au thorized a 5721,802 contract for construction of Haystack dam and reservoir in- Oregon, Inter ior Secretary Douglas McKay announced yesterday. The dam is one of the prin cipal projects of the north unit of the Deschutes irrigation pro ject in central Oregon. The contract will go to the R. A. Heintz Construction Co., Port land, Ore., which submitted the low bid. The Haystack dam and reser voir will cost an estimated $1, 600,000 when completed. It is needed to make more efficient use of irrigation water which comes from Wickiup reservoir located 100 miles upstream from Culver, Ore., McKay said. Ashland Boy Reported Missing Is Located Ashland Ronald Keith Ful ler, 14-year-old son of Mr. and Mrs. Frank Fuller, 600 Liberty st., was located in Ashland Mon day evening after being reported missing from his home since Saturday, city police said. Ronald claimed he failed to go home Saturday because he was late and feared punishment. Officers reported the boy had stayed in the broom closet of an apartment house for two nights and ate candy and carrots he found in a refrigerator.
