The federal government limits its civil defense role largely to planning. It says cities and states must bear the main responsibility. But federal planning has lagged be hind weapons. Now a new threat looms the intercontinental missile. A House subcommittee investigating civil defense has been quizzing scien tists, officials, military leaders. The hearings have received only piece meal notice The following dispatch reports what some scientific and technical men think about the state of civil defense in America. By JOHN L. MYLER . United Press Correspondent Washington 'U.R) A sci entific and professional group hired by the Civil Defense ad ministration (CDA) has come up with a finding: CDA is a flop. The verdict was that America has no real civil defense. Its peo ple, cities, and industries, its very government, are wide-open to atomic destruction. CDA is a boondoggle. Congress and the executive department are drag ging their feet. The group, known as the Advisory Committee on Civil Defense, was created a couple of years aso by the National Academy 8i Sciences and the National Research council. Committee Named The committee is headed by Merle A. Tuva, 54, a distinguish ed physicist who played key roles in developing the atomic bomb and the proximity fuse. He is chief of the terrestrial magnetism department of the Carnegie Institution of Washing ton. , Technical director of the com mittee is Willard Bascom, 38, a research engineer on leave from the University of California at Berkeley. He is a veteran of U. S. nuclear weapons tests. The public might never have learned what Tuve and Bascom think about the state of civil de fense in America had they not been ordered to talk. They con sidered themselves to have a "confidential" relationship with ! the CDA. Their orders to talk were in the form of "friendly subpeon as" issued by a House govern ment operations subcommittee investigating civil defense. What they said didn't get much at tention at the time. They testi fied Feb 8. That was the 'day Connie Mack died. It also was the day President Eisenhower said he would announce his run-or-not decision by March 1. . But they said plenty: Lack Conception Tuve: Civil Defense .Admin istrator Val Peterson "is a de voted public servant . . . but he and his top lieutenants seem to have rio conception of what should constitute an acceptable performance by their organization." National Republican Chairman Leonard Hall on whether he thought the Democrats would make President Eisenhower's health an election issue: "If they do, they will regret it. In 1944, the Republicans con sidered the same possibility, but decided if they made President Roosevelt's health an issue it would cost votes." Kansas City Mo. National Democratic Chairman Paul Butler at the same news conference (with President Roy Roberts of the Kansas City Star): "The Democrats are not making the President's health an issue. The President made his health an issue himself. H is a matter of vital interest to the American people and it will enter the campaign." Palm Beach, Fla. International socialite Audrey Emery, mar ried twice previously to royalty, denying that she will marry Prince Pierre, father of Prince Rainier III of Monaco: "Naturally I saw him (Prince Pierre) while he was here; we're old friends. That doesn't mean we're going to be married." Amman, Jordan King Hussein of Jordan in an interview with United Press staffer George Bilar on why he fired Lt. Gen. John Glubb as head of Jordan's famed Arab Legion: "Glubb remained deaf to my repeated orders. I lost faith in Glubb's judgment and loyalty to Jordan." Washington President Eisenhower to 1,500 wildly cheering Republican women in a surprise visit to the Republican Women's National conference: "If a political party does not have its foundation in the deter mination to advance the cause that is right, that is moral, then it is not a party but merely a conspiracy ... to seize power." Washington Sen. Henry M. Jackson (D.-Wash.) on an adminis tration order that Pentagon employees refrain from testifying about strategic trade between Russia and this country's allies: "This is not national security, but a national coverup." Washington Sen. Joseph R. McCarthy (R.-Wis.) on the same subject: "Right now I'm beginning to look back on the good old days of Harry Truman." Bascom: " "The public can scarcely be expected to have confidence in the present lead ership when they turn to Wash ington and see that Congress does not provide for its own protection . . . the executive branch . . . continues to build its buildings and let contracts in critical target areas . . ." Both men feel the biggest de fect is the theory that civil de fense is a state and local prob lem. H-bomb blast and fallout do not stop short at city, coun ty, or state lines. "The federal government," Bascom said "is clearly respon sible." Tuve said a good defense could be established for $4 to $7,000,000,000 spread out over 10 years. He said 80 per cent of casualties and deaths could be "avoided' 'and national sur vival assured. Last year the CDA was per mitted to spend $69,000,000 most of it "ineffectively," ac cording to Tuve. This year it is asking $125,000,000. Hurricane Strikes Brazil Cocoa Port Ilheus, Brazil (U.R) A hurricane struck this chief Bra zilian cocoa port of 25,000 pop ulation Tuesday causing heavy damage. Police said more than 600 houses crumbled, and streets and cocoa depots were flooded. There were no reports of casualties. Highway 30 Blocked By Truck Accident La Grande (U.R) Traffic was blocked for miles on High way 30 yesterday when a Safeway grocery truck skidded, jack-knifed and caught fire near here. The highway was blocked for two- and- a- half hours while wreckage of the truck and trailer was removed. Driver was Chester Nickerson, 44, Bea erton. He was not hurt. Democrals Seek Life For School Measure Washington (U.R) Seven House Democrats today tried to breath life into the $1,600,000, 000 school construction bill. The seven congressmen urged President Eisenhower to declare he would deny federal aid to segregated schools. The congressmen hoped the presidential commitment would cause backers of a proposed anti-segregation amendment to the school bill to drop it.
