Symington said a major goal will be to de termine whether under present policies "the United States and its allies could survive a sud den all-out atomic attack and be able in turn to rise up and destroy the attackers." High Priority The question undoubtedly has high priority on the agenda -of Adm. Arthur W. Bradford, chair man, and other 'members of the joint chiefs in their Puerto Rico discussions. Symington's sub committee, as well as' Wilson, will be looking to them for some expert answers. Wilson disclosed on Jan. 12 that he had requested the mili tary chiefs "to make a com plete and careful evaluation of the size, nature and composition United Press Correspondent Washington :u.R; America's military chiefs are working on new defense strategy in the se clusion of a comfortable Puerto Rican air base, far from the din and controversies of Washing ton. A major item of business is the chief's order from Wilson to take a detailed "new look" at armed forces that will be needed in the coming three years. - In the background are chang ing Russian economic and mili tary policies, and increasing threats from Soviet technologi cal progress in such fields as guided missiles and long-range air power. concern over the threats had led to a Senate investigation headed by Sen. Dental Association Urges Fluoridation Portland (U.R) The Oregon State Dental Association today urjjSd that communities go ahead with plans for fluoridation of water supplies as soon as pos sible. The association, in the strong' est stand it has taken on the is sue to date, made the statement in its first official action follow ing State Supreme Court de cision upholding the right of communities to add the chemical to municipal water supplies. We recognize that the addi tion of these compounds reduces decay 40 to 65 per cent and there is nothing that has come along which can compare to any extent with this procedure," Dr. J. War ner Henderson, president of the group, said. The association opened its 63rd annual convention here yes terday. Dr. Paul W. Kunkel Sr., Port land, newly-elected president elect who will take office in 1957, pointed out that medical pioneers and authorities in near ly every field have been ham pered by lack of public accept ance of new programs. He men tioned vaccinations and chlori nation of water as examples. Dr. Kunkel said, "Fluoride has no odor, taste or unpleasant fea- tiii. This is not a -drug. It's a food element." Thornton Points To Career Plan Salem (U.R) Attorney Gen eral Robert Y. Thornton said last night that public confidence in the impartiality of the attorney (general's office could be assured only if appointments were made under a career plan such as the one now in force. Thornton reviewed his admin istration as attorney general in a speech to the department of justice bar association here. ' ' He listed the main objectives of his office as providing clear and understandable ballot titles on measures voted by the people, cracking down on public welfare f faud and non:support cases, and cooperating with local and state police and prosecutors in crack- ing down on prostitution. A further objective, Thornton aid, was establishment of a non political career system for the appointment and prornotion of attorneys in all state depart . ments, boards and commissions. He expressed vigorous opposi tion to a proposal made during the 1955 Legislature that the at torney general be appointed by the governor instead of being elected by the people, as he has been since 1892. Tompkins said today. The head of the . Justice de partment's Internal Security di vision said volunteer defense of LCommunist leaders by local bar asociations is helping the party in one of its "new look" drives, the attempt to undermine the Smith act. Other New Drives Other new drives by the party include renewed efforts to in filtrate "intellectual . groups, organization of smaller but more numerous "front" groups and a campaign to gain accept ance as a legitimate American political party. . "The basic aim of the party remains - the same," Tompkins said. "That is the overthrow of the U.S. government by any means available." A number of bar associations have been "dupes" in the Com munist drive to discredit the Smith act through offering their legal services to defend so called second - string Commu nists, Tompkins said. He cited the Cleveland Bar association which took up a col lection to defend 10 Smith act defendants. Four of the defend ants recently were acquitted, while the others were onvicted. The Smith act prohibits advo cating the overthrow of the gov ernment by force and violence. It has been the government's cliief legal weapon against Com munist leaders. "The bar associations that lend their support to' this move are themselves dupes of Commu nist party strategy. And an indi cation of the effectiveness of Communist party propaganda is the fact that many of the per sons challenging the Smith act sincerely believe they are de fending civil rights,". Thompkins said. Chest X-Ray Clinic Open Tomorrow Night The chest x-ray clinic at Sac red Heart hospital will be open between 7 and 9 p.m. to morrow as well as Thursday afternoon this week, L. O.
