Space Travel May Cause Hair To Turn Gray; Stay-Behinds May Age Faster San Francisco (U.R) Space travelers may get grayer ,hair than people who stay on earth, but they probably won't age so fast That's what a couple of scien tists told a University of Cali fornia, symposium on space prob lems the other night. "For all that any scientist Joint Session Hears Gronchi Washington U.R) g Italian President Giovanni Gronchi ad dresses a joint session of -Congress today in one of the high lights of his historic goodwill visit to the United States. He was expected to outline his views on world problems and stress the importance of Italian-American relations to the free world. The 68-year-old Italian chief of state will be guest of honor at' a dinner given tonight by Secretary of State John Foster Dulles. - Gronchi, first Italian chief of state ever to visit the United States, conferred Tuesday with President Eisenhower. The, two stressed the importance of the North Atlantic Treaty Organi zation and discussed ways to strengthen it. Gronchi. expects to have a second meeting with Mr. Eisen hower before leaving Washing ton but no time for it has been set yet. At that conference, the outspoken Gronchi likely will have some suggestions about what the United States can do to encourage European integra tion, one of the key goals of American foreign policy. Grey Hair Likely But Dr. Herman B. Chase of Brown University warned that space travelers may return, with slightly grayer hair "and even possibly the loss of an occasional hair follicle." He based his prediction on a study of rate sent up to 95,000 feet in a balloon. He said cosmic ray radiation caused their fur to become gray or spotted with white. Space flight can cause a "minor increase" in greying of hair, Chase concluded, but whether more 'serious damage occurs and can be detected "is still in question." (Special) Every year, Congress must enact 13 regular , annual appro priation bills plus two or three suppi emental appropriation bills. There is usually at least one measure called, an urgent deficiency appropriation bill. While this session of Congress has not handled, much other Jeg islation thus far, it has made an all time record for speed in get ting out the first' of the regular1 money bills. The House has passed two and sent them to the Senate. Before, this letter ap pears in print, another will have been acted upon. Already pass ed are the "Treasury-Post Of fice" bill, and the one for the "Department of Interior and Re lated Agencies." Next will be a catch-all bill called "General Government Matters" which will be followed in a few days by bills for Health Education, and Welfare Department and for the so-called "Independent Offices" which bill includes money for the ' numerous gov ernment commissions such as the Interstate Commerce Com mission and the Federal Com- i munications Commission. Several items in the bill for the Department of Interior and related agencies are of partic ular interest to us. That bill pro vides money for the Forest Ser vice and for the Bureau of Land Management (O&C Administra tion), Some substantial increas es were given the Forest Ser vice. An additional $1,600,000 is provided for preparing timber sales; $470,000 more will step, up care of camp grounds and $465s250 more will provide im provements on the Forests. The bill included the full authoriza tion of $24,000,000 for Forest Service "access roads, and $4, 460,000 for access roads on O&C lands. It should be noted, however, that the access road money for the O&C lands is really not a Federal appropriation at all. It is money which the counties are entitled to receive under the O&C law but which they have agreed should be . spent for ac cess roads so that the proper' level of timber harvest on the lands can be maintained. , At. long last, the necessity for a good construction program for forest timber access roads is be coming recognized both by; the members of the Appropriations committee and by the Commit tee, on Highways. The first big "break threugh" was in the Highvay Act of 1954 when the authorization for such roads was increased to $24,000,000 and made on a three year basis. That sum has actually been ap-j propriated each of the three years. The 1954 authorization j has now run out. It will be nec- j essary to have an access roads ! authorizing section jn the big highway construction bill which will be up for final considera tion soon. I have discussed the timber access road problem with the chairman of the Highways sub committee and have written all members of that committee setting forth my views. I guess I am not much of a politician, because in attempting to work this problem: out with the Com mittee, I have used. sound rea sonable' figures as worked out by the Forest Service. In other words, a careful survey reveals that $25,000,000 a year for five years will provide roads enough to bring the forest cut up to the sustained; yield capacity. That is about the amount of money that can be efficiently expend ed. So that is my recommendation.
