Failure To Consult Congress on
Arabia Tank Deaf Brings Charges
Washington - (U.R) Officials government reversed its earlier
today were privately disturbed ' order to indefinitely halt the
by Democratic charges that ad
ministration failure to consult
Congress on the Saudi Arabian
tank deal would weaken bipar
tisanship in foreign policy mat
ters,
Chairman James .P. Richards
(D-S.C.) of the House Foreign
Affairs' Committee Monday night
accused the administration of
treating the House like a "weak-
minded illegitimate son" on for
eign policy matters in general.
He mentioned the tank deal in
particular.
Another Illustration
Earlier, Sen. Herbert H. Leh
man (D-N.Y.) angrily told the
Senate the tank deal "is but
another illustration of the con
sistent policy of the administra
tion of failing indeed of refus
ingto take the public into its
confidence."
The State Department , de
clined to comment. Officials
claimed that Secretary of State
John Foster Dulles has Consist
ently trigd to keep congressional
leaders informed on foreign de
velopments but conceded . that
neither Senate nor House lead
ers were .advised about the
tanks. " : '
The 18 light U.S. tanks bound
for Saudi Arabia left New York
by ship Monday. The ship's de
parture was allowed after the
shipment of any arms to the un
settled Middle East.
Officials feared the sharp con
gressional reaction to the tank

. The fraternities, Phi Sigma
"Kappa and Delta Upsilon, were
banned from engaging in any
campus social activities as an
organization for the remainder
of the school year.
School officials said Phi Sigma
Kappa was put on social proba
tion because members had hit a
student with a paddle during a
pre-initiation ceremony,, causing
an aggravation of a physical con
dition. The incident occurred
Jan. 27 and the student required
medical attention at the college
infirmary the following day, au

deal might result in a stiffening
attitude to administration for
eign policy proposals.
Senate Said Favored
Richards accused the adminis
tration of favoring Senate lead
ers when it does consult Con
gress about important foreign
policy matters.
"Evidently, the State Depart
ment thinks we in the House
are kids and the Senate is grown
up," the South Carolina Demo
crat said. "The department
pitches a crumb over this way
only once" in a while.". . . - . 1
He warned the administration
would learn "the viewpoint of
the House is just as important
as that of the Senate" when
administration bills reach the
House floor.
Both Lehman and Richards
demanded a complete investiga
tion of the tank deal by the
Senate Foreign Relations Com
mittee. Sen. Walter F. George
(D-Ga.), Foreign Relations Com
mittee chairman, said the com
mittee plans tentatively to ques
tion Dulles Friday about the
tanks. ..
