By Jimmy Hatlo Jet Pilot Killed In Crash of Plane Moraga, Calif. (U.R) Ens, Patrick Edward Harwood, 21, of Alameda, Calif., was killed yes terday when his F7U Cutlass jet fighter crashed and burned near here. . Firemen attempting to quench the furious flames were driven back by exploding ammunition which sprayed the area. Navy, Marine and Contra Costa county sheriff's officials posted barri cades to keep, curious throngs from the danger area. ' The crash was the third involv ing a military plane east of San Francisco . in four days and brought the death toll to 45. It occurred about 20 miles from where a Marine transport crashed Friday, killing 40,. and about 30 miles from where a B52 Stratojet went down Thurs day killing four. Harwood, a reserve pilot on active duty, was en route to the Naval Auxiliary Air Station at Fallon, Nev., for target practice, when the rash occurred. He was based at Alameda Naval Air Station. A key Democrat Chairman Carl Vinson (Ga.) of the House Armed Services committee predicted quick approval of the measure. . ' The bill would revoke . the present blanket authority which allows the armed services to ig nore competitive bid require ments . in purchasing military goods during a national emer gency declared by the Presi dent. ' The administration still is us ing former President Truman's 1950 Korean emergency decla ration as authority for its wide spread use of negotiated con tracts. . The bill would repeal this authority and provide a blanket waiver only in case of an emergency proclaimed by Congress. 1 Vinson accused the adminis tration of a "shocking abuse of this authority.", He said it has led the Pentagon to virtually abandon competitive bids in fa vor of secret, negotiated pur chases. gal Mexican Entries Investigated Washington . (U.R) Chair man Francis E. Walter of the House Immigration Subcommit tee said yesterday he has ordered a "full and thorough investiga tion" of a move to provide Mexi can immigrants with false docu ments to get them permanent U. S. visas. The Pennsylvania Democrat called the move a "widespread conspiracy." He said he has called upon the State and Justice departments and intends to ask the Mexican government to co operate in the inquiry. He estimated . that 1,000,000 Mexican immigrants a year are coming into the United States. Walter said he has evidence that "this invasion is facilitated by the operations of professional peddlers' of 'affidavits of sup port', of letters offering non-existent employment and other false documentation."
