W ilson better shot in the arm for the Ameri can economy, It is more like a built-in boom. T h money in volved would run a good- sized war for c o n s i derable time. It is roughly $51,000,000,' 000 to be spent over a 13-year period. Approximately $36,000,' 000,000 would be put up by the federal government, the rest by the states. The dispute on financing some of these road projects ended when President Eisenhower Low Bids of Kalian Firm Are Rejected Washington (U.R) The In terior Department yesterday re jected low bids from an Italian firm to install equipment in two federal power projects. - Secretary of Interior Douglas McKay said the Italian firm of Stabilimenti Elettro,-Meccanici Rinuniti, of Genoa, submitted the lowest bids received for in stalling equipment in the Eoza Power Plant of the Yakima, Wash., Project and the Deer Creek Power Plant of the Provo River Project in Utah: Its bid for the Roza Project was $124,000, and its bid for the Deer Creek Project was $124,489. McKay said the State Depart ment reported that the labor force of the Italian firm is domi nated by the Communist con trolled Italian Labor Union, CGIL. McKay acted under an execu tive order by President Eisen hower on Dec. 17, 1954, giving executive agencies the power to reject bids when the national Interest is involved. The apparent low domestic bidder for the Roza hydraulic turbine is the Baldwin Lima Hamilton Corp.,- Philadelphia. Its bid was $222,000. Apparent low domestic bidder for two generators for the Deer Creek power plant was the Elliott Co. of Jeannette, Pa., for $145,402. ARTICLES FILED . Salem U.R) Articles of in corporation were filed here yes terday for Bachelor Butte, Inc., Bend, with capitalization , listed at $7,500. They were signed by Gene Gillis, Carl Backstrom and Alvin J. Gray. Articles also were filed 'for Lakeview Lumber Products Co., Bend. They were signed by H. H. DeArmond", Alva Goodrich and Robert H. Foley. withdrew his request that spe cial new bonds be issued. He accepted Democratic ; proposals to lay heavy new taxes on motor ists gasoline, tires and such. The roads project has a green Program light now and a good chance to be enacted at this session. The proposed new taxes would raise $10,000,000,000 to $12, 000,000,000 over a period of 13 years in the form in which the Chance f Being Enacted ESI House Ways & Means Commit tee is expected to propose them. But the overall hike in federal road spending is expected to be around $23,000,000,000. . Missile Program May Be Increased Washington (U.R) Defense leaders are preparing drastic ac tions to speed ballistic missile development and pump more life into the military reserve program. About 100,000 draftees may be released from the Army six months before ending their two year stints so they can join re serve units and use their 'exper ience to step up training. Jf the plan now being studied is adopt ed, present draft calls of 6000 a month for the regular' Army may be doubled. . In the guided missiles field, where the Russian challenge ad mittedly is grave, a "czar" soon will be named by Defense Secre tary Charles E. Wilson with un precedented power to push robot weapons development and pro duction. Wilson unfolded the twin de fense moves at" a news confer ence late yesterday in the wake of congressional criticism of both the missile' and reserve man power programs. Sen. Henry M. Jackson, (D Wash.), a constant critic of mis sile progress; today applauded the decision to appoint a "czar" but contested a Wilson claim that all; possible ifbeing done to develop intercontinental and 1500-mile range automatic weap ons. Stevenson's campaign manager says President Eisen hower had decided before his heart attack that he would not seek reelection. Finnegan did not give the source of his information. Stevenson can defeat any Re publican candidate in the No vember election, Finnegan said. He said however, that Vice President Richard M. Nixon would not be the "pushover some Democrats seem to think" if he is the GOP candidate. Project Bids Opened Buffalo, N. Y. (U.R) The Willamette Iron and Steel-Co. of Portland, Ore., was the appar ent low bidder for the latest St. Lawrence seaway project con tract, it was announced today by the Buffalo District, U. S. Corps of Engineers. The Portland firm bid $834, 340 to supply wire rope fenders for installation along canal sec tions of the seaway. It will be spread around by payrolls throughout the states. It is a major spending program which should be an im portant protection against -recession, unemployment and hu man want. . Proposed is 40,000 miles of an interstate highway system. , Some of this money would have been spent, anyway, on regular programs. But Congress and the President are acutely aware of the death, accident and property loss toll which inade quate highways now extort from motor-minded America. All con cerned agreed that road building must be stepped up. Stymied By Dispute - The big project was stymied in Congress last year by the dis pute over finances. . House Re publican Leader Joseph W. Mar tin Jr. moved to get action by accepting the political fact that the Democrats controlled Con gress and would not agree to Mr. Eisenhower's bonds. Mr. Eisenhower accepted Mar tin's advice and accepted . the new tax proposal. Levying of taxes in an election year is un usual. Both parties would like to avoid it.
