Averell Harriman announced last night he will not allow his name to be entered in any pres idential primaries without his consent. It was the first statement by the New York State governor on whether he would test his voter popularity with avowed presidential Democratic candi dates Adlai E. Stevenson and Sen. Estes Kefauver. Not 'Active Candidate' Harriman, who admitted he is the "favorite son" of New York ' - State's 98-vote key delegation, again said he was not "an active candidate" for the Democratic nomination. He predicted that the Demo- : crats will recapture the White House this November against any Republic candidates, includ- ,, ing President Eisenhower and Vice-President Richard Nixon and Chief Justice Earl Warren. The governor's announced re fusal to enter any primaries was interpreted by some observers as an apparent campaign strategy to stay on the sidelines until Democratic party leaders and voters test the popularity of Stevenson and Kefauver. One Previous Entry Harriman has entered only one primary previously, that in 1952 when in the District of Co lumbia he defeated presidential aspirant Kefauver of Tennessee handily, 14,075 votes to 3,377. The governor's statement was made at a news conference at the Fairmont hotel in San Francisco last night. Harriman arrived in California yesterday for a two day speaking tour in San Fran cisco and Los Angeles. US Said Seeking Armaments Race End Washington (U.R) An admin istration official said last night the United States will make every effort to reach a "sound agreement" with Russia for end ing the armaments race. Harold E. Stassen, presidential disarmament adviser, said a "se cure method, assured by inspec tion, must be found to end the competitive buildup of greater and greater armaments." In an address to the Women's Forum on National Security, Stassen said the United States "will make a renewed and per sistent effort" this year "to reach . . . a sound agreement for the future limitation of armament in the interests of a continuing peace." PARKING DIFFICULTY Omaha (U.R) Some 70 work ers walked off their jobs at the Swift and Co. packing plant here when two employes were fired for fighting over a parking place. MESH BAG Km Truman Did It, Knowland Claims In Backing Remark Washington (U.R) Repub licans today countered Democra tice criticism of Secretafy ' of State John Foster Dulles' "brink of war" policy with the argu ment: "Truman did it, too." Senate Republican Leader William F. Knowland said Dul les' policy was nothing new. He said the Truman administration followed a policy taking a "cal culated risk" on war in at least two instances fighting the Berlin blockade and warning Yugoslavia to stay out of north ern Italy. Dulles Defended President Eisenhower entered the international debate for the first time with a defense of Dul les at his news conference today. The Dulles policy statement which first appeared in a mag azine interview last week was rapidly becoming a fnajor election-year issue. Dulles 'said the United States has avoided war three times since 1953 by daring to go to its brink during cris es over the Korean armistice, Formosa and Indochina. Defended by Knowland Knowland, occasionally criti cal of administration foreign pol icy, strongly defended Dulles' Wednesday in a Senate speech. He said he hoped "we shall do nothing to undermine the courageous policies of strength which deter war by making known to a potential aggressor in advance that he will lose more than he will gain." Sen. George H. Bender (R Ohio), charged that events lead ing the nation to the "brink of war'' in Korea, Indochina and Formosa were "direct results of the Truman administration." Ex-Convict Held In Kidnap-Assault Of Arizona Girl Mesa, Ariz. (U.R) A 83-year-old ex-convict who said he blacked out after picking up a child in his stolen auto was held today for investigation in the kidnap, assault of a seven-year-old girl. Wayne V. Taylor was arrest ed by sheriff's deputies yester day as he hid in brush about a mile from where blonde Carla Hixon was found unconscious in a desert wash. The girl disap peared Tuesday afternoon. She had been beaten brutally about the head and apparently molest ed sexually. Drinking Blamed' Taylor, in a statement to Maricopa County Attorney Wil liam Mahoney, admitted stealing a car and then picking up a little girl. He said he had been drink ing and did not remember what happened after the girl got into the car. When he awakened yesterday, Taylor said the girl was gone. The car was abandoned on a desert road near the spot where the girl was found lying in the wash underneath some mesquite bushes. After she regained conscious ness, Carla told deputies a man forced her into his car when she refused his offer of a ride to her home. . Eyes Blackened The girl's eyes were blacken ed and Dr. W. B. Patterson said she apparently suffered a frac tured skull when beaten by a blunt object. It was "more than likely" the girl was in the wash throughout the night, Patterson said. The child disappeared shortly after she got off a school bus about a quarter-mile from her home in a rural area six miles northeast of Mesa. Hillsboro Airport Scanned by Service Team Portland (U.R) The joint Air Force-Navy team investigating sites for construction of a new airport in the Portland area spent most of yesterday inspect ing the Hillsboro airport. The Hillsboro facilities were the first on the list of sites to be explored by the team headed by Col. W. IL Banks rom Air Force j headquarters in Washington. The group plans to inspect other possible sites in the area for the next two weeks. Juneau Storage Building Damaged by Roaring Fire Juneau, Alaska (U.R) A i spectacular fire fed by oil-soaked fishing gear roared through the Juneau cold storage build ing here Tuesday causing about Sl.500,000 damage.
