Best Sunday, December 25, 1955 MEDFORD (6REG6N) MAIL TRIBtJNE SEVEN Clash Results Over Rules Governing Oil, Gas Leases Washington U.R) Interior Secretary Douglas McKay and a conservation organization have clashed over new federal regu lations governing oil and gas leasing in U. S. wild life refuges. In its weekly publication, the Wild-Life Management Institute said the new rules mean that "practically all of the 264 na tional wild life refuges were thrown open to oil and gas leas ing." In a telephoned reply from his home in Salem, Ore., McKay said Friday he is "amazed at the unfounded charges." He noted that Dr. Ira N. Gab rielson of the institute served on an advisory committee which unanimously approved the new sense of humor: Springer Span iel. Opposes Leases Gabrielson told a reporter his organization opposes oil or gas leasing on wild life refuges ex cept by presidential executive order. He said he thought such an order would be issued before any leases actually were granted But he said that the first lease already has been granted to the j Frankfort Oil Co., Bartlesville. j Okla., to develop oil on 12,000 acres of the Lacassine Refuge in Louisiana. An Interior Department spokesman said that under the law, a presidential order is not necessary except- for leases in volving uranium and other fis sionable materials. Sen. Wayne Morse (D-Ore.) also attacked McKay, asserting he has added the oil companies to his "list of big business re cipients." "The hypocrisy of this order which closes off 12 of these refuges to oil drilling is patent," Morse said "when the record shows that none of these had ever been opened to such activ ity in the first place. The State Department said the agreement was continued for one-year with no changes. It had been scheduled to expire at the end of this year.
