The fire, the same as recom mended by a Presidential Emer gency Board Dec. 12, will be retroactive to Dec. 1, a railroad spokesman said. The agreement was announced last night. The railroads also agreed to pay the cost of a hospital and medical benefit plan now in effect, up to S6.80 per month per employee. WHOLE OR FULL SHANK HALF 0 Congress Can Order Hells Canyon Dam Washington (U.R) Congress can order a federal dam in Hells Canyon even though the Federal Power Commission has issued licenses for construction of three private dams there,, the Legisla ture Reference Service said to day. Congress would have the same power even if the FPC decision were upheld in the courts, the service's legal opinion said. However the service said dam ages probably would have to be paid to the private power com pany involved. The opinion was requested by Rep. Clair Engle (D-Calif.) chair man of the House Interior Com mittee. He said a bill to author ize a federal Hells Canyon dam has subcommittee approval and now is before his full commit tee. The committee released the opinion. Three Escape Unhurt In Forced Landing Duluth, Minn. (U.R) Three TJ. S. Air Force officers escaped unhurt last night when their plane was forced down near Graham, Ont., while returning to Minneapolis after a special religious mission to a remote radar station. First reports indicated the C45 plane landed safely either on a frozen lake or in a'pasture 7V4 miles west of Graham, north of Port Arthur-Fort William. The three officers -were to be returned to the twin cities by railroad handcar and planes of the Royal Canadian Air Force and U. S. Air Force. The men aboard the plane were identified by the 31st Air Division as Capt. Hal W. Burch, 31, Omaha, Neb., the pilot; Maj. Ellis ' Ira Veatch, 47, Drake, N. D., division chaplain, and Capt. Dorsey L. Stover, 32, East Beckley, W. Va., base operations officer. . when the new payments go into effect, the rail spokesman said. The non-operating employees include such workers as clerks, telegraphers and maintenance men who do not operate trains. Their original demands included a 25-cent per hour wage hike. Bible's Plan Washington (U.R) Republi can hopes of regaining control of the Senate were jolted today by news from Ohio that offset a re cent jolt Democratic Uiopes re ceived from Nevada. The bad news for the Republi cans came in. Wednesday night's announcement that Democratic Gov. Frank J. Lausche of Ohio will run next year for the Senate seat now held by Sen. George H. Bender. Great Veie Getter Although party regulars view Lausche as a maverick, he has been the greatest Democratic vote getter in Ohio in many years. . He easily won reelection to the governorship in 1952 while Pres ident Eisenhower carried the state by 500,000. Bender won his Senate seat by a margin of about 6,000 votes in 1954 to serve the final two years of the term of the late Sen. Robert A. Taft. Despite Bender's victory, the Democrats in 1954 recaptured control of the Senate by the narrow margin of 49 to 47. Although control of Congress usually goes to the party win ning the presidency, the GOP can act on no such assumption in 1956. Most of the democratic seats at stake next year are in "safe" Democratic . states. The Republicans have proportionally more seats at stake in the closely-divided states than the Demo crats. Blow to Democrats The Democrats suffered a similar- blow recently when Sen. Alan Bible (D-Nev.) announced he would not seek reelection next year. He was considered a strong candidate in a state where the GOP has shown in creased strength in the last decade. Bender responded to Lausche's announcement by citing his rec ord of support for the Eisenhow er administration. He said he would campaign in every Ohio county "to retain for President Eisenhower and his program the Senate seat which may be cru cial to the success of America in the years directly before us." Referring to Lausche's reputa tion as an independent. Bender snid there is "no seat in the middle of the aisle in the Sen ate . . . you are either a Repub lican or a Democrat." Pilots Continue To Fly Western Planes Chicago (U.R) Pilots con tinued to fly Western Airlines planes today while union, com pany, and government repre sentatives tried to decide on a place to hold contract talks. The airline officials failed to show up yesterday at a sched uled meeting here and Chair man Leverett Edwards of the National Mediation Board noti fied the company it is "your duty" to accept a mediation offer. The Air Line Pilots Assn. had been scheduled to strike against the airline yesterday, but post poned the : walkout to accept Edwards' offer of mediation. The airline serves 45 cities in 12 Western states. Western said it did not under stand terms of the strike post ponement and wanted the meet ings held in Los Angeles, where company executives were nego tiating with the Brotherhood of Railway Clerks. Salem (U,R) A judgment re covered by Dale M. Pfeifer for himself and 28 other employees of Lowes Lumber Co. for vaca tion pay claimed due for 1952 was reversed by the Oregon Su preme Court yesterday with di rections to the Clackamas county Circuit Court of Judge P. K. Hammond to dismiss the action. LOW IN PRICE Automatic Signal Saves Lives of Two Portland (U.R) An automatic block signal system today saved the lives of two Portland men trapped inside a car that pan caked on its top across the Un ion Pacific tracks in Sullivans Gulch here. Albert L. Harless, 23, and Ger ald A. Linstrom, 28, were both seriously injured when their car rolled over a 40-foot bank and landed across the tracks. The metal car activated a block signal east of the accident and alerted the crew of west bound Union Pacific passenger train No. 11. The train reduced its speed to a crawl, and train men found the trapped men. They had been in the car 35 minutes. Bandits Serve Treats To Victims of Robbery Chicago (U.R) Five gunmen apparently were filled with the Christmas spirit Wednesday when they robbed a United Par cel Service office of 15 fur coats and $2,000 in cash. ' The bandits served coffee and candy while they held five United Parcel employees at gunpoint. Indianapolis (U.R) Lawrence Venzke was walking home from a tavern when a car pulled alongside him and the driver, shining a spotlight in his eyes, asked him for identification. Venzke gave the man his billfold containing his identity cards. It was returned minus $30. Ann Arbor, Mich. (U.R) The best time for hunting game birds is in the early morning, according to a University of Michigan wildlife expert. "The birds are feeding then and are less easily disturbed," said War ren W. Chase, professor of wild life management.
