A key feature of the reshuffle was a decision to stress air power in Britain's armed forces at the expenses of the Army, whose authorized first-line re serve strength was slashed Tues day from 12 to two divisions. Many Pots Involved Four major posts and many minor ones were involved in the reorganization, in which Eden replaced ministers inherit ed from Winston Churchill with younger men of his own choice The average ago of the cabinet was reduced from 58 to 55 years by the changes. The major replacements were affected by transfers within the existing cabinet, but seven minor ministers were dropped. Six of them were either elevated to the peerage or promoted within its ranks. Chancellor of the Exchequer B. A. Butler was promoted to lord privy seal and majority leader in the ' House of Com mons, making him in effect deputy prime minister. Harold Macmillan, whose pol icies as foreign secretary have been, under opposition fire for some time, was shifted to the exchequer post to replace Butler as head of the fight against Brit ain's ominous inflation. . To Lead Russia Fight Defense Secretary Selwyn Lloyd replaced Macmillan as foreign secretary to lead the dip lomatic fight against Russia, and Labor ' Minister Sir Walter Monckton .moved up to the de fense, post to protect Britain if diploma'cy fails. Health Minister Iain MacLeod replaced Monckton as labor min ister, and was replaced in his turn by R. H. Turton, who is new to the cabinet. Nigel Birch, a wartime lieu tenant colonel in the army, re placed Lord de L'IsIe and Dud ley as air secretary a change reflecting Eden's decision that "because of the greatly in creased importance of air pow er he wants the civilian chief of the branch to be a member of the House of Commons. Rain Check Given On TV Quiz Show New York (U.R) Roscoe Wright, a letter carrier for 24 years, refused to carry the mail on "The $64,000 Question" last night. Wright, who had built up to $16,000 on the giveaway show by answering a series of ques tions on poetry, asked for an ad ditional week to decide whether he should gamble his stake. He was granted the added week by Steve Carlin, the executive pro ducer of the show while the program was on the air. It was he first time in the six-months' history of the quiz that a contestant admitted in decision on a try for the big money. , If Wright had tried for $32,- 000 and missed, he would have been given a new convertible as a consolation prize. Wright, a Negro, pointed out: "It's something to think about. The $16,000 is three years of my salary." Youngster's Bid on Nashua Too Low But She Weil Get Horse by Christmas New York (U.R) Some where in this land today there is a mighty lucky horse. By Christmas this horse will have a proud new owner, 12-year-old Karen Ann McGuire, Valhalla, N.Y., and the only danger is that she may kill him with kindness. Karen Ann is the hazel-eyed little charmer who so captivat ed the officials of the" Hanover Bank with a $24.03 bid for the three-year-old champion Nash ua that they decided to chip in and buy her a horse, even though she fell exactly $1,251,175.97 short of matching the winning bid. Banker's Hearts Me.lted Bankers are supposed to be cold and unsentimental folks but Karen Ann melted them with her "heart warming" letter. "We were all so touched when we read it that we felt we just had to get her a horse," said R. E. McNeill Jr., president of the bank, which had acted as execu tors of the estate of William Woodward, Nashua's owner who was accidentally shot and killed by his wife. In her letter Karen Ann said she didn't necessarily have to receive Nashua. Good Home Assured "I read in the paper that you are going to sell Nashua and his friends," she wrote. "If you have a horse that no one will buy, I would like to. You can send him or her out to the following address: 22 Rutledge road, Val halla, N.Y. The horse will have a good home, Vz acres of woods and fields and loveing (sic) care. I would like a horse that would grow old with me. My sealed bid is $24.03 but maybe by the time you open the bids I will have earned more money and I can pay a little higher." In order to attend the pre sentation ceremonies at the bank yesterday, Karen Ann had to be excused from her classes at St. Thomas Parochial school in Pleasantville, N.Y.
